European Youth Work Convention set to accelerate the future of youth work in Europe
The 4th European Youth Work Convention, the largest and most significant gathering of its kind in Europe, brought together around 500 youth work professionals, policy-makers, researchers, and young people from across Europe and beyond. It aims to shape the future of youth work by improving standards, recognition, and quality in youth work. It took place in Valletta on 28 and 29 May 2025.

The Convention was organised by the Government of Malta - Aġenzija Żgħażagħ and the European Union Programme Agency (EUPA) for Malta  with the support of the EU-Council of Europe Youth Partnership, under the Maltese Presidency of the Council of Europe’s Committee of Ministers.

YOUTH WORK PORTFOLIO

The Council of Europe Youth Work Portfolio supports youth workers, teams, and organisations across Europe in understanding and developing their competence. It is useful for trainers, youth work managers, policy makers, and anyone interested in youth work quality and recognition. While developed at the European level, it is designed for youth workers at all levels, from local to international.

Young people from rural areas must have better access to rights and essential services
Young people from rural areas must have better access to rights and essential services
Young people are the engine of keeping rural areas alive, and European States should do their best to remove barriers to social, economic and political participation of rural youth and create new opportunities for them. This is the key message of the new Recommendation to Member States adopted today by the Committee of Ministers of the Council of Europe.

The initiative to develop the Recommendation dates back to 2020, when the Advisory Council on Youth formed an informal working group to consult stakeholders and gather data. After a broad consultation, a report was presented in October 2021, and a Joint Council on Youth drafting group was formed in 2022. An Explanatory Memorandum will guide the Recommendation’s implementation, highlighting various practices from member States. The Committee of Ministers will review the implementation of this Recommendation in five-year time.

Marienthal Statement

On 6-7 May, the 2025 European Platform Meeting for Youth Centres of the Quality Label took place in Marienthal, Luxembourg, under the auspices of Luxembourg’s Presidency of the Committee of Ministers of the Council of Europe.

This year’s event focused on the theme ‘Spaces for young people’ and explored the need to create and support quality spaces designed with and for young people.

Following engaging workshops and best practice sessions on the diversity of youth centres across Europe, a statement was adopted to commemorate the enlarged platform meeting and as a symbol of shared values, collaborative learning and continuous improvement in youth work.

The Advisory Council on Youth (CCJ) welcomes the new report of the Council of Europe Secretary General, Alain Berset, titled 'Towards a New Democratic Pact for Europe'. The report outlines the alarming decline of democracy in Europe and a vision for democracy that resonates profoundly in today's geopolitical climate. In this vision of a new Democratic Pact, we are particularly encouraged by the report's emphasis on the importance of incorporating youth perspectives and agency of young people in the commitment to a democratic present and future.

Advancing gender equality and peacebuilding

The study session “Empowering Change: Advancing Gender Equality and Peacebuilding in Europe”, organised in co-operation with the European Young Women’s Christian Association (European YWCA) from 4 to 8 May at the European Youth Centre Budapest.

Bringing together 35 young women from across Europe, the session aims to deepen participants’ understanding of peacebuilding and conflict transformation through a feminist lens. The programme addresses key themes including human rights, anti-discrimination, intersectionality, and transformative leadership.

Youth workers shape the future of youth work

25 youth workers from across Europe gathered at the European Youth Centre in Strasbourg for “Cultivating Circular Economy Solutions in Youth Work”. This dynamic study session, running between 4 and 8 May, is organised in cooperation with AEGEE – EUROPE.

This event empowers youth workers with the tools to integrate circular economy principles into their projects, enhancing both sustainability and impact in youth work. Through non-formal education and design thinking, participants explore human-centred approaches that ensure youth work remains innovative and future-proof.

15 civil servants working for the French territorial authorities on youth related programmes and policies gathered at the European Youth Centre in Strasbourg 

Interculturalism in Support of Territorial Youth Policies

from 20-22 May 2025. This training activity equipped civil servants responsible for youth related issues, projects, programmes and policies to integrate an international and intercultural dimension into their work in support of young people in their communities and localities.

It took place as a partnership between the Ministry of Sports, Youth, and Community Life of French Republic and the Youth Department of the Council of Europe.

Fostering Belonging: Integration of Young Refugees and Migrants
The study session “Integration of Young Refugees and Migrants” in cooperation with the Youth Social Rights Network and the I-Participate NGO brought together

youth workers and young people with lived migration experiences.

From 19 to 23 May it offered a safe and inclusive environment in which participants deepened their understanding about the barriers that young refugees are facing when trying to integrate in the host communities. Empowering youth leaders through ethical storytelling

A study session, Tales of Transformation: Empowering Youth Leaders through Ethical Storytelling for youth workers and leaders was organised from 19 to 24 May in Strasbourg in co-operation with the Youth Peace Ambassadors Network (YPAN).

