Focus on youth rights and follow-up to the 4th Council of Europe Summit

The 49th meeting of the Joint Council on Youth (CMJ) brought together representatives from the European Steering Committee for Youth (CDEJ) and the Advisory Council on Youth (CCJ) and took place in the European Youth Centre Strasbourg on 24-25 October.

A broad range of issues concerning young people was discussed. The meeting started with an opening address by Matjaž Gruden, Director of Democratic Participation, followed by the newly appointed Head of the Youth Department, Tobias Flessenkemper.

Members discussed the follow-up to the 4th Summit of Heads of State and Government of the Council of Europe (Reykjavik, 16-17 May 2023). Special emphasis was put on integrating a youth perspective in the Organisation’s intergovernmental and other deliberations. In this regard, the CMJ reviewed elements for a Council of Europe reference framework for a youth perspective.

The CMJ studied a draft CM recommendation on young people and climate action, a priority issue for young Europeans, to encourage member States to respect their fundamental rights when they advocate for a clean and healthy environment.

The CMJ also examined its Guidelines on young people's participation, which provide up-to-date guidance on how the member States can encourage and strengthen youth participation taking into account the trends that have emerged in this field over the last 20 years.

The CMJ was updated on the Youth Revitalising Democracy project, the follow-up to the "Democracy Here | Democracy Now” campaign, and the establishment of a Roadmap on human rights education.

The Deputy Secretary General of the Council of Europe visits the Quality Labelled Lisbon youth centre

Taking advantage of the visit to Lisbon, on 16-17 October, to participate in the Lisbon Forum of the North-South Centre of the Council of Europe, the Deputy Secretary-General of the Council of Europe, Bjørn Berge, the Director of the Youth Department of the Council of Europe, Tobias Flessenkemper, and the Permanent Representative of Portugal to the Council of Europe, Ambassador Gilberto Jerónimo, visited the Lisbon Youth Centre-CJL, a quality labelled youth centre of the Council of Europe.

The visit was accompanied by the member of the IPDJ (Portuguese Institute of Youth and Sport) Board of Directors, Sílvia Vermelho, the president of the European Youth Steering Committee (CDEJ), Jorge Orlando Queirós, the regional director of Lisbon and Vale do Tejo of the IPDJ and the Lisbon Youth Centre (CJL), Eduarda Marques, the coordinator of the CJL, Fernanda Brito, and members of the team of this Centre.

The CJL, which belongs to the network of 14 European youth centres holding the Council of Europe's Quality Label for Youth Centres, was awarded the label in 2015 and renewed the label recently for a further five years, until 2027.

YOUTH PARTICIPATION 2.0: the Joint Council on Youth (CMJ) calls for young people's participation in decision-making processes

On 25 October 2023 the Joint Council on Youth, the Council of Europe’s decision-making body of young people and member states, adopted the Guidelines on young people’s participation.

These guidelines to the 46 Council of Europe member states show concrete ways to strengthen meaningful youth participation and improve youth organisations’ engagement in Council of Europe policies. They are an important step to implement the call of the Heads of States and Governments to integrate a youth perspective into the Council of Europe's intergovernmental and other deliberations, contained in the Reykjavik Declaration and Principles for Democracy.

The guidelines are building on the Committee of Ministers' Recommendation on citizenship and participation of young people in public life (Rec(2006)14) and Congress Resolution on the revised European Charter on the participation of young people in local and regional life, (RES152(2003), both call for action to adapt to the changing dynamics affecting young people throughout Europe.

25 years of empowering the youth sector in Europe

1st November 2023 marks the 25th anniversary of the cooperation between the Council of Europe and the European Commission in the field of youth.

Since 1998, these institutions have been working together through the Youth Partnership to empower people who are working for a change for young people in Europe.

On 9 and 10 October, the group responsible for preparing a Committee of Ministers recommendation on Rural Youth met in an enlarged format in Strasbourg. In addition to members from the youth statutory bodies - namely the European Steering Committee for Youth and the Advisory Council on Youth -  and two experts from the EU/CoE Youth Partnership, were present representatives from the European Youth ForumRural Youth Europe and the European Council of Young Farmers (CEJA).

accompanied by Ambassador Francesca Camilleri Vettiger, paid a visit to the European Youth Centre Strasbourg where she was introduced to the work of the Council of Europe youth sector.

The Parliamentary Secretary indicated that Malta attaches utmost importance to youth policy, and in particular to topical issues at the European level such as  young people’s right to health and well-being, as well as young people’s participation in public life.

