A forum to further universal human rights education for, with and by young people
The Council of Europe Youth Department and the United Nations Office of the High Commissioner for Human Rights, with their non-governmental partners including the European Youth Forum and Amnesty International, are proud to announce the co-organisation of a forum to critically review the status, achievements and challenges of human rights education for, with and by youth, as conceptualised and practiced by them and their partners.

The Forum will bring together about 250 participants, of which 50 are from world regions beyond Europe, and take place at the European Youth Centre Budapest from 9 to 11 December 2025.

International Human Rights Day 2025: A new impetus for Human Rights Education with Children

Modelled on Compass, the manual for human rights education with young people, Compasito and its activities are designed for children aged 5 to 13. It aims to develop in children the knowledge, skills, values and attitudes they need to participate in their society, fully aware of their rights and those of others and able to protect them. Children are then likely to play an active role in building a culture of human rights!

Compasito is primarily intended for educators and trainers who work with children, teachers and social workers, but also for parents, non-formal educators such as youth workers and assistants in children's and youth centres, as well as anyone interested in human rights education for children and looking for practical tools to familiarise them with common values and social issues.

Supporting Ukraine's youth sector during war and post-war recovery period
New Framework cooperation programme: supporting resilience and recovery through youth policy

The Council of Europe and the Ministry of Youth and Sports of Ukraine have signed a five-year Framework Programme for cooperation in the field of youth policy (2026-30). The programme builds upon the achievements of previous cooperation cycles and reaffirms the priority given to support for Ukraine in the field of youth. This commitment was expressed in the final declaration of the 10th Council of Europe Conference of Ministers responsible for youth that took place in Malta in October 2025.

Youth for Democracy in Ukraine: a Team trained to multiply the Council of Europe’s approaches

The Council of Europe project “Youth for Democracy in Ukraine: Phase IV” in co-operation with the Ministry of Youth and Sports of Ukraine and the Ukrainian Youth Councils Association held a training from 24 to 28 November 2025 in Lviv, European Youth Capital 2025, for representatives of youth councils, youth centres, civil society organisations, educational institutions from 11 regions of Ukraine.

As part of the training, young people also took part in a round table with youth leaders from Ukraine and other Council of Europe member states on the topic “Towards Youth Perspectives: Youth Work and Youth Policy during the Reconstruction of Ukraine” and in the closing ceremony of “Lviv – European Youth Capital 2025” and its handover to Tromsø, Norway.

Joint Council on Youth puts Youth Perspectives in Action!

Following on to the 10th Council of Europe Conference of Ministers responsible for Youth held in Malta on 08-09 October 2025, the Joint Council on Youth met in Strasbourg on 18-19 November to set the Council of Europe on course for a new impetus on youth and the integration of youth perspectives across its work. At their 53rd session members of the youth sector’s co-managed decision-making body, composed of the European Steering Committee for Youth (CDEJ) and the Advisory Council on Youth (CCJ) - brought together more than 100 representatives from governmental and non-governmental organisations, as well as national and international youth stakeholders.

Advisory Council highlights the need for rights-based responses to online addictions at the Pompidou Group Ministerial Conference
Young people’s perspectives were prominently featured at the 19th Ministerial Conference of the Pompidou Group, held on 27–28 November 2025 at the Council of Europe headquarters in Strasbourg. The event brought together ministers, senior officials, experts and civil society representatives to review the achievements of the 2023–2025 work cycle and discuss emerging challenges - including the growing impact of digital and online addictions on public health and wellbeing.

Young people at the World Forum for Democracy 2025: Reviving democracy - young voices at the heart of change

From 5 to 7 November 2025, over 50 young leaders forming the Council of Europe’s Youth Department’s official Youth Delegation to the World Forum for Democracy addressed pressing threats to democratic resilience, including the decline in institutional trust, the rise of AI-based disinformation, and the weakening of institutional checks and balances due to populist and autocratic pressures. 

The event contributes to a New Democratic Pact for Europe, a strategic and political consultation process initiated by the Council of Europe to strengthen democracy's foundations, enhance its benefits, rebuild trust, and innovate its structure.

As democracy faces significant challenges, the World Forum for Democracy places young people at its core, both empowering and being empowered by the current generation to revive, rethink, and reimagine the democratic landscape of the World.

