The beginning of 2023 has started with the launching of a raising awareness campaign on increasing access to justice for vulnerable groups in the Republic of Moldova. The operationalization of a new project on social rights funded by the Austrian Development Agency has just started.

January also saw a series of capacity building activities tackling theoretical and practical aspects of adult training methodology, judgements concerning child custody and hate speech. In 2023 we will continue our monthly interview with our national partners to shed light on the most current topics.

Increasing awareness of and access to justice for vulnerable groups in the Republic of Moldova

As part of its activities to promote the protection of human rights and equal opportunities for all,  the Project “Support to further strengthening the efficiency and quality of the judicial system in the Republic of Moldova”, funded by the European Union and the Council of Europe and implemented by the Council of Europe in their Partnership for Good Governance II, is launching a campaign in the Republic of Moldova to raise awareness about access to justice for all and without discrimination. It highlights the rights of court users in the process of justice delivery, namely the rights of several disadvantaged groups – persons with disabilities, minors, and refugees. The Council of Europe presented Analysis report on ”Online safety for children in the Republic of Moldova”

The number of children in the digital world are on the rise. While information and communication technologies bring many benefits to children, they also put children at risk, including very young children. The age of users and potential victims of abuse continues to lower, with very young children being more exposed to harm.

In this regard, the Council of Europe project „Preventing and protecting children from violence including in the digital environment in the Republic of Moldova”, organised an event on 30th January 2023 to present „Analysis of Online child exploitation and abuse and the challenges of combating this phenomenon, including  the social responsibility of the IT sector.

The Equality Council staff analysed their monitoring activity and gained new skills in the field

The staff of the Equality Council had the occasion to analyse their monitoring activity and learn new skills related to the monitoring mechanism during a workshop.

Participants of the workshop discussed the goal and scope of the monitoring strategy, the lessons that have been learned so far based on the implementation process as well as elements that support and impede the activity based on the mentioned strategy.

Prosecutors and judges increased their knowledge on the European standards and judgements addressing hate speech

A two-day seminar focusing on the way hate speech is addressed by the European Court of Human Rights’ jurisprudence brought together 22 prosecutors and judges from the Republic of Moldova. The participants discussed best legal practices in hate speech case handling and exchanged experience and ideas to improve the legal redress responses to discrimination and hatred by the country.

Trainers of the National Institute of Justice enhanced their knowledge on adult training methodology

11 trainers of the National Institute of Justice attended a 2-day session training on adult training methodology. The training of trainers’ sessions tackled theoretical and practical aspects of andragogy. The participants learned and practised the ways of planning a training session for adults, special training techniques, and tips on how to use non-verbal communication.

Support to improving the enforcement of judgements concerning child custody in the Republic of Moldova

180 enforcement agents and 25 judges participated in 5 online training sessions about the “Methodological Guidelines on improving the enforcement of judgements concerning the determination of the residence and access to the applicants’ children”.  They were trained to increase the quality of judgements for this category of cases and enforce them, in line with the best interests of the child and international good practices.

January interview: Tackling disinformation in time of conflicts

The spread of disinformation increased following the Russia’s war of aggression against Ukraine in February 2022. In the context of this crisis, the Council of Europe Project Support for Media Pluralism and Freedom of Expression in the Republic of Moldova jointly with Ziarul de Garda media outlet raised awareness about information consumption. Together with Ziarul de Garda director, Alina Radu and Senior Project Coordinator, Ana Chiriac, we discussed how to tackle the issue of disinformation in time of conflict and how to counteract false and misleading content in the January interview.
