Second Regional Steering Committee Meeting
26-27 June 2023, Astana Kazakhstan

Around 75 participants representing national partner institutions from Central Asia, the Council of Europe and the European Union Delegations of the region participated in the Second Regional Steering Committee Meeting of the Central Asia Rule of Law Programme. The aim of the meeting was to take stock of what has been achieved and to identify what can still be accomplished within the remaining implementation period of the Programme, extended until June 2024.

Representatives of Kyrgyz public bodies,

the judiciary and the Bar Association met with representatives of the Council of Europe Secretariat allowing them to better understand the accession process, commitments and benefits of Council of Europe Conventions open to non-member States for the legislative system of the country.

A regional high- level conference and four
training seminars for legal professionals were organised to enhance national capacities to prevent and investigate ill-treatment and torture.
 
Two new Council of Europe HELP courses available in the Uzbek language

Two new Council of Europe HELP courses available in the Uzbek language
HELP courses on “Combating trafficking in human beings” and “Violence against women and domestic violence” were launched for two different groups of prosecutors based in and around Tashkent. 

Both HELP courses have been translated into the Uzbek language and adapted to the national legal framework of Uzbekistan. They are now available on the HELP platform

Conference on "Constitution as the foundation for building a democratic state"
21-22 June 2023, Issyk- Kul (Kyrgyzstan)

The conference provided an opportunity to discuss the role of constitutional justice and its impact on the development of a democratic state in Central Asia. Representatives of Constitutional Courts from Kyrgyzstan and other Central Asian countries discussed with the Council of Europe experts models of constitutional review among other issues.

Conference on "Models of constitutional complaints in Central Asian countries"
25-26 May 2023, Samarkand (Uzbekistan)

High-level representatives from the Constitutional Courts of Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan shared experiences and looked at practices in the field of constitutional control from France and Georgia for instance. Participants highlighted the role of individual constitutional complaint as an effective mechanism for the protection of the constitutional rights and freedoms of citizens.

Technical assistance provided to Kazakhstan to effectively implement GRECO recommendations

The aim of the workshop was to discuss the effective implementation 

of the recommendations issued by the Group of States against Corruption (GRECO) to Kazakhstan in the framework of the joint first and second evaluations rounds. Representatives of state institutions engaged in the implementation of the recommendations had the opportunity to present the planned or achieved progress, while the experts offered very targeted input on possible ways and considerations in implementing the GRECO recommendations for each topic.
