Welcome to the Chisinau Office Newsletter!

Thank you for signing up to keep in touch with the Council of Europe Office in Chisinau. This month, the Republic of Moldova celebrates the 30th anniversary of its Independence. On 27 August 27, 1991, the Moldovan Parliament adopted the Act of Declaration of Independence. Four years later, the country became a fully-fledged member of the Council of Europe (13 July 1995).
This month, the team of the Council of Europe Office in Chisinau, the project teams and the national partners have worked together on activities on audiovisual legislation, child protection, improving the mechanisms and feedback tools in the electoral field, etc. Read our newsletter to know more about this month’s highlights. The process of handling the complaints filed by the electoral competitors and voters will be improved

The Council of Europe, in co-operation with the Central Electoral Commission of the Republic of Moldova (CEC), launched an analysis of the existing legal framework and practices concerning electoral dispute complaints resolution. Through this analysis, the aim is to provide the CEC, and lower electoral management bodies, with concrete recommendations with a view to improve the regulatory framework and the process of handling the complaints filed by electoral competitors and voters.

Internet literacy for teachers

On 17 August 2021, the Council of Europe project Combating violence against children in the Republic of Moldova organised an online event to present the Internet literacy handbook for teachers in collaboration with the Ministry of Education and Research. The Internet literacy handbook contains a set of tips on how to understand and handle the nowadays’ ever-increasing flow of online information. The contents of the Handbook can be also used as a tool for training purposes, for all age-groups.

Analysis of electoral recommendations starts in the Republic of Moldova

For the first time in the electoral field, Moldovan authorities will be provided with a comprehensive analytical document indicating the level of implementation of the relevant recommendations of the International Election Observation Missions (IEOMs) between 2014 and 2021, as well as Venice Commission's (VC) recommendations and opinions. This will serve as a basis for further steps to improve both the electoral legislation and electoral processes in the Republic of Moldova.

The analysis was launched by the Council of Europe Project Improving Electoral Practice in the Republic of Moldova, Phase II in co-operation with the Central Electoral Commission of the Republic of Moldova and the Centre for Continuous Electoral Training.

A comprehensive commentary of the Audiovisual Media Services Code has been developed with Council of Europe support

The Audiovisual Media Services Code of the Republic of Moldova has now an exhaustive explanatory commentary published this year, which aims to offer a better understanding of the national audiovisual legislation, as a pre-condition for its proper implementation.

The explanatory Commentary of the Audiovisual Media Services Code has been developed by the Council of Europe project „Promoting European standards in the audio-visual regulation of the Republic of Moldova”. The document is helpful to all subjects regulated by the Audiovisual Media Services Code, but also to everyone who has an interest in this field. The explanatory Commentary, which can be accessed online, explains every article, also by including examples and relevant EU practices.
