CELEBRATING ROMA IDENTITY AND CULTURE WITH PRIDE


The participants in the seminar Roma Youth Together joined their voices and their hands at a ceremony marking the 2023 International Roma Day held at the European Youth Centre Strasbourg.

Bjørn Berge, Deputy Secretary General of the Council of Europe expressed gratitude for the rich contribution that Roma and Travellers make to European life, notably through crafts, languages, arts, music, song and danse. He regretted that Roma and Travellers are subjected to violence on the basis of pure prejudice. The recommendation on Roma Youth Participation adopted on 5 April by the 46 member states of the Council of Europe should help making Roma more active, visible and represented in a whole range of ways.

Véronique Bertholle, deputy to the Mayor of the city of Strasbourg, saluted also the adoption of the recommendation and emphasised the important role of local authorities in including Roma youth in their policies and supporting social inclusion.

Ioana Spataru, speaking on behalf of the young Roma people present at the ceremony noted that many days in the calendar are about the suffering and pain caused to Roma throughout history. But 8 April, International Roma Day is different: is a day to celebrate Roma communities and identity, the creation of a flag to unite, the adoption of an anthem and of a name to federate Roma across the world.

ADDRESSING INTERSECTIONAL DISCRIMINATION FOR EMPOWERMENT AND YOUTH PARTICIPATION ON INTERNATIONAL ROMA DAY

The Council of Europe (Youth Department and Roma and Travellers Team) brought together 35 Roma young people and youth workers to discuss and learn about the consequences of intersectional discrimination on notably, Roma girls and women, young people, Roma LGBTI+ people and Roma migrants.

The seminar, Roma Youth Together, took place at the European Youth Centre Strasbourg from 4 to 6 April 2023. As in previous years, the activity was co-organised with Roma-led youth organisations including the European Roma Institute for Arts and Culture (ERIAC), TernYpe, the European Roma Grassroots Organisations (ERGO) Network and Phiren Amenca.

Florentina Manea from Romania, representing E-Romnja, an organisation that fights for the rights of Roma women and girls, shared her experience in a short video explaining what the Council of Europe means to her.

ROMA YOUTH TOGETHER 2023
NEWLY ADOPTED: Recommendation on Roma Youth Participation

​​The Committee of Ministers adopted a Recommendation to the 46 Council of Europe member states to ensure substantive participation,  representation and inclusion of Roma youth in all spheres of society and decision-making processes, as well as to combat structural racism. The Committee of Ministers recommends including systematically and explicitly the needs  voiced by young Roma people in all policies, standards and programmes that impact them; assessing policies and democratic structures with the aim of redesigning them to ensure Roma youth’s effective participation, representation and inclusion; combatting all forms and manifestations of anti-Roma racism and antigypsyism and their impact on Roma youth participation; ensuring young Roma people’s full and effective access to and fulfilment of all human rights and freedoms; ensuring free and non-discriminatory access to quality education, training and employment opportunities for all young Roma.

TURNING 18 WITH CONFIDENCE
PUTTING INTO PRACTICE THE COUNCIL OF EUROPE RECOMMENDATION ON SUPPORTING YOUNG REFUGEES IN TRANSITION TO ADULTHOOD


This Council of Europe practical guide aimed at helping young migrants and refugees in their transition to adulthood was officially launched in Strasbourg on 18 April 2023 with the support of the Icelandic Presidency and the participation of Iceland’s Minister of Education and Children, Ásmundur Einar Daðason.  

The event was co-organised by the Youth Department together with the Special Representative of the Secretary General on Migration and Refugees (SRSG), and the Co-operation Programmes Division – Directorate General Human Rights and Rule of Law  (DGI).

A workshop with young refugees and youth workers was organised by the Youth Department from 17 to 19 April at the European Youth Centre Strasbourg to explore in depth the Recommendation and the guide and discuss support to young refugees within the Council of Europe youth sector.

RESPECTING YOUNG PEOPLE’S VOICES AND MAKING SURE POLITICAL SYSTEMS ARE PROGRESSIVE ENOUGH TO SHARE POWER WITH THEM


Organised as part of the Presidency of Iceland of the Council of Europe Committee of Ministers, and on the occasion of the Launch of a guide to help young migrants and refugees in transition to adulthood, Ásmundur Einar Daðason, Minister of Education and Children of Iceland, paid a visit to the European Youth Centre Strasbourg on 17 and 18 April 2023 where he was introduced to the work of the Council of Europe youth sector.