This study session strengthened media literacy and ethical storytelling skills among young people working in conflict-affected communities. Participants explored human rights, peacebuilding, and how to counter dehumanizing narratives with constructive, rights-based storytelling.

Youth Actions against Discriminations

"Youth Actions Against Discriminations" study session in Budapest gathered young changemakers from different countries from 19 to 24 May.

Organised through a strong partnership between the Erasmus Student Network (ESN) and the Youth department of the Council of Europe, it provided a unique space for participants to connect, learn, and collaborate. The participants have drafted practical toolkits designed to empower youth to build more inclusive societies by combatting all types of discrimination and hate speech.

How can young people navigate a world full of misinformation?


A study session Our Voices: Misinformation and Debate in a Pluralistic World”, organised in co-operation with the International Falcon Movement – Socialist Education International (IFM-SEI), brought together 30 young participants from 17 countries across the globe. It took place from 5 and 10 May at the European Youth Centre in Strasbourg.

This study session explored the impact of misinformation and pluralism on young people; built young people’s capacity to critically assess different information points and sources, both online and offline and develop young people’s skills to engage in constructive, positive, and respectful debates while being informed about the different institutions and organisations addressing political, social, and civic issues.

International youth co-operation projects supported by the EYF in the framework of the special call in support of young people from Ukraine

The Programming Committee on Youth recently awarded three new international activity grants under the EYF Special Call for Ukraine.

- "A Future and a Hope: Bridging Youth Resilience Across Borders" (World Student Christian Federation in Europe) – A 5 day programme for 23 young people, including a large Ukrainian delegation, to build resilience and encourage social action.
- "Rebuild Ukraine Lab 2025 + Study Visit to Ukraine" (Schwarzkopf Foundation Young Europe) – A three-day workshop for 15 participants, split between Ukrainians and Europeans, to create policy proposals for Ukraine’s reconstruction, followed by a study visit to engage with local stakeholders in Lviv.
- "LEADERKA" (European Network on Independent Living Youth Network) – A summer school empowering 15 young disabled women with leadership skills to support their participation in European political processes and disability-inclusive EU accession.

So far, the Special Call Ukraine has funded 53 projects, including 8 international youth cooperation initiatives, awarding over €822,842, and engaging nearly 4,000 participants. Many projects stem from last year's Lublin seminar, which focused on strengthening collaboration between young Ukrainians and their European peers.

YOUTH WORK & YOUTH POLICY IN WAR TIME IN UKRAINE

Since April 2025, the Council of Europe project “Youth for Democracy in Ukraine: Phase IV”  accompanies youth policy and youth work under war conditions. The Project activities are implemented in close co-operation with the Ministry of Youth and Sports of Ukraine.

On 19 May 2025 the first Steering Committee meeting of the Council of Europe project “Youth for Democracy in Ukraine: Phase IV” was held in Kyiv. Representatives of national partners of the Council of Europe – the Ministry of Youth and Sports, the All-Ukrainian Youth Centre, the Ukrainian Youth Foundation, as well as the Council of Europe Youth Department and the Council of Europe Office in Ukraine underlined positive effects of the third phase of the project, discussed recent developments and the state of youth policy and youth work in Ukraine.

The committee approved the work plan for 2025-2026 and scheduled the next meeting in November 2025.

Ukrainian youth centres presented their work in Luxembourg

On 6-7 May 2025, a Ukrainian delegation of representatives of youth centres joined the Quality label annual platform meeting in Marienthal; this was the occasion to present youth work realities in time of war to H.R.H. the Grand Duke of Luxembourg.

Yana Romaniuk, municipal institution ‘Volyn Regional Youth Centre’  presented the trauma-informed youth work experience and the Council of Europe tool "Зірки. Stars. Les Étoiles." for the education and training of young people and professional communities.

Kateryna Bezhynar, the youth centre “Space of Ideas”, CSO Kremenchuk informative-elucidative centre ‘European Club’ presented youth work with internally displaced young people and host community.

The training course was jointly organised by the Council of Europe projects “Facilitating Access to Human Rights and Basic Services for Internally Displaced Persons and Returnees to Ukraine” and “Youth for Democracy in Ukraine: Phase IV” in co-operation with the Ministry of Youth and Sports of Ukraine and the All-Ukrainian Youth Centre.

Pride Month in Europe: EYF supports initiatives by LGBTI young people

On June 28, International LGBT+ Pride Day is celebrated. The European Youth Foundation supports young LGBTI people in advocating for their rights, equality, and participation in democracy.

EYF-funded initiatives have helped advance these goals. Right Side NGO used artistic storytelling to challenge negative stereotypes among youth, educators, and journalists. IGLYO provided leadership training to empower young LGBTQI activists. IFM-SEI supported Ukrainian LGBTQI+ refugees, offering opportunities to ensure their voices are heard across multiple countries.

This year, LGL’s Pride House pilot project at Baltic Pride 2025 will create a welcoming, inclusive space where individuals can connect and grow in a safe environment. This initiative fosters learning and positive interactions within the community.
