A project to fight against Corruption was launched in the Republic of Moldova

The Council of Europe and the Bureau of International Narcotics and Law Enforcement Affairs of the US Department of State launched the second phase of the cooperation project entitled “Action against Corruption in the Republic of Moldova”.

This phase is tailored to deliver legislative, policy and institutional impact by addressing pending recommendations set in the 4th Evaluation Round of the Council of Europe Group of States against Corruption (GRECO), with a particular focus on enhancing the systems of disciplinary liability, selection and performance evaluation of judges.

A new project to fight money laundering and enhance the asset recovery regime was launched in the Republic of Moldova

The Council of Europe and the European Union launched, in co-operation with national partners, the project "Enhancing the anti-money laundering and asset recovery regime in the Republic of Moldova", part of the third phase of the EU/CoE Partnership for Good Governance.

The project aims to provide assistance in implementing the country's anti-money laundering and anti-terrorist financing reform agenda, while addressing issues highlighted by the Council of Europe's anti-money laundering monitoring bodies.

The mandate of the People’s Advocate Office in the area of human rights monitoring and reporting is strengthened

The staff of the People’s Advocate Office of the Republic of Moldova participated in a three-day tailor-made training course on human rights monitoring and reporting, based on its mandate. The training course also included subjects related to the monitoring process of public policy documents, setting of monitoring indicators, methods of collection and analyss of the data and presentation of the results.

A new Policy and Standard Operating Procedures on treatment of detainees belonging to vulnerable groups to be implemented by the prison staff

23 prison specialists were guided on facilitating the implementation of a new Policy and Standard Operating Procedures on the treatment detainees belonging to vulnerable groups.  The participants at the training, coming from all 17 prisons and the National Administration of Penitentiaries, improved their understanding on the concept and measures to identify vulnerable detainees and how to provide them with protection and treatment appropriate to their needs and risks, thereby promoting a safe and healthy prison environment.

The Governors of the Prison System of the Republic of Moldova Enhanced their Skills in Leadership and Management

The governors of all prison institutions of the Republic of Moldova and representatives of the National Administration of Penitentiaries enhanced their knowledge and skills in Leadership and Management over a 3-day training session. The training allowed the 26 participants to explore practical ways to effectively implement international standards and ensure safe, secure and humane custody in their respective prison institution. They actively participated in discussions on strategic planning, on skills necessary to achieve results in the workplace, identifying their strengths in leadership and management and areas in which they wish to improve.

Equal rights for women and girls: the role of men and boys

On the occasion of the International Women’s Day, the  Council of Europe Project "Supporting the implementation of the Istanbul Convention in the Republic of Moldova" released a storytelling video and launched an online media campaign to raise awareness of the Istanbul Convention and other gender equality standards in the Republic of Moldova. The video refers to all national actors involved in preventing and combating violence against women and domestic violence, protecting the victims and prosecuting the perpetrators.

Taking stock of cooperation with the Police in the Republic of Moldova in the field of anti-discrimination

Throughout the last four years, the General Police Inspectorate of the Republic of Moldova has been a close partner of the joint European Union and the Council of Europe project “Strengthening access to justice through non-judicial redress mechanisms for victims of discrimination, hate crime and hate speech in the Eastern Partnership countries”.  The project released a video presenting milestones in the EU/CoE-Police partnership and highlighting the positive impact of the project’s capacity building on the daily work of police officers, including the results in reinforcing their skills in guiding citizens when seeking remedies against discrimination.

Educators, managers and specialists in didactics from kindergartens were trained within the program prevention of child sexual abuse “Kiko and the Hand”

18 pre-school teachers, managers and specialists in didactics from pre-school educational institutions in the country participated in two training sessions organised by the Council of Europe Project „Preventing and protecting children from violence including in the digital environment in the Republic of Moldova”, in collaboration with Ministry of Education and Research.