During an open and dynamic exchange with young refugees and youth workers, the Minister welcomed the inspiring experiences shared by the young refugees and underlined the importance of including and respecting young people’s voices in policy discussions and decision-making processes to ensure systems are progressive enough to share power with youth. Iceland has named children and youth as one of the four priorities of its Presidency

Exploratory visit of the Quality Label Expert Team to Braga Youth Centre

 On 29-30 March 2023, Braga Youth Centre in Portugal was visited by the Quality Label expert group of the Council of Europe to assess the centre’s eligibility for the Council of Europe Quality Label for Youth Centres. A formal request to initiate the process of acquiring the Quality Label was made by the centre in 2022, as the second Portuguese youth centre aspiring to be a role model in the field of non-formal-, citizenship and human rights education.

The evaluation of the centre was conducted by an expert team composed of delegated members from the Advisory Council on Youth (CCJ), representative of the National Youth Service in Luxembourg, representative of the network of Quality Labelled Youth Centres and expert consultants. The evaluation was conducted in the presence of members of the Portuguese Institute for Youth and Sports and the public authorities of Braga. The assessment is based on 15 quality criteria which an aspiring centre is required to fulfil. Following a thorough assessment, the Quality Label expert team will make its recommendation to the European Steering Committee for Youth (CDEJ) that will take the final decision at its 71st meeting on 23 October to award Braga Youth Centre the label for an initial period of 3 years.

STRENGTHENING CAPACITIES FOR GOVERNMENTAL YOUTH AGENDAS USING THE EUROPEAN YOUTH CARD: THE CASE OF PORTUGAL
Partial Agreement on youth mobility: the case of Portugal

The study visit “Strengthening capacities for governmental youth agendas using the EYC: the case of Portugal” was organised by the Partial Agreement on Youth Mobility in co-operation with EYCA and its Portuguese member Movijovem, the mission of which is to support youth mobility and tourism in a sustainable, inclusive and universal way. The activity took place on 3-6 April 2023 in Evora and Lisbon, Portugal.

The study visit was intended for governmental representatives from the Partial Agreement member states combined with an active participation of EYCA member organisations. The event presented an opportunity for the participants to learn first-hand from the good practices on youth policy development, programme implementation and efficient management of the European Youth Card by one of the most successful youth card organisations in Europe.

Review Seminar on Recommendation CM/Rec(2017)4 on Youth Work


The Council of Europe’s Recommendation CM/Rec(2017)4 is the first internationally agreed policy document that explicitly focuses on youth work. A review seminar on the recommendation brought together 20 participants on 3-4 April 2023 at the European Youth Centre Strasbourg, with the support of the Youth Partnership.

Representatives of ministries as well as civil society discussed the implementation of the recommendation in member states, shared visions and debated the need for further development and improvement in the quality of youth work in Europe.

The outcomes of the seminar will be included in a research that will produce the final review of Recommendation CM/Rec(2017)4 on Youth Work, due in November 2023, one of its focuses being: How do the 46 member states of the Council of Europe, proportionally followed by other actors of the Council of Europe youth sector, contribute towards the aims and goals of the recommendation?

The  European Youth Foundation support for local projects by, for and with young people
The European Youth Foundation support for local projects by, for and with young people

On 17 April 2023, the Programming Committee on Youth decided to approve 26 pilot activity grants for local youth projects for a total amount of 350 550 euros. The awarded projects will be implemented in 17 countries.

The awarded projects cover a wide variety of topics, target groups and formats, such as advocacy and training for the development of youth work, intercultural learning between young journalists and young people from different communities, democracy awareness projects, projects empowering minorities and Roma women, civic engagement projects by young people from rural areas, sexual and reproductive health of young people with disabilities, local youth participation projects, inclusive sports projects.

These grants concern applications received by the EYF at the 1 February 2023 deadline. At this deadline, 103 applications were received.

To support quality in local youth projects, the EYF will organise a seminar for youth organisations on 17- 20 July, in Strasbourg. The call for participants is open until 17 May.

EYF-funded project in the spotlight: FUNding peace, by Service Civil International

FUNding peace: the power grid for your project” is an international project of the network Service Civil International, carried out throughout 2022 with the support of the European Youth Foundation. The project is a good practice in how international youth projects can make a local impact. The project consists of three elements: a training course for multipliers, an online course with different modules and follow-up actions of sustainable, cross-cultural and peace-supporting youth projects.

22 young people from 16 countries attended a training course in the Quality labelled youth centre of De Hoge Rielen, Belgium, that provided them the skills and inspiration to work locally on issues such as climate justice, combating discrimination and raising awareness of inclusion.

Following the training, participants worked with their local branch of SCI and three project plans in Hungary, Italy and Catalunya were ready in early 2023 for implementation. As a result of the project, a new working group was formed within SCI on “projects together” and an open online course was launched recently, available to anyone who would like to use this support tool to develop their inclusive project.