7th Training Course for Youth Centres in the Council of Europe Quality Label Network

The annual training course for youth centres in the network of the Council of Europe Quality Label for Youth Centres took place on 2-6 October 2023 at the European Youth Centre Budapest and was attended by educational staff and youth workers from 15 labelled and candidate youth centres.

This year focus was on revitalising democracy, one of the 2022-2025 priorities of the Council of Europe’s Youth Sector, and on the role the Quality Label youth centres play in responding to democratic backsliding and advancing young people’s meaningful participation and democratic citizenship.

The participants also had the opportunity to hold an exchange on the state of democracy with the new Head of Youth Department, Tobias Flessenkemper, and to share good practices of labelled youth centres in promoting different forms of youth participation. Finally, participants looked into practices to increase participation of young people in their youth centres, and planned actions connected to project Democracy Here, Democracy Now.

The first COMPASS Training course  for Trainers in Human Rights Education with Young People took place from 16 to 20 October in Sokobanja, Serbia.

The training course follows the publication of the Serbian language version of the Compass manual in June 2023, and contributes to capacity building of youth workers and multipliers to better provide and introduce human rights education in youth projects and activities and the implementation of the Council of Europe Charter on Education for Democratic Citizenship and Human Rights Education. The training course was organised within the project “Citizenship and human rights education with young people in Serbia”, funded by the Ministry of Foreign Affairs of the Kingdom of Belgium and the Council of Europe and implemented by the Council of Europe.

Valuing human rights education: Compass training course in Slovenia

The Institute YC Brežice, in partnership with the Council of Europe Youth Department, organised a training course on the Value of Human Rights Education as part of the Human Rights Education Youth Programme.

The course developed key competences of multipliers working in regional and national youth centres, youth organisations, and educational institutions in Slovenia. Twenty motivated youth workers, trainers and educators participated in this activity from 11 to 15 October 2023, and discussed current challenges to human rights at the national level, understood the variety of concepts of human rights education, and explored the Compass activities and approaches to be able and apply them. As a follow-up of the training, the participants prepared their projects on human rights education in Slovenia.

Empowering youth for sustainable and inclusive communities in Italy

Over twenty-five practitioners in the fields of youth and non-formal education took part in the Compass national training course Empowering young leaders for more sustainable and inclusive communities in Italy.

The training course was organised on 10-13 October 2023 by ALDA in cooperation with the Council of Europe Youth Department. The activity enhanced the competences of multipliers for human rights education and promoted the role of human rights educators and practitioners in implementing the Charter on Education for Democratic Citizenship and Human Rights Education in their respective contexts.

The primary focus was on supporting young people's access to their rights, with specific attention to human rights themes. Participants will be able to apply into practice the Compass manual and other educational resources of the Council of Europe, adapting them to their context.

The EYF special call in support of young people from Ukraine continues in 2024

In November 2022, the European Youth Foundation launched its special call for projects in support of young people from Ukraine, as a tool to empower them through civil society and youth work interventions, within the framework of the values of the Council of Europe. One year later, the call has generated high interest and shown results. Twenty-one projects have so far been funded - 20 local initiatives out of which 12 in Ukraine and 8 in other Council of Europe member states, and one international youth gathering. More than 300 000 euro have so far been awarded to support these projects.

The projects are focusing on different themes, but the common denominator is initiatives for resilience, persistence and solution-orientation of youth organisations in times of dramatic crisis.

The special call is still open and youth organisations can continue to apply with pilot activities as well as with international activities proposals to be implemented in 2024. The EYF regularly organises information sessions for this special call. Check the EYF website for more information.

YOUTH WORK & YOUTH POLICY IN WAR TIME IN UKRAINE

Since March 2023, the Council of Europe project “Youth for Democracy in Ukraine – Phase III”  accompanies youth policy and youth work under war conditions, the project activities are implemented in close co-operation with the Ministry of Youth and Sport of Ukraine.

Access to Youth Work: A Programme for Newly Created NGOs Has Been Launched

The Council of Europe Project "Youth for Democracy in Ukraine: Phase III" in co-operation with the Ministry of Youth and Sports of Ukraine has launched a long-term programme "Access to Youth Work" for newly established NGOs working with young people.

The Access to Youth Work programme will be implemented until October 2024 and provides training for teams of NGOs, mentoring and expert support for the development of project proposals and the implementation of open youth work projects.

A study visit to Quality Label Youth Centre “Marttinen” in Finland

From 9 to 13 October ten representatives of youth centres of Donetsk, Volyn and Zhytomyr region, took part in a study visit to Marttinen Youth Centre with the Council of Europe Quality Label in Virrat (Finland).

