17-21 June 2025, Training Seminar at the European Youth Centre Budapest

The Council of Europe Youth Department organised an intensive training course addressing the intersection of Artificial Intelligence (AI), human rights, and democracy. Designed for youth workers and activists, the programme aimed to deepen participants' understanding of AI technologies and their societal impact.

Participants engaged in workshops and discussions exploring how AI affects democratic processes and fundamental rights. The training also equipped them with practical tools to support young people in their communities and to develop local initiatives in response to AI-related challenges.

The training course emphasised the need for updated AI regulations rooted in human rights principles and introduced participants to the Council of Europe’s Framework Convention on Artificial Intelligence.

The European Youth Centre Budapest hosted a satellite event to the 'Outsmart Disinformation, Protect Free Speech' Council of Europe Hackathon, organised under the initiative of Secretary General Alain Berset as part of the New Democratic Pact. The event explored the challenges posed by disinformation to democratic societies and examined solutions to combat these threats while safeguarding freedom of expression, in line with the Council of Europe's core values

Italian team wins the Democracy Hackathon, flagship event part of the New Democractic Pact for Europe

Secretary General Alain Berset announced the winner of the first-ever democracy hackathon: The Fact-Checking Foxes, an innovative classroom solution using game-based pre-bunking to help adolescents develop critical thinking skills by analysing real-world false claims.

Special mentions to another Italian project: Sunflower and its open data mobile app, and to the Georgian Echobreaker tool offering alternatives to ideological biases.

Open Your AIs: Responsible Use of Artificial Intelligence Tools by Youth Organisations
23-27 June 2025, European Youth Centre Strasbourg


Organised in co-operation with Connect International, Curiosité Centre de formation and Metamorphois Foundation, this study session aimed to kick-start a conversation on AI ethics within youth organisations and support the development of human rights-based internal standards for using AI tools in their work.

The session highlighted the importance of safeguarding the rights of young people and preparing youth actors to navigate this evolving landscape responsibly. It also encouraged alignment with the principles of the Council of Europe’s Framework Convention on Artificial Intelligence. The session objectives were to strengthen awareness and responsible use of AI tools in everyday youth work; to support youth organisations in becoming advocates and educators on AI ethics, and deepen understanding of the EU AI Act and Council of Europe Framework Convention on AI to help address discrimination risks linked to AI deployment.

Young People, Cybercrime, and Digital Citizenship: The Council of Europe’s Commitment

In an era of rapid digital transformation, young people are not only enthusiastic users of technology but also key stakeholders in shaping the future of democracy, human rights, and digital security.

As the digital environment becomes more complex, young people face significant challenges, particularly in relation to cybercrime, where they are often both victims and, at times, unwitting perpetrators.

To address these critical issues, the Youth Department of the Council of Europe and representatives of the European Youth Forum, took part in a dedicated workshop on 'Youth and Cybercrime' as part of the Octopus Conference on Cybercrime 2025. ; the workshop gathered over 60 participants from across the globe, representing youth organisations, civil society, national youth councils and national authorities.

The Council of Europe Commissioner for Human Rights Visits the European Youth Centre Budapest

Commissioner for Human Rights, Michael O'Flaherty, visited the European Youth Centre Budapest on 25 June 2025 as part of his visit to Hungary.

The visit coincided with discussions about the 25th anniversary of the Council of Europe's Human Rights Education Programme within its youth sector. The centre’s staff used the opportunity to engage with the Commissioner on current human rights challenges and priorities and found O'Flaherty's remarks on contemporary human rights issues both inspiring and motivating.

As part of the ongoing review of Recommendation CM/Rec(2019)4 of the Committee of Ministers on supporting young refugees in transition to adulthood, the Council of Europe invites key stakeholders to take part in a dedicated survey. To ensure a broad and inclusive consultation, the Council of 

Europe has prepared a survey targeting youth and civil society stakeholders, and specifically international and European youth organisations, refugee-led organisations, including youth organisations and NGO and projects supporting the rights and inclusion of children and young people in the contexts of migration and asylum.

Marking World Refugee Day with seminar to support young refugees

To mark the World Refugee Day, the Council of Europe Youth Department organised the seminar “Supporting Young Refugees: The Next Chapter” to spotlight the challenges faced by young refugees as they transition to adulthood, and to review and reinforce the implementation of Recommendation CM/Rec(2019)4 on Supporting Young Refugees in Transition to Adulthood, adopted by the Committee of Ministers on 24 April 2019.

