Welcome to the Chisinau Office Newsletter!

Thank you for signing up to keep in touch with the Council of Europe Office in Chisinau. We are back with a double edition of our newsletter to present the achievements of the last two months and the 2022 highlights. This was a very fruitful year for us, we launched three new projects in the field of anti-corruption, migration, and cooperation with the local public administration. A four-year project on Education for Democracy that contributed to an inclusive, peaceful, and democratic society in the Republic of Moldova is about to end in December and a second phase will start in January 2023. We continue our monthly interviews, analysing the progress and challenges in developing competences for democratic culture in schools.

The winners of "My Competences for Democratic Culture" contest, awarded by the Council of Europe

The Council of Europe announced the winners of the short video contest “My Competences for Democratic Culture” opened to V-XII grades’ pupils. The participants were encouraged to produce a short video (up to 3 minutes) showcasing how they or their colleagues apply in the school or/ and community the competences acquired during civic education classes.

Exchange of practices on political and electoral  campaign financing
Delegation of the Central Electoral Commission of the Republic of Moldova met with representatives of the State Electoral Commission of the Republic of Croatia to learn best practices on the supervision and control of financing political parties and electoral campaigns during a 2-day study visit in Zagreb.

Representatives of the Equality Council exchanged experience with institutions from Romania on anti-discrimination practices

The representatives of the Council for preventing and eliminating discrimination and ensuring equality of the Republic of Moldova met the National Council for Combating Discrimination of Romania, the Romanian People’s Advocate, and the Constitutional Court of Romania.  The study visit was organised by two PGG projects and enabled participants to share their experiences and opinions, to learn from the experience of Romanian institutions and their examples of good practices in the field.

Council of Europe HELP Course on CPT standards available for human rights professionals

65 professionals have been enrolled into the HELP course on CPT standards. The course was launched for lawyers, penitentiary staff, members of the Council for the Prevention of Torture and representatives of the People’s Advocate Office in cooperation with the Training Centre of the Bar Association.  The course was designed to help professionals to familiarise with the CPT’s key standards concerning the five most important places of deprivation of liberty: police stations, prisons, immigration detention facilities, psychiatric establishments, and social care homes.

Police staff trained on fundamental safeguards against torture and ill-treatment in the initial period of detention

44 police staff of the place of detention subordinated to the Ministry of Internal Affairs from across the country enhanced their professional skills on fundamental safeguards against torture and ill-treatment in the initial period of detention during cascade seminars carried out in November 2022.  As a result, the participants became aware about the importance of the fundamental safeguards against torture and ill-treatment in the initial period of detention, which are to be communicated by the police staff to the pre-trial detainees.

The National Probation Inspectorate ready to deliver the new Induction Training Programme for the probation counsellors

A team of 12 probation counsellors from the National Probation Inspectorate was trained to deliver an Induction Training Curriculum and Programme on probation tasks developed with Council of Europe’s support. The participants were provided with individual feedback and further guidance and appreciated the well-balanced combination of theory and practice for building skills and competences for prosocial modelling of probation subjects, their resocialisation, reintegration into society, and preventing the re-offending.

Peer-to-peer trainings for Police officers on addressing discrimination and hate crime towards vulnerable groups

Two-day trainings on combating hate crime and promoting equality and non-discrimination gathered 50 investigation and public disorder officers, and covered specific modules related to identification and combating stereotypes and bias motivated offenses, relating procedures, the impact of discrimination on vulnerable groups, and the importance of supporting the rehabilitation of victims and of raising awareness of the society regarding this issue.

Training of trainers for social workers on violence against women and domestic violence

A total of 45 social assistants from all rayons of the country enhanced their knowledge and skills to effectively respond to cases of violence against women and domestic violence in a way that is aligned with the standards set in the Istanbul Convention.

The Council of Europe project „Supporting the implementation of the Istanbul Convention in the Republic of Moldova” held its mid-term Steering Committee meeting in Chisinau. The project team presented the progress made since the launch of the project, the results achieved, and the workplan for the year 2023.

Public presentation of the Guide for assessing and processing hate speech cases

The  Guide on combating hate speech in the media in the Republic of Moldova was presented to the media stakeholders, representatives of state and non-state actors in the field of anti-discrimination by the joint European Union and the Council of Europe project Strengthening access to justice through non-judicial redress mechanisms for victims of discrimination, hate speech and hate crimes in the Eastern Partnership”, jointly with the Audiovisual Council.

November interview: Developing competences for democratic culture in school. Progress and challenges

In the current school year, the gradual introduction of the “Education for society” subject in secondary schools of the Republic of Moldova is coming to an end. The curriculum is competence-based, rather than content-based, and aims to develop pupils’ competences for democratic culture. We discussed the progress and challenges in the implementation of the “Education for society” subject with representatives of the Ministry of Education and Research, an expert in Democratic Citizenship and Human Rights Education, a teacher and two pupils.

