Sarajevo Film Festival presents first Youth Perspectives award in cooperation with the Council of Europe

The Sarajevo Film Festival reached a new milestone by presenting the inaugural Special Youth Perspectives Award, created in partnership with the Council of Europe. Unveiled during the festival’s 31st closing ceremony on 22 August 2025, the award celebrates youth-driven storytelling and cultural dialogue.

The jury - including Anja Jokić, Advisory Council on Youth member, selected DJ AHMET by Georgi M. Unkovski, a poignant film about a 15-year-old boy in rural North Macedonia who finds solace in music while grappling with family pressure, tradition, and first love. The film premiered regionally at the festival.

Valued at €7,500, the award will be given annually through 2027 to works that spotlight youth perspectives on pressing global issues such as democracy, human rights, climate change, migration, and digital transformation.

Following the award ceremony, the winners and the jury received special congratulations on behalf of the Council of Europe from the Council of Europe’s Director for Democracy Matjaž Gruden and Head of the Council of Europe’s Office in Sarajevo Bojana Urumova

Thus, the Council of Europe and the Sarajevo Film Festival reaffirm their shared belief that culture - and film in particular - remains a vital tool for amplifying young people’s voices and strengthening democratic values across the continent.

The 10th Council of Europe Conference of Ministers responsible for Youth, titled “Young People for Democracy: Youth Perspectives in Action” (Valletta, Malta, 8–9 October 2025), is approaching, with preparations reaching their final stage.

The Group of Senior Officials (GSO) – responsible for overseeing the preparation and organisation of the Conference – will meet on 9 September 2025 to discuss the final arrangements ahead of the extraordinary meeting of the European Steering Committee for Youth (CDEJ) on 18 September, which will review and finalise all the documents that may be adopted by the Ministers at the Conference.

Roundtable on Deliberative Democracy

The Roundtable will take place on 17 September 2025 at the European Youth Centre Budapest.

This event – co-organised with the Embassy of Ireland in Hungary – will kick off the event series “Strengthening Democratic Resilience through Youth Engagement and Deliberative Democracy” that aims to enhance the intersections between youth engagement and deliberative democracy, provide inspiration and practical guidance for actors from the youth sector of member states, and equip future advocates and practitioners with the skills and knowledge necessary to implement high-quality deliberative processes that meet standards set by Recommendation CM/Rec(2023)6 of the Committee of Ministers to member States on Deliberative Democracy.

YOUTH WORK & YOUTH POLICY IN WAR TIME IN UKRAINE

Since March 2022, the Council of Europe project “Youth for Democracy in Ukraine – Phase III”  accompanies youth policy and youth work under war conditions, the Project activities are implemented in close co-operation with the Ministry of Youth and Sports of Ukraine.

The Ukrainian Youth Forum is an annual event organised by the Council on Youth Affairs under the President of Ukraine, in close co-operation with the Ministry of Youth and Sports of Ukraine, the “TVORY!” network, and the “Lviv – European Youth Capital 2025” initiative with support of international partners, and in co-operation with the Office of the President of Ukraine.

The Council of Europe remains committed to strengthening participatory youth policy and youth work in Ukraine taking into account the specific needs of young people at time of war.

The Ukrainian Youth Forum 2025 took place from 9-12 August 2025 first in Lviv, European Youth Capital 2025, with a conclusion in Kyiv on  International Youth Day, 12 August, with a high-level event in the capital. The event brought together over 200 participants to work on the development of youth policy, strengthen partnerships at the local and national levels, and contribute ideas on how young people can support the reconstruction process in Ukraine.

The Council of Europe strengthens competencies of trainers in the youth sector of Ukraine

From 27 July to 1 August 2025, the Council of Europe Project "Youth for Democracy in Ukraine: Phase IV" conducted a 2nd residential training seminar on human rights education of the new long-term training for trainers in the field of non-formal education.

The training course contributes to the implementation of youth projects in Ukraine by developing the competencies of 28 youth workers, youth trainers, young activists, maintaining the quality of non-formal education and training activities for and with young people in the war and post-war period.