This study visit was a response, in particular of the Project “Youth for Democracy in Ukraine: Phase III”, to the needs of Ukrainian youth workers, discussed during a study visit and seminar for youth workers and representatives of youth centres providing youth work in war time and the Platform of 14 Quality labelled Youth Centres.

A study visit to the Quality Labelled Youth Centre in Killarney, Ireland

From 15 to 20 October 2023, representatives of eight youth centres in Ukraine took part in a study visit to  the Kerry Diocesan Youth Service (KDYS) youth centre in Killarney (Ireland) which has the Council of Europe Quality Label for Youth Centres.

The purpose of the study visit was to support co-operation with the network of youth centres with the Council of Europe Quality Label (in particular with the KDYS Killarney Youth Centre in Ireland) by developing the competencies of Ukrainian Youth Centre representatives in the field of outreach and trauma-informed youth work.

On 10-11 October 2023 twenty stakeholders in the field of youth work joined a consultative meeting on “Revisiting and Updating the Council of Europe Youth Work Portfolio” at the European Youth Centre Strasbourg.

The meeting contributed to the review of the Portfolio, especially in line with the Council of Europe Recommendation on Youth Work, with particular attention to the recommendation ongoing review process, and other documents and processes such as the European Youth Work Agenda.

Representatives of the youth work community of practice discussed and debated the preliminary proposals for updating the Portfolio made by the research team. It also allowed stakeholders to envisage the Portfolio as a tool within the field of youth work, suitable for application in diverse settings, including professional and voluntary youth work, youth worker accreditation programmes, national policies, and more.

ERYICA European Youth Information Quality Label

The Quality Label is an important achievement in the Council of Europe-ERYICA Partnership. The Label has been developed in this framework over two years, and the first call for applications was open in 2021. The Label has become an established and recognised quality tool in youth information and counselling across Europe.

So far, eight organisations have obtained the label and the labelling right within their jurisdiction from Malta, Scotland, Austria, Valencia, Andalusia, Liechtenstein, Flanders, and Ireland. In addition, seven organisations have been labelled locally, in Ireland.

Uniting Efforts for Enhanced Youth Mobility

The 50th meeting of the Board of Coordination of the Partial Agreement on Youth Mobility through the Youth Card took place on October 23rd 2023, chaired by the newly elected Board’s chair Miguel Perestrello. The Board consisting of 8 representatives of member States parties to the Partial Agreement and 8 European Youth Card Associations representatives, convened to enhance efforts in promoting and facilitating youth mobility for all young people in Europe. The board reviewed the activities carried out in 2023 and highlighted the role of the European Youth Card in empowering young people across member states. The board exchanged on the proposals for the 2024 work programme.

Youth Mobility and Cultural Routes “Walk the Talk”: Report and Podcast now available


A Report and a Podcast are now available on an innovative interactive seminar ‘Walk the Talk’ organised on 4-7 July 2023 in Luxembourg in the framework of the 2023 programme of activities of the Partial Agreement on Youth Mobility through the Youth Card. Participants walked along a few selected Cultural Routes of the Council of Europe crossing Luxembourg accompanied by experts, and simultaneously learning and exchanging about youth mobility, youth card and cultural heritage, and - what is most important - how to put all this together!

The event was organised by the Partial Agreement together with the European Youth Card Association (EYCA) and the National Information Agency for Youth of Luxembourg (ANIJ), in cooperation with the Enlarged Partial Agreement on Cultural Routes of the Council of Europe (EPA).

On October 26, the study session Arts, Rights & Papers, organised by Human Rights Education Youth Network (HREYN) in cooperation with Amsterdam City Rights, presented the art exhibition ”Painting the Sky”.

Overlooking the skyline of Budapest at the European Youth Centre, participants of the session shared artwork made in collaboration with undocumented youth, asking questions such as: “Are the rights of undocumented people respected?” and “What can we do?”.

Participatory youth policy

The Youth Partnership launched a new training kit (T-kit) on participatory youth policy! Participatory youth policy implies that young people are involved in policy making at all stages, from inception to implementation, monitoring and evaluation. This T-Kit will benefit policy makers, youth leaders, workers, trainers and organisations advocating for participatory structures at local and national levels. Research shows that 70% of young people are interested in social and political issues, but only 28% believe they have a say in their political system.

The Youth Partnership organised a seminar on young people’s political participation on 10-11 October at the European Youth Centre Strasbourg. It brought together 40 participants, policy makers, researchers, youth work practitioners and young people to share the Youth Partnership’s new research results, including on shrinking space for civil society, gender, digitalisation, new forms of participation, and the impact on youth spaces, stimulate critical discussions on trends related to youth political participation, and share updates about policy processes and youth work initiatives in this area.
