PACE President meets young activists at the EYCB to discuss the environmental crisis and human rights

Rik Daems, President of the Parliamentary Assembly of the Council of Europe (PACE) visited the European Youth Centre Budapest as part of his working visit to Hungary.  A round table discussion with several young activists representing various youth and environmental organisations explored the links between the environmental and climate crises and human rights and the role of youth activism in bringing about change.

Kicking off the meeting, the president presented the work of the PACE related to climate change and the right to a healthy environment, including a Recommendation on human rights and the environment. Mr Daems also draw attention to the work underway in the Parliamentary Assembly as well as his own efforts in support of an Additional Protocol to the European Convention on Human Rights concerning the right to a healthy environment.

„This would give the opportunity of over 830 million European citizens to take their governments to task at the Strasbourg court if their rights to a liveable environment have been violated,” he emphasised, saying that this would be a major step towards pushing governments and parliaments of member states to develop progressive policies and legislation, contributing to a global effort to address the current environmental crises more effectively.

Climate waits for no one - Young environmental defenders speak with the Council of Europe Human Rights Commissioner

Contributing to the World Forum for Democracy’s theme for May of Defending the defenders, the Advisory Council on Youth’s (CCJ) Pegah Moulana and Jorge Aguado interviewed Council of Europe Commissioner for Human Rights, Dunja Mijatović.

Opening the interview with the disquieting statement “climate waits for no one”, Jorge and Pegah discussed with the Commissioner the situation of young people who have been the most vocal pioneers in the defence of our climate, calling on global leaders and governments to take effective action to preserve our environment.

Dunja Mijatović confirmed the important role of young environmental defenders and expressed her own commitment to speaking out for those who are dedicated to standing up for citizens’ right to a healthy environment.

After 10 566 hours the European Youth Centre Budapest reopens with a local residential activity

As COVID-19 restrictions were further relaxed in Hungary, the EYCB could open its doors for the first residential programme with local participants again after the forced hiatus of the COVID-19 pandemic.

The event, organised by the National Youth Council of Hungary brought together youth representatives from across Hungary for the organisation’s annual delegate meeting. The first group to stay at the EYCB since 7 March 2020 was welcomed by EYCB Executive Director Gordana Berjan who also took the opportunity to applaud the first day of Hungary’s Presidency of the Council of Europe’s Committee of Ministers.

The EYCB’s host country took over the Presidency from Germany during the Committee of Ministers 131st session in Hamburg. The Hungarian Presidency’s priorities includes, among several other key themes, youth policy, children’s rights, social inclusion, opportunities for Roma and sustainable development.

The EYCB will also serve as the venue for several high-profile Presidency events in the autumn.

Democracy - meaningful youth participation - digitalisation: next steps

The steering group for a possible future Council of Europe youth campaign for revitalising democracy met for a 2nd time on 11-12 May 2021 online.


This time, its discussions were guided by the decisions of the Joint Council of Youth (CMJ) from last March, when several member states underlined the undisputed importance of the topic the CMJ had chosen for a possible campaign, even more relevant in the context of the ongoing Covid-19 pandemic. For member states, however, priority must be given to post-Covid recovery plans for young people at national level as it is they who had been disproportionately impacted by the pandemic.

The steering group thus explored new and creative ways of engaging young people and member states in promoting democracy, meaningful youth participation, and digitalisation in 2022 at both national and European levels.

2022 could well be a very exciting year for the youth sector: not only will it celebrate its 50th anniversary, it may also be the initiator of a series of inspiring activities for young people and their organisations to revitalise democracy, promote meaningful youth participation, and explore the impact of digitalisation.

Working group on Artificial Intelligence literacy
How do young people learn about Artificial intelligence and its impact on their lives?


The Youth Department set up a working group of experts to support the process of promoting and making AI literacy more accessible in the youth field; its members will address some of the needs voiced by youth organisations and educators, linked with AI literacy resources, with the aim to transform the conclusions from the seminar AI: How can youth take part? by guiding the production of AI literacy tools for young people.

The working group gathers 12 experts from various University based initiatives, civil society, young programmers, hacktivists and online activists, trainers in Human Rights Education and others.

A study will also provide an overview of the existing initiatives, programmes and specific tools and resources on AI literacy education for young people. It will focus on the key approaches used within these existing examples of actions for AI literacy, as well as, summarise the issues and opportunities of applying such initiatives, tools, resources in the Council of Europe context.