The thousands of young people from across the continent who come to the European Youth Centre Strasbourg each year for youth-sector meetings, courses and study sessions have a new space in which to learn, share ideas and reflect: the Malta Lounge. The space has been supported and refurbished as part of Malta’s Presidency of the Committee of Ministers and is designed as welcoming and inclusive, to inspire creativity and collaboration.

At the 10th Council of Europe Conference of Ministers Responsible for Youth in Valletta on 8–9 October 2025, the Ministers agreed on a Reference Framework on a Youth Perspective to support a more active engagement of young people in the Council of Europe's intergovernmental work, deliberations, and in policy and decision-making processes that concern them.

On 20 November 2025, Miriam Teuma, Chair of the European Steering Committee for Youth (CDEJ), and Nina Grmuša, Chair of the Advisory Council on Youth (CCJ), joined the plenary session of the Steering Committee for Human Rights in the Fields of Biomedicine and Health (CDBIO) to discuss integrating a youth perspective into the CDBIO work, building on the strong, ongoing cooperation.

This episode of Under 30 looks back at the 4th European Youth Work Convention held in May in Valletta. Guests Alice Bergholtz, Jim O’Donovan (Rapporteurs of the Convention) and Laszlo Milutinovits discuss the energy and momentum of the event, unpacking the “noise” (recurring issues such as funding and quality) and the “silence” (the struggle for recognition and uneven support for youth work across Europe).
They also highlight the Convention’s key conclusions, including a European code of ethics for youth work, and share thoughts on what comes next for the youth work community.

The Freedom of Expression and CDMSI Division (Steering Committee on Media and Information Society) participated in the panel discussion “Countering Misinformation in Climate Action”, organised within the seminar “Equipping Youth with Skills for Climate Action: Youth Engagement and Effective Information Sharing”, held at the European Youth Centre Strasbourg from 11 to 13 November 2025.

Organised by the European Youth Information and Counselling Agency (ERYICA) in cooperation with the Council of Europe Youth Department, the seminar followed up on the recent adoption of the Recommendation on Young People and Climate Action by the Committee of Ministers.

Empowering young Roma women at the EYC in Budapest
European Youth Centre Budapest 24-28 November 2025

Organised with the European Network-Human Rights in Action, the study session aimed to empower youth organisations working on Roma inclusion to create inclusive European societies, where experiences of young Romani women are valued through respect for human rights. It encouraged participants from different backgrounds to support young Romani women defending their human rights.

End-of-term visit of Marienthal Youth Centre, Luxembourg

On 10-12 November 2025, the Quality Label’s team of experts visited Marienthal Youth Centre, Luxembourg to evaluate the fulfilment of the 15 quality criteria of the Quality Label for Youth Centre’s programme. This was the third visit for the youth centre, which has held the label since 2018.

The most recent visit provided an opportunity for the expert team to meet with the youth centre’s leadership, educational staff, as well as key stakeholders in the Luxembourg youth sector.

Taking stock and brainstorming at the Partial Agreement on Youth mobility

On 4 November 2025, the Board of Co-ordination of the Partial Agreement on Youth Mobility through the Youth Card (PA) met online for an ad hoc meeting to mainly get acquainted with the research review on the achievements and results of the PA work in 2013-2025 and hold an exchange of views on its conclusions and recommendations. The Board also held a preliminary exchange on the Partial Agreement’s  work programme for 2026.

YOUTH WORK & YOUTH POLICY IN WAR TIME IN UKRAINE

Since March 2022, the Council of Europe project “Youth for Democracy in Ukraine – Phase IV”  accompanies youth policy and youth work under war conditions, the Project activities are implemented in close co-operation with the Ministry of Youth and Sports of Ukraine.

Tales of the Brave: an EYF exhibition of youth projects empowering young people from Ukraine

On 12 November 2025, Deputy Secretary General Bjørn Berge, the Permanent Representative of Ukraine Mykola Tochytskyi and Antonella Candiago, a youth representative from ENIL launched together the EYF exhibition “Tales of the brave” in Strasbourg. The exhibition brings to life 15 initiatives funded under the Special call in support of young people from Ukraine of the European Youth Foundation, and tells the stories of young people who, despite adversity, succeeded to create connection and change, celebrating resilience, solidarity, and the transformative power of young people’s action.

The exhibition will be showcased at the European Youth Centre Budapest for the Human Rights Forum in December

Participants explored the toolkit’s updated content and values-based approach and tested one of its practical tools through an interactive exercise.