The National Qualifications Agency of Ukraine approves occupational standards for Youth worker

On 22 March 2023 the National Qualifications Agency in Ukraine approved the occupational standard for the profession "Youth specialist (youth worker)" and added it to the Register on 29 March 2023. The recognition of a new profession is a key to the development of the youth sector of Ukraine and the strengthening of youth work by competent specialists.

The occupational standard was developed by a working group under the Ministry of Youth and Sports of Ukraine in partnership with the USAID DOBRE Programme, the Council of Europe project "Youth for Democracy in Ukraine: Phase II" and the UN Development Programme in Ukraine.

Since 2021 the Council of Europe project "Youth for Democracy in Ukraine"  significantly contributed with standards and approaches of the Council of Europe in the field of youth participation and youth work to this development. In 2021 the project translated into Ukrainian and disseminated Youth work in the spotlight the Guide to Recommendation CM/Rec(2017)4 of the Committee of Ministers of the Council of Europe to member States on youth work.

Training programme for the local expert pool in Ukraine
On 20 April 2023 the Council of Europe project “Youth for Democracy in Ukraine: Phase III” launched the training programme on social cohesion and inclusion, civic participation and democratic citizenship for the pool of local experts in the field of youth.

The programme consisted of 5-day training of trainers, personalised mentoring support and workshops, including asynchronous learning using the e-platform of the Youth Department of the Council of Europe. The aim of the programme is to prepare trainers and researchers for effective and meaningful planning, implementation and evaluation of educational and capacity building activities in the field of youth.

The Project “Youth for Democracy in Ukraine: Phase III” is carried out in the framework of the Council of Europe Action Plan for Ukraine 2023-2026 and was built on the results and experience of the projects “Youth for Democracy in Ukraine” in 2020-2022. The Project will extend the systematic influence by strengthening participatory youth policies and reinforce youth work in the war and in a post war context taking into account the specific needs of young people.

FINAL SESSION OF THE ATD EUROPEAN YOUTH CAMPAIGN 2022-23


The study session was organised in co-operation with the ATD Fourth World and took place on 24-28 April 2023 in the European Youth Centre Strasbourg.

Thinking, Acting and Advocating Together


The aim of the session was to ensure space for young people to build collective knowledge on the experience of poverty based on their own experiences and the experiences of their peers in intercultural environment. The main topics discussed were isolation, harassment, and discrimination, as well as lack of choice.

The outcome of the study session was a dialogue run among young participants and stakeholders in the field of youth aiming to understand the perspectives of youth with experience of poverty.

Respect and Resilience – Strengthening Communities in the Face of Adversity
STUDY SESSION AT THE EUROPEAN YOUTH CENTRE BUDAPEST - 24-28 APRIL 2023


The study session “Respect and Resilience – Strengthening Communities in the Face of Adversity”, co-organised by Rural Youth Europe, Mijarc Europe and the Youth Department of the Council of Europe, brought together 36 participants.

The session focused on supporting resilient and sustainable rural youth clubs and organisations, and on helping them improve the lives of young people, with a focus on mental health. This was an important focus area coming out of the pandemic, that saw a drop in participation of young people in rural areas. At the end of the week, the participants created a guidebook that will support other young people in organising engaging and participatory youth activities in rural areas.

Shaping our World across Generations: Understanding the Past to Create a Democratic and Sustainable Future

The Youth Department of the Council of Europe, in cooperation with the European Coordination of JECI-MIEC held a study session on "Shaping our World across Generations: Understanding the Past to Create a Democratic and Sustainable Future". The aim of the session was to reinforce the confidence of young people in democracy and encourage them to engage in sustainable democratic processes.

The young people taking part in the session undertook a critical analysis of the past and present events' implications on the future of democracy. They also became familiar with concepts of political participation of young people and deepened their understanding of the link between political participation, democracy, and sustainable development. The activity was connected with the project Youth revitalising democracy Democracy Here | Democracy Now.

Capacity-building for strengthening youth policy

The first residential seminar of the Youth Partnership’s Shaping youth policy in practice capacity-building project brought together delegations from Armenia, Bosnia and Herzegovina, Hungary, Portugal, Ukraine and Moldova. They aimed to improve the professionalisation of youth work, development of youth law, strengthening international mobility and inclusion of Roma young people.

During the two days in Chisinau, Moldova, participants learned about the many standards and youth policy support offers from the European Commission, Council of Europe, SALTO Eastern Europe and Caucasus and the Youth Partnership. The delegations will develop their policy implementation plans during the year with guidance from experts and resources.
