High Level Dialogue: Decision-makers and Youth talk about democracy and the environment

"Environmental damage has the biggest impact on younger generations – we need to act together to stop it!" Marija Pejčinović Burić, Secretary General of the Council of Europe

The World Forum for Democracy hosted on 29 June a High-Level Dialogue between decision makers and youth delegates to provide insights into the challenges young people face in influencing the debate and response to climate crisis. We will hear from top-level speakers about what is being done to take account of their needs and include their perspectives.

World Forum for Democracy Youth Delegates

The Youth Delegation is a group of young people from 24 countries around the world, carefully selected by the Youth Department out of 420 applicants.

The WFD Youth Delegation is prepared and accompanied by a team of 4 trainers from the Trainer's Pool of the Youth Department to connect with the themes of the WFD Campaign and to actively participate in the online activities.

Forum Talk - Our climate, our future: young people leading global climate action
Co-organised with the council of Europe’s Advisory Council of youth


‘Children and youth leading the fight against climate change’ was the thematic priority of the month of June in the framework of the World Forum for Democracy 2021. The Advisory Council on Youth co-organised an on-line talk on 25 June to discuss how full participation for young people in decision making processes can be ensured..

Increasingly, the right to a healthy environment is seen as a human rights issue most dramatically impacting children and youth. Youth climate activism, however, is also a direct example of the opportunity for increasing citizen participation in agenda-setting and decision-making processes.

Young people consistently demonstrate creative and forward-looking methods of expressing the political will for climate action, but how can our governmental and institutional systems ensure these expressions are being heard and reflected in policies and actions?

Youth, peace, and security today: successes and challenges

On 8 June 2021, on the initiative of the Advisory Council on Youth (CCJ), the Joint Council on Youth (CMJ) organised a thematic debate to mark the recent fifth anniversary of the adoption of the United Nations Security Council Resolution 2250 on Youth, Peace and Security, a text which Jayathma Wickramanayake, UN Secretary General’s Special Envoy on Youth (pre-recorded message) explained has its origins in a youth-led movement.

Across Europe and elsewhere, for many young people in Europe, protracted conflicts have become a part of normal life, a situation which, according to Inka Hopsu, Third Vice-Chairperson, Committee on Culture, Science, Education and Media, Parliamentary Assembly of the Council of Europe, can be a barrier for the implementation of Resolution 2250.

Miriam Teuma, Chair of the European Steering Committee for Youth (CDEJ), spoke of the more restrictive lifestyle; limited access to education, work and services; self-isolation and social distancing which have resulted from the Covid-19 pandemic.

Youth participation is paramount to combating the democratic deficit that young people are being raised into according to Rosaline Marbinah, Special Representative on Youth & Security, OSCE.  Issues which were also touched on by Andrea Ugrinoska, Chair of the Advisory Council on Youth (CCJ) and of the Joint Council on Youth (CMJ).

This thematic debate will now inform the Advisory Council on Youth’s further work on the youth, peace and security field.

Webinar "Greening the youth sector: sustainability checklist"

 ‘Children and youth leading the fight against climate change’ was the thematic priority of the month of June of the World Forum for Democracy 2021.


On 15 June, the EU-CoE youth partnership organised a webinar to look into ways for the youth sector to make its projects and activities more sustainable. This was the occasion for a presentation of the sustainability checklist, which will serve as guidelines for youth initiatives across Europe.

The checklist was developed by the EU-CoE youth partnership, in cooperation with the Task Force on greening the youth sector, and in consultation with youth organisations.

Concerns and Priorities of Young Refugees

On 23 June, the Youth Department hosted an informal meeting with young refugees and refugee-led youth organisations on the occasion of the 70th anniversary of the World Refugee Day. 


The meeting discussed their current priorities and agendas on social inclusion of young refugees and their expectations on co-operation with the Council of Europe. Chaired by Zuzana Pavelková, member of the Advisory Council on Youth, the meeting took note to the results of on-going research and work with young refugees across Europe.

Young refugees are being particularly hit by the pandemic, with worrying news about deterioration in mental health, loss of any support systems and connections or students facing dire difficulties to survive due to, for example, closing of university restaurants. The consultation and communication with refugee-led youth organisations will continue in 2021 with the view to best represent their experiences in the Youth for Democracy programme, notably about the role of youth work.

Strengthening youth centres for local youth policy in the Russian Federation
7-11 June 2021, Novosibirsk, Russian Federation 


A “50-50” training seminar for specialists from local and regional authorities and for youth organisations leaders gathered 28 participants from 14 regions of Russia. During five days, participants explored topics of youth participation, rights-based approach to youth work and youth policy and how to develop the cooperation between different actors for better youth participation. The participants developed a list of recommendations for youth centres, together with action plans to follow-up the activity. 

The ”50-50” character of the course refers to the approach of these activities which emphasise cooperation between publish authorities and non-governmental (youth) organisations; the participants are in equal numbers from each of these two stakeholder groups.

The activity is part of the 2021 Action Plan of the bilateral cooperation between the Council of Europe and the Russian Federation in the field of youth policy and was organised by the Ministry of Science and Higher Education of the Russian Federation, the Council of Europe Youth Department and the National Youth Council of Russia.

