2025 European Platform for Youth Centres of the Quality Label Network

The meeting will take place on 6-7 May 2025 in Marienthal, Luxembourg, under Luxembourg’s Presidency of the Committee of Ministers of the Council of Europe.

With the theme “Spaces for young people”, the event will explore youth work across Europe and the need for quality spaces designed with and for young people. Public authorities will also highlight the positive impact of youth facilities, encouraging member states to engage in the network of Quality Labelled youth centres.

The opening will feature the Grand Duke of Luxembourg and keynote speeches by Matjaz Gruden, Director for Democracy at the Council of Europe, and Claude Meisch, Minister of Education, Children and Youth of Luxembourg. Remarks will follow from Miriam Teuma, Chair of the European Steering Committee for Youth, and Jessy Jónsdóttir, Member of the Advisory Council on Youth.

Over two days, 80+ participants will engage in workshops, best practice sessions, and exhibitions showcasing quality youth centres across Europe.

European Youth Education Centre Magdeburg receives Quality Label awarded by the Council of Europe

On 11 April 2025, the European Youth Education Centre (EJBM) received the prestigious Quality Label for Youth Centres awarded by the Council of Europe to youth centres that demonstrate outstanding commitment to democracy education, human rights, and international co-operation. The Magdeburg Centre is only the second in Germany and one of 15 across Europe to become part of this special network.

The label has been awarded to the EJBM for the period 2025–2027.

YOUTH FOR DEMOCRACY IN UKRAINE - phase IV

Since March 2022, the Council of Europe’s “Youth for Democracy in Ukraine” project has supported youth policy and work under war conditions, collaborating closely with Ukraine’s Ministry of Youth and Sports.

On 1 April 2025, the project entered its fourth phase in partnership with the Ministry, the All-Ukrainian Youth Centre, and the Ukrainian Youth Foundation. Running until December 2026, it aims to empower young people through participatory youth policies and quality youth work, helping them build resilience, safeguard well-being, exercise their rights, and contribute to Ukraine’s reconstruction.

A 3-day seminar from 23-25 April 2025 trained local consultants - trainers and researchers - on effective planning, implementation, and evaluation of capacity-building activities. Natalia Radchuk, Head of International Cooperation at the Ministry, shared youth sector priorities and updates, including insights from the 52nd session of the co-managed youth decision-making body of the youth sector.

Lviv-European Youth Capital 2025: A call for European solidarity and support for Ukraine

Young people are central to Ukraine’s recovery, both as beneficiaries and key actors. Supporting Lviv-European Youth Capital 2025 is essential, and the Council of Europe remains committed to aiding young Ukrainians through the evolving realities of war - addressing youth work, policies for veterans, IDPs, minority youth, housing, education, and public health.

“You are not alone; you will never be alone”, underlined Matjaž Gruden, Director for Democracy at the Council of Europe, during the opening ceremony of Lviv’s youth capital title; he  emphasized the Council of Europe unwavering support for Ukraine, and highlighted the importance of drawing inspiration from young Ukrainians - their resilience, determination, and commitment to democracy and human rights, which they are defending for all Europeans.

Deputy Secretary General meets Serbian students in Strasbourg

On 16 April 2025, the Deputy Secretary General of the Council of Europe, Bjørn Berge met with a group of Serbian students who arrived in Strasbourg on bicycles, having made the journey from Novi Sad. The meeting took place in the European Youth Centre of the Council of Europe.

The Deputy Secretary General listened to the messages from the students and promised to transmit them to the competent bodies of the Council of Europe. He also presented the priorities of the organisation, notably in the efforts to restore confidence in democracy in Europe and make it more resilient. This is also the main objective of the Secretary General’s initiative for the New Democratic Pact.

