The Education Department of the Council of Europe is organising the third EduTalks@Council of Europe on the occassion of the Human Rights Day. The event will take place on 12 December 2022 from 12.00 to 13.00 CET. In line with this year's theme "Dignity, Freedom, and Justice for All", the event will focus on the reciprocal implications between human rights and artificial intelligence and education. The event will conclude with a provisional needs analysis to stimulate further critical debate by the Council of Europe’s member states and other stakeholders.
Background Artificial Intelligence (Al) is increasingly having an impact on education, bringing opportunities as well as numerous challenges. The Council of Europe's recent report "Artificial intelligence and education: A critical view through the lens of human rights, democracy and the rule of law" mentions a wide range of critical issues that need consideration, such as the right to education, to access and inclusion, on agency and human dignity, as well as the impact on fundamental rights to non-discrimination, protection from economic exploitation and privacy. And where technology is designed to influence child development, we must pay particular attention to the rights of the child.
So how can individuals and families understand automated decisions and their outcomes, and how can institutions address legal obligations around explainability and routes for challenge and redress? How will member states ensure that the applications of AI help rather than hinder education systems to contribute to the promotion and protection of democratic culture and human rights and fundamental freedoms?
The implications of AI and education therefore not only concern the development and application of products, or the teaching and learning with AI, but need to address both the technological and the human dimensions for the teaching and learning about AI across all of society.