The sessions tackled the topic of child sexual abuse, in the context of delivering the programme „Kiko and the Hand” to pre-school teachers. The participants had the opportunity to design and (self) evaluate the training activities with adults, but also to discuss about the consequences and indicators of sexual abuse of children.

The Council of Europe Project “Strengthening the human rights compliant criminal justice system in the Republic of Moldova” has prepared a study on the activity of investigative judges in the Republic of Moldova. The study analyses the specific normative and practical aspects of the status and activity of investigative judges in the Republic of Moldova, which affect the performance of their duties and role in the criminal process. The results of the analysis will be used to define and fine-tune the specific actions to be taken to improve and make the role of the investigative judge more efficient.

New legislative amendments related to criminal investigation and trial of the criminal cases in absentia put into practice

41 judges, prosecutors, lawyers and criminal investigation officers participated in a seminar on the application of the new legislative amendments related to criminal investigation and trial of in absentia.

The seminar provided the opportunity to discuss the main issues related to the conduct of a trial in absentia, as well as to exchange views on the application of the new legislative amendments.

Improving by-laws in the electoral field

The Council of Europe Project “Improving electoral practice in the Republic of Moldova” is supporting the Central Electoral Commission (CEC) in organising a public consultation to collect opinions and suggestions from different stakeholders, including public institutions, political parties and civil society representatives, as well as national experts in these fields within the process of alignment of the secondary electoral legislation to the provisions of the new Electoral Code, recommendations of the Venice Commission and of the International Election Observation Missions.

During the consultation held on 24 March 2023, the participants made several proposals aimed at improving the draft regulations pertaining to the State Register of the Voters and to drawing up, administrating, disseminating, and updating of the voters’ rolls. Following the consultations, the CoE experts jointly with CEC will analyse these proposals before submitting them to the CEC members for their final approval.

The video documentary entitled Life story of the victim of discrimination in the Republic of Moldova sheds light on the issue of discrimination in the country. The film chronicles the story of Svetlana, a long-time Secretary of a Local Council who has been subjected to discrimination in her workplace. Moreover, the film provides an account of Svetlana's experience with the Equality Council, showcasing how the institution supported her in restoring her rights.

The Council of Europe continues to support the Republic of Moldova reform its formal citizenship education

The Ministry of Education and Research of the Republic of Moldova, the Swiss Agency for Development and Cooperation, the Council of Europe, the United Nations Population Fund, and the Zurich University of Teacher Education signed a Memorandum of collaboration to further strengthen cooperation between parties with the aim to support the implementation of the programme “Moldova: Fostering Active Civic Engagement” (FACE II) for 2023-2026.

The recently launched Council of Europe project “Education for Democracy in the Republic of Moldova II” (2023 – 2026) is part of the FACE II programme. The project will continue strengthening the capacity of the Moldovan education system to develop competences for life in democratic and inclusive societies through formal education.

Peer-to-peer training for police officers from the Soroca district, addressing anti-gypsism

A peer-to-peer session focused on operating in a multicultural environment was attended by 30 local police officers. Participants gained knowledge on how to qualify different forms of discrimination and hatred; what are the duties and the role of the Police when working with Roma but also about the redress mechanisms and institutions responsible for the protection of human rights.

 The trainings organised by the Council of Europe project “Enhancing diversity and equality” serve as a platform for discussions and exchange on good practices and contribute to the understanding of the negative impact of the crimes motivated by prejudice against the victim, the community and the society.

Secretary General on official visit to Republic of Moldova

Secretary General Marija Pejčinović Burić has met the President and key ministers during an official visit to the Republic of Moldova. Meeting Moldovan President Maia Sandu, the Secretary General reaffirmed the Council of Europe’s full support to the ongoing reform process, including in respect of judicial reform and the fight against corruption. 

The Secretary General highlighted the relevance of the Fourth Summit of the Heads of State and Government in Reykjavik (16th – 17th May), hosted by the Icelandic presidency.