Connecting environment and human rights
The online learning activity ''Climate Generation: Our Planet, Our Rights, our Future'' started on 10 May and took place until the end of the month. The course is organised in cooperation with TEJO (World Esperanto Youth Organisation).


It aimed at raising awareness on the connection between environmental protection/sustainability and respect of Human Rights, as well as to support the participants in their efforts on climate advocacy and Human Rights in their local communities.

The activity gathered active young people in the field of climate change from 10 countries from Europe and beyond. It consisted of webinars and an e-learning space hosted on the youth e-learning platform of Council of Europe. The second webinar focused on climate change activism and youth participation, when the participants exchanged ideas on climate litigation and other types of advocacy which youth organisations can undertake on national and international level.

Ukraine: Strengthening local youth participation – for real!

54 representatives of ten teams from local communities – partners of the project “Youth for Democracy in Ukraine”

explored the principles and values of the Council of Europe in the field of youth during the first online capacity building activity that started on 19 May. 

This is the beginning of the third phase of the component “Young people, Full citizens’’ of the project which aims at supporting youth policy actors on local level in Ukraine to develop policies which enhance youth participation and civic engagement of young people in accordance with the standards and practices of the Council of Europe.

Representatives of public authorities, youth councils, NGOs and youth groups discussed future co-operation of local teams in order to strengthen youth participation. The participants were introduced with the “RMSOS” (rights, means, space, opportunity and support) model reflected in the recommendation CM/Rec(2004)13 on the participation of young people in local and regional life and applied it to their project, evaluating the five factors affecting youth participation in their communities.

Applying citizenship and human rights education with local youth leaders in Azerbaijan

Within the Council of Europe Action Plan for Azerbaijan, the Youth Department is implementing a regional training course to support participative and rights-based youth policy. 


Some 40 youth leaders from the regions of Quba-Qusar and Lankaran-Astara took part in a hybrid learning project enabling them to apply human rights education and youth participation to their local youth work and activities. The learning programme focused on four themes which are explored through live webinars, e-learning modules, and mentoring: youth participation, Youth work and youth policy, Human rights and human rights education and project development. The participants will apply the results of the course in their local realities through mini-projects supported by the Council of Europe and/or the Ministry of Youth and Sport of Azerbaijan, partner in the project.
DISTRIBUTION OF WORK PLANS IN TERMS OF PROGRAMME ORIENTATIONS
European Youth Foundation report of activities 2020 just published!

The EYF annual report provides data and statistics on the activities of the youth activities supported by the Foundation in 2020. The embedment of the EYF in the youth sector’s co-managed governing structure ensures that the EYF grants are directed towards real needs and pressing concerns of youth civil society. The EYF seeks to be more than a donor: it offers financial support, advice and training to youth NGOs, online and in member states; it organises information sessions and monitors the implementation of supported projects.

Overall, in 2020 the work of the EYF was profoundly affected by the Covid-19 pandemic: youth organisations awarded with a grant frequently experienced difficulties in implementing their projects. The EYF kept in touch with youth organisations and offered a consultancy service to assist organisations with an EYF grant in making the necessary adaptations to their planned activities.

The EYF Secretariat took part in 16 international events and provided information on grant opportunities and co-operation with over 250 international youth NGOs and 1000 youth workers.

Info session on pilot activities

The EYF organised an information session on Pilot Activities, which are projects that address issues affecting young people in a specific local community.


Over 30 representatives from local and national youth NGOs took part in the session, which included a general presentation of the EYF and its support opportunities, but focused mostly on the pilot activity grant, its criteria, and concrete examples and recommendations for successful applications.

Information sessions are regularly organised by the EYF, as part of its effort to support youth NGOs to submit quality projects and towards increasingly higher success rates in applications.

Pilot activities supported


The Programming Committee on Youth has made decisions on a new batch of Pilot Activities, assessed after the 28 February cut-off date.


22 projects from 13 member states were supported, 8 were given the opportunity to resubmit the application and 8 were rejected.

Unlike international activity and annual work plan grants, which have 2 fixed deadlines, pilot activity applications may be submitted throughout the year, and several cut-off dates are set by the EYF, reflecting the interventive nature of supported projects. The latest cut-off date was 30 May and the next one will be on 1 September.

The manual Right to Remember - A Handbook for Education with Young People on the Roma Genocide has been published in Russian and in Ukrainian.