The Advisory Council on Youth is deeply concerned by the increase in detainment of youth and young activists in Council of Europe member States. Young people have the right to freedom of expression and to contribute to democratic debate without fearing unjust repercussions or reprisals.

We welcome the swift reactions to the recent detainment of the Congress youth delegate Enes Hocaoğulları by Mr O’Flaherty, Commissioner for Human Rights, and Mr Cools, President of Congress of Local and Regional Authorities, and their calls for commitment to Council of Europe core values. The Advisory Council on Youth has reached out to Council of Europe stakeholders and continues the fight for young people’s participation.

Dikh He Na Bister 2025! Young People Commemorate Roma Holocaust

From 27 July to 4 August 2025, Krakow hosted the 15th edition of Dikh he na Bister! ("Look and Don't Forget"), an international event commemorating the European Holocaust Memorial Day for Sinti and Roma. Organised by Roma civil society, the event brought together over one hundred young Roma and non-Roma from across European continent to honour the memory of the Roma Holocaust and to stand against antigypsyism and discrimination.

The Council of Europe has a long-standing commitment to Roma youth participation and the fight against antigypsyism. This commitment is strongly reflected in the Recommendation CM/Rec(2023)4 of the Committee of Ministers on Roma youth participation, and the ongoing efforts to ensure meaningful involvement of young Roma in shaping policies that affect their lives.

End of term visit to Plovdiv Youth Centre, Bulgaria

Between 10-12 September, the Quality Label’s team of experts will visit Plovdiv Youth Centre in Bulgaria to evaluate the fulfilment of the 15 quality criteria of the Quality Label for Youth Centres, which the centre has been holding since 2018.

The visit will provide an opportunity for the expert team to meet with the leadership and staff of the youth centre, in addition to liaising with key stakeholders in the Bulgarian youth field.

The Council of Europe Steering Committee on Democracy (CDDEM) is looking for input to the draft text of the revised Recommendation of the Committee of Ministers to members states on the legal status of civil society organisations.

Civil society organisations (CSOs) are fundamental for the development, realisation and protection of democracy, the rule of law and human rights, through the promotion of public awareness, participation in public life and by securing the transparency and accountability of public authorities. Yet, for several years now, the space for civil society to engage and operate is shrinking across Europe. Restrictive laws, policies and measures aim at stifling critical voices; CSOs and human rights defenders increasingly face threats and violence, both offline and online.

Young media researchers connect with Council of Europe
Young media experts from different universities, research centres and think tanks from Council of Europe’s member
states gathered at the Palais de l’Europe on 3-4 July 2025 for the first edition of the Summer School for Young Media Researchers, organised by the Media Department. The aim of the seminar was to raise awareness of the activities of the Council of Europe in the field of media, communications, journalism, and related topics engaging participants in the Organisation’s main policies and priorities while exploring their relevance to contemporary media research.

Dr. Emilija Gagrčin, post-doctoral researcher and Chair of YECREA, former member of the Advisory Council on Youth (CCJ), underlined the fresh perspective on the Council of Europe’s media engagement.

The Advisory Council on Youth participated at the OSCE Chairpersonship Youth Forum, held in Helsinki on 29–30 July 2025, in the framework of the Helsinki +50 Conference marking 50 years since the signing of the Helsinki Final Act.

Organised by the Finnish OSCE Chairpersonship, the Forum brought together young people, institutional representatives and youth peacebuilders from across the OSCE region to advance the Youth, Peace and Security (YPS) agenda. The Advisory Council on Youth participated in a thematic session on international good practices in youth participation and highlighted Council of Europe standards for meaningful and structured youth engagement, notably through Co-Management.

Steering Group to discuss Roadmap from 4th European Youth Work Convention
The 4th European Youth Work Convention took place in Valletta from 27 to 30 May 2025, gathering over 500 participants from more than 50 countries

to explore the future of youth work in Europe. A key outcome is the development of a roadmap setting strategic actions to strengthen youth work as a pillar of youth policy over the next five years. In this context, members of the Steering Group will gather for a final session where the report and roadmap will be presented and discussed on 16 September 2025, in Brussels, Belgium.