A delegation from the Ministry of Justice, the National Administration of Penitentiaries and the National Probation Inspectorate on a study visit to the Council of Europe

15 representatives of the Ministry of Justice, the National Administration of Penitentiaries, and the National Probation Inspectorate participated in a study visit to the Council of Europe headquarters. The participants actively engaged in discussions regarding the latest judgements of the ECtHR dealing with detainees’ rights, as well as the recurring shortcomings encountered in complying with the standards set out by the CPT, with a focus on those regarding access to healthcare, and the most effective ways to overcome them.

The Council of Europe Office in Chisinau team joins the "16 Days of Activism Against Gender-Based Violence" campaign

Annually, from 25 November to 10 December, the entire international community and the national government join their efforts to celebrate together the 16 Days of Activism against Gender-Based Violence. The Council of Europe Office in Chisinau joined the campaign by sending a call-to-action message to the state authorities to protect victims of violence, by implementing the Istanbul Convention and its four pillars: prevention, protection, prosecution and co-ordinated policies.

Mayors from different regions of the country united in a joint call for action to eradicate violence against women

During the 16 days of activism against gender-based violence and domestic violence, voices of 11 mayors from different regions of the country united in a joint call for action to eradicate violence against women and showed commitment at local level to ensure all the necessary measures for PREVENTING, PROSECUTING, AND ELIMINATING violence against women and domestic violence and PROTECTING women against all forms of violence in line with the Istanbul Convention.

National specialized Commission for the Protection of Children Against Sexual Exploitation and Sexual Abuse equipped with new methodology

The Council of Europe project "Preventing and protecting children from violence including in the digital environment in the Republic of Moldova" presented the Methodology for the National Specialized Commission for the Coordination and Monitoring of the Implementation of the Council of Europe Convention for the Protection of Children Against Sexual Exploitation and Sexual Abuse. The Methodology aims to support the Commission with recommended indicators and monitoring procedures for coordinating and monitoring the implementation of the Lanzarote Convention.

New e-course on electoral dispute resolution for Moldovan judges

The first module of an e-course on electoral dispute resolution has been developed and launched by Council of Europe, in cooperation with the Central Electoral Commission of the Republic of Moldova, the National Institute of Justice and the Centre for Continuous Electoral Training of the Republic of Moldova. This e-course was developed following reports by international and domestic election observers underlining the need to improve electoral dispute resolution.

Combatting sexism, harassment and gender-based violence against women in elections

Council of Europe’s experts presented the concept of a public awareness raising campaign on combatting sexism, harassment, and gender-based violence against women in elections in the Republic of Moldova and its road map. Both documents are designed to serve as a practical tool for the Central Electoral Commission and other public institutions in tackling the recurrent phenomena of sexism and discrimination against women during the upcoming three national-wide electoral campaigns: 2023 general local elections, 2024 presidential and 2025 parliamentary elections.

New tool to tackle hate speech in elections

The Council of Europe developed together with the Centre for Continuous Electoral Training of the Republic of Moldova an e-course on combating hate speech in elections, hosted on the e-training platform of the Training Centre. The e-course offers training to key electoral stakeholders - politicians, electoral officials and observers, journalists, and of course the public, interested in learning about human rights and hate speech legal provisions and standards. 

The e-course is open for anyone and can be accessed here (only in Romanian).

Steering Committee Meeting on the implementation of the Council of Europe Action Plan for the Republic of Moldova 2019-2022: Progress review and future plans

High-ranking officials of the Republic of Moldova’s authorities and national public institutions involved in the programmatic activities of the Action Plan, as well as representatives from the Council of Europe, participated in the first Steering Committee Meeting of the Council of Europe Action Plan for the Republic of Moldova 2021-2024. Following the meeting, the Director of Programme Coordination, Claus Neukirch, held several bilateral meetings with national authorities to discuss in detail further steps and active involvement of all stakeholders in the reform implementation process on the path of the Republic of Moldova to align to European standards.

Multi-level governance: Promoting consultation and dialogue-building in the Republic of Moldova

 The Congress of Local and Regional Authorities in partnership with the Congress of Local Authorities from Moldova (CALM) organised a roundtable to strengthen dialogue-building and promote effective consultation. The Congress encourages strengthening the political dialogue between local authorities and central government as part of the Council of Europe Action Plan for the Republic of Moldova (2021-2024). This is also highlighted in the Congress Recommendation 436 (2019) and the Post-Monitoring Roadmap for Local and Regional Democracy, signed in April 2021.

Trainers of the National Institute of Justice enhanced their knowledge on reasonable accommodation

8 trainers of the National Institute of Justice have broadened their knowledge on reasonable accommodation within an online training of trainers. The trainees analysed various case studies on disability-based discrimination and reasonable accommodation as well as cases they have encountered in their professional experience and the situation of reasonable accommodation in the Republic of Moldova.

Legal professionals enhanced their knowledge on national and international standards on an effective remedy and the prohibition of discrimination

52 judges, prosecutors, and judicial staff have broadened their knowledge on international and national standards on non-discrimination within two online training sessions. The trainees analysed various case studies on discrimination as well as cases that they have encountered in their professional experience and the situation pertaining to discrimination in the Republic of Moldova.