 

Georgia: COMPASS4ALL
10-15 June 2021, Bakuriani, Georgia

A Compass national training course was co-organised with NNLE Tbilisi Youth Centers Union, to develop the capacity of youth workers, trainers and educators from local municipalities to manage human rights education activities.  


The training was officially opened by Kakha Abuladze, director of NNLE and Vahagn Muradyan, deputy-head of the Council of Europe office in Georgia. 26 participants were introduced with the principles and approaches of non-formal education and human rights education, explored the activities of the Compass manual and discussed the possibilities of adapting them to their local realities.

They also deepened their understanding of the existing mechanisms for human rights protection in Georgia and the opportunities for young people in the field of human rights education. The training was concluded with the development of plans for specific follow up local activities.

Croatia: Compass in Youth Work
18-22 June 2021, Zagreb, Croatia

A national training course on human rights education, Compass in Youth Work, was jointly organised with the Croatian Youth Network and DrOne association. 


Twenty youth workers from a variety of regions and organisations in Croatia developed their competences to prepare and deliver human rights education activities and to advocate for furthering human rights education in youth work.

As a result of the training a number of new projects in the field of human rights education were  prepared and expected to be implemented in the coming months.

Youth sector statutory bodies’ Bureaux: campaign, climate and Covid
3-4 June 2021, Online


The Bureaux of the European Steering Committee for Youth (CDEJ) and of the Advisory Council on Youth (CCJ) took stock of the discussions on a future youth campaign, took note of the ongoing work of the task force on greening the youth sector, and explored possible options for the next plenary statutory meetings in light of the current sanitary situation.

In a discussion with the Director of Democratic Participation, the CDEJ and CCJ Bureaux highlighted the need to address what the Council of Europe Secretary General has called the democratic backsliding in Europe. A series of actions which, pending the approval of the Joint Council on Youth in October, would be organised in 2022 and centre around the state of democracy today, brought a number of ideas for a youth campaign on democracy, meaningful youth participation and digitalisation.

The Bureaux congratulated the Advisory Council on Youth for its intensified co-operation with the Parliamentary Assembly of the Council of Europe. During the second part of the 2021 session, a motion was tabled by the Committee on Culture, Science, Education and Media to establish a “youth partner” status with the Parliamentary Assembly.

Programming Committee on Youth 45th meeting
9-11 June 2021, Online


The Programming Committee on Youth (CPJ) establishes and monitors the programmes of the European Youth Foundation (EYF) and the European Youth Centres (Strasbourg and Budapest) and consists of eight government representatives and eight non-governmental youth organisations. It is part of the co-management system of the Council of Europe’s Youth Sector.

At its June meeting, decisions were made, inter alia, about the grants for international activities and annual work plans to be implemented by youth organisations in 2022, as well as study sessions to be organised in cooperation with the European Youth Centres, also in 2022. The criteria for structural support to international youth organisations or networks in 2022 and 2023 and the maximum amount of the grant for local pilot projects in 2022 were also agreed upon.

The Programming Committee has been following closely the impact of the COVID-19 pandemic on both the Youth Department activities and the supported projects by youth NGOs in the field. The meeting was an opportunity to take stock of the situation, but also to cautiously start planning ahead, as 2022 marks the 50th anniversary of the youth sector.

Service Design in Youth Information

The webinar “Service Design in Youth Information” took place on 9 June 2021 as part of the Partnership Agreement between the Council of Europe (Youth Department) and The European Youth Information and Counselling Agency (ERYICA).


It focused on the “Design Thinking methodology” as a best practice approach to designing digital services. The central principle is about keeping people’s needs at its core. The Service Design process is a powerful tool that can be used to support youth workers to both innovate new services/products or to rethink and strengthen existing services. Adopting this approach would help to build on past successes and ensure services remain sustainable in the future by actively involving young people and stakeholders in all stages of service development. This approach provides a high level of empowerment for young people as, along the process, they acquire new skills and knowledge, and take part in decision making.

This webinar elaborated on the service design method, discussed its role and integration into youth information services, as well as outlined the results of the DesYIgn – Service Design in Youth Information project.

Compass 2020 is available in Ukrainian!

Within the framework of “Youth for Democracy in Ukraine” project, the second Ukrainian edition of the Compass: Manual for Human Rights Education with Young People has been revised along standards of the Council of Europe for the use of non-sexist language. 


The process contributes to the promotion of education for democratic citizenship and human rights education within the non-formal education programmes. The quality and sustainability of non-formal education in Ukraine continue developing through informal pool of experts and trainers in the field of youth which are trained within the Council of Europe Youth Department activities and projects.

EYF Consultancy service to help NGOs adapt supported activities

The EYF’s online consultancy service to assist youth organisations with approved grants in implementing and adapting projects during the COVID-19 pandemic shall remain available until at least the end of 2021.

The consultancy service supports NGOs in:

  • Transforming or adapting EYF funded activities from offline meetings to online or hybrid meetings;
  • Replanning activities, within a new timeline and a revised budget if necessary.