CALL FOR TENDERS

The Council of Europe has launched a call for tenders for the development, implementation, testing and maintenance of a new online system for the management of the grants of the European Youth Foundation (EYF). The granting process is managed through an online system. The aim of this call for tender is to identify a provider to develop a new online system for the EYF, which will replace the current outdated system 

CALL FOR TENDERS

and provide a modern, user-friendly, and efficient tool for applying and managing grants, as well as communicating with the EYF. Grant applicants are exclusively youth organisation and youth led structures.

The new system should meet the business requirements outlined in the tender document and  should also ensure compliance with the General Data Protection Regulation (GDPR) and the Council of Europe's security and privacy rules.

Nordic Training of Youth Trainers on Human Rights Education
Nordic Training of Youth Trainers on Human Rights Education

From 4 to 7 April, young trainers and educators from the Nordic countries and regions gathered on Utøya Island, Norway, to strengthen their competences in human rights education aimed at combating hate speech, extremism, and xenophobia.

The participants, aged 16–25, are actively involved in youth work, campaigns, networks, youth organisations, or other activities that promote young people’s engagement in addressing these issues in Norway, Sweden, Finland, Denmark, Iceland, the Faroe Islands, Greenland, and Åland.

Over four days, participants explored and practiced human rights education and non-formal learning methods based on the Council of Europe educational resources such as Compass and Bookmarks. The training also provided a space for sharing experiences within the Nordic context and building networks.

The seminar was part of the Opre Roma! Month: Celebrating Roma history, language and culture, organised by the Roma and Travellers Division.

Youth Sector decision-making committee convenes at the European Youth Centre Budapest
The 52nd session of the co-managed decision-making body of the youth sector brought together more than 100 representatives of governmental and non-governmental organisations, national and international youth stakeholders.

The top topics on the agenda were the preparations for the 10th Conference of Ministers Responsible for Youth, the 4th European Youth Work Convention, and the development of a Youth Perspective Reference Framework.

The event: “A youth agenda for democracy and human rights in Belarus” brought together youth leaders and activists for democracy, along with political decision-makers from the Council of Europe, including Belarusian democratic forces. The activity was implemented under the project “Democratic participation with Belarusian Youth Civil Society (2024-2025)” in the context of the work of the Contact Group On co-operation with Representatives of Belarusian democratic forces and civil society.

French Marianne Initiative Prize-winners exchange with the Council of Europe youth sector

On 25 April 2025, The Marianne Initiative Prize winners for 2025 visited the European Youth Centre Strasbourg for an exchange on youth priorities and work of the youth sector of the Council of Europe.

Launched in December 2021 by French President Emmanuel Macron, the Marianne Initiative for Human Rights Defenders aims to support the work of human rights defenders, both in their home countries to increase their effectiveness, visibility and protection and by hosting them in France for six months to provide personalized support in a forum for discussions and training. This initiative primarily focuses on creating platforms that enable human rights defenders to participate in environments where institutions often struggle to connect with their populations, including with youth.

April decisions on grant awards for pilot activities and on the Special Call for Ukraine

In April, the Programming Committee on Youth approved funding for 11 pilot activity projects, granting a total of €156,648. These projects tackle key issues like human rights education, civic engagement, empowerment of youth with disabilities, Roma youth rights, and peacebuilding through intercultural dialogue.

Additionally, two international projects received funding under the EYF special call supporting young people from Ukraine. One project focuses on youth involvement in Ukraine’s post-war recovery, while the other trains young women with disabilities in leadership skills to enhance their participation in European political processes. So far, 52 projects have been funded, benefitting 3,768 participants, with a total of €797,842.94 awarded under the Special Call for Ukrainian youth. These initiatives aim to create meaningful change in communities across Europe.

The Youth Partnership has released a new publication, GROWING YOUTH WORK IN EUROPE: A Methodology for Mapping Studies on National Youth Work Ecosystems. Building on the 2025 European mapping study, it offers methodological guidance for mapping youth work at national and regional levels. It aims to support future initiatives in identifying gaps, strengths, and opportunities for advancing the European Youth Work Agenda across different contexts.