It brought together practitioners, experts, youth workers, and representatives from civil-society and refugee-led organisations from 20 Council of Europe member states. The seminar forms part of the Council of Europe’s wider efforts under its Action Plan on Protecting Vulnerable Persons in the Context of Migration and Asylum (2021–2025) and builds on initiatives like the Turning 18 with Confidence guide.

Living Library brings human stories to life at the European Youth Event 2025
Over 200 young people engage with "human books" at the EYE Village

The EYE Village at the European Youth Event buzzed with meaningful conversations as the Council of Europe Youth Department organised once again a Living Library stand. This year, 230 young people connected with extraordinary persons – “books” - whose life stories aimed to challenge stereotypes and prejudices.

The concept of the Living Library transforms the traditional notion of a library, replacing books on shelves with real people sharing their lived experiences. Young people from across Europe and beyond had the unique opportunity to "borrow" human books for intimate 20-minute conversations, creating a safe space for dialogue on topics often shrouded in prejudice or misunderstanding.

YOUTH WORK & YOUTH POLICY IN WAR TIME IN UKRAINE

Since April 2025, the Council of Europe project “Youth for Democracy in Ukraine: Phase IV”  accompanies youth policy and youth work under war conditions. The Project activities are implemented in close co-operation with the Ministry of Youth and Sports of Ukraine.

18 youth workers strengthened their competencies during the training “Barrier-free environment in the youth sector”.
The Council of Europe developed the training programme in 2024 in accordance with the National Strategy for the Creation of a Barrier-Free Environment in Ukraine until 2030.

Values-based youth work in war contexts
2-6 June 2025, European Youth Centre Budapest

The Youth Department of the Council of Europe, in co-operation with the Ministry of Youth and Sports of Ukraine, organised a training-seminar on the access to quality youth work and non-formal education during the war and in the post-war period in Ukraine, which gathered 30 participants, including youth workers, representatives of youth centres, and professionals working with Ukrainian young people in 12 member states.

Trauma informed youth work programme at the 4th European Youth Work Convention

The Council of Europe work in Ukraine in time of the war of aggression of the Russian Federation against Ukraine was presented at the 4th European Youth Work Convention in Malta.

Representatives from various European countries explored the resources, results and challenges of the first of its kind trauma informed youth work programme. The programme has been developed and implemented in Ukraine since 2022 as a response to the needs of youth workers and young people in time of the war; it includes a manual for the training course on trauma informed youth work, the trainings of trainers, the specialised training “Trauma Informed Youth Work” within the state programme “Youth Worker”.

New grants awarded for international youth cooperation in 2026 and for the Special Call in support of young people from Ukraine

New grants were awarded in June by the Programming Committee on Youth for 2026 international youth cooperation projects, amounting to 931,316 EUR to support 11 international activities and 12 annual work plans. Four new grants for international and local activities in the framework of the special call in support of young people from Ukraine implementing in 2025 were also approved. In total, 57 projects were supported under the Special Call for Ukraine, reaching over 4000 young people.

The EYF continues its monitoring visits to NGOs

In June, the EYF conducted three  monitoring visits to youth organisations. They covered 3 types of grants, from pilot activity visit to the Parlement Européen des Jeunes France, to an international activity of the European Educational Exchanges–Youth for Understanding  and the international activity organised by the International Federation of Liberal Youth
These visits aim at getting to know the realities and the context of work of the NGOs and serve also to give the visibility to the Council of Europe and the European Youth Foundation.

EYF project in the spotlight Your Future Starts Today FYEG

The Federation of Young European Greens (FYEG) was supported through an annual work plan grant in 2024 for their project "Your Future Starts Today".

Out of this work, a Youth Manifesto was created by the participants, following and international meeting coupled with discussions, amendments and votes on a series of policies on greenwashing, climate migration, decolonisation, climate justice, food production and lifestyle and activism.

New Learning Resource: Updated MOOC on Youth Research Essentials
The refreshed, free online course “Youth Research Essentials” now offers five self-paced modules—covering the history, policy context, methods, actors and communication of youth research—complete with lessons, quizzes, forums, two recorded webinars and podcasts episodes.

The live masterclass “Youth research & evidence-based policy and practice,” held on 18 June 2025 has been recorded and is available in Module 2 of the MOOC. A rich bibliography and resource list cap each module, making this course ideal for policymakers, practitioners, youth leaders and researchers alike.
