The Committee of Experts (COMEX) of the European Charter for Regional or Minority Languages held its 81st and 82nd plenary meetings in Strasbourg in March and June 2025, respectively.
At its 81st meeting (18–20 March), the COMEX adopted the 6th evaluation report on Slovenia and the mid-term report on Austria’s implementation of "immediate action" recommendations. Albert Branchadell (Spain) was elected First Vice-Chair until the end of 2025. An expert exchange focused on the role of regional and minority language users, including new speakers, in the promotion of these languages. It also heard a presentation about the activities carried out by the Council of Europe in the context of the European Year of Digital Citizenship 2025.
During the 82nd meeting (10–13 June), the COMEX adopted the 6th evaluation reports on Armenia and the Slovak Republic and the mid-term report on Montenegro’s implementation of "immediate action" recommendations. An information document on Romani and the European Charter for Regional or Minority Languages was presented and will soon be published on the website of the Language Charter. The COMEX also appointed Sarah Muller (Luxembourg) as its Gender Equality Rapporteur.
The next plenary meeting is scheduled for November 2025 in Strasbourg

The latest Secretary General’s report on the Charter is out

Every two years, the Secretary General of the Council of Europe presents a detailed report on the Charter to the Parliamentary Assembly to ensure that parliamentarians are kept informed about the application of the Charter, enabling them to bring political pressure encourage national governments to take appropriate measures to implement or ratify the Charter.
The most recent report, covering the period 2023-24, was published on 2 April 2025 and reviews ratifications, compliance, and progress in supporting linguistic diversity among Council of Europe states.
It stresses the need for stronger co-operation between authorities and language communities to improve implementation, while highlighting challenges like timely reporting, linking recommendations to actions, and adapting the Charter to digitalization and youth engagement for language revitalization.
The report is available in English, French, German and Italian.

COMEX at Symposium “Audible and Visible” in Hilversum, the Netherlands

The Symposium, organised on 10 April, by the Ministry of the Interior and Kingdom Relations of the Netherlands, aimed at facilitating the exchange of knowledge and experiences regarding the recognised regional and minority languages by the Netherlands under the Charter, as well as the Dutch sign language. Participants included representatives of minority language speakers, authorities at all levels, and representatives of relevant ministries.
Vesna Crnić-Grotić, member in respect of Croatia and former Chair of the Committee of Experts, and Elise Cornu, Executive Secretary of the Charter, addressed the Symposium and participated in a workshop dedicated to discussing the effective implementation of the recommendations outlined in the seventh evaluation report on the Netherlands by the Committee of Experts of the European Charter for Regional or Minority Languages.

Implementation Roundtables to discuss the progress in Poland and Serbia

The Committee of Experts held two significant Implementation Roundtables, focusing on the fifth evaluation report for Serbia and the fourth evaluation report for Poland.
Similarly, the Implementation Roundtable in Wrocław (Poland) concentrated on the fourth evaluation report, evaluating the country’s efforts to apply the Charter. Stakeholders analysed Poland’s advancements in legislative recognition, educational measures, and cultural initiatives supporting regional and minority languages. The event provided a platform to identify areas needing further attention, encourage dialogue, and reinforce collaboration between policymakers and language communities.
In Belgrade (Serbia), experts, government representatives, and linguistic community members gathered to review the fifth evaluation report. Discussions cantered on progress made in protecting and promoting regional and minority languages, challenges faced, and next steps for strengthening legislative and institutional frameworks. Emphasis was placed on fostering co-operation between authorities and minority language communities to enhance effective implementation of the Charter’s provisions.
Both roundtables underscore the Council of Europe’s commitment to safeguarding Europe’s linguistic diversity by promoting compliance with the Charter and encouraging dialogue and active engagement among member states and communities.

Implementation Roundtables to discuss the progress in Poland and Serbia
Latest and forthcoming Charter reports, visits and publications


Delegations of Committee of Experts visited Armenia (from 3 to 7 March 2025), the Slovak Republic (from 1 to 4 April 2025) and Hungary (from 23 to 30 May 2025). During these visits the Committee of Experts met with the representatives of regional or minority languages speakers and authorities to evaluate the progress made in the implementation of the Charter.
Monitoring visits to Bosnia and Herzegovina and Norway are planned to the fourth semester of 2025.
Two evaluation reports and two mid-term reports were published during the first half of 2025: the seventh evaluation report on Cyprus and the sixth evaluation report on Slovenia, and the evaluations by the Committee of Experts of the Implementation of the Recommendations for Immediate Action contained in the Committee of Experts’ fifth evaluation report on Austria and sixth evaluation report on Montenegro.
Regarding publications, the Charter brochure released in 2023, which presents the treaty itself, the work of its Committee and the monitoring process in a nutshell, has been translated in more languages to reach an even wider public.
In addition to the former language versions, it is now also available in Portuguese. Moreover, the video presenting the Charter’s contribution to the protection of regional or minority languages has been subtitled in Albanian, Catalan, Dutch,  Italian, Portuguese and Ukrainian for an outreach to an even wider public.
