Perspectives on Youth Seminar: Young people’s mental health and well-being

The CoE/EU Youth Partnership will organise a seminar on youth mental health and well-being on 18-19 March 2025 at the European Youth Centre Strasbourg.

Indeed, young people’s health, mental health and psychological well-being have been the focus of the Youth Partnership’s work since 2020, with papers published on the effects of Covid-19 on young people’s mental health and wellbeing in 2021 and 2022, and a volume of the Coyote Magazine #32: Well-being?! In 2022, the topic of mental health and well-being was addressed within the context of a Symposium Navigating Transitions: adapting policy to young people’s changing realities.

In 2024-2025, the Youth Partnership is conducting research on young people’s mental health and well-being; a new T-kit on the well-being and mental health of young people is also being developed.

A seminar on confidence and pride for Roma youth participation on the occasion of the celebration of the International Roma Day


On 5-8 April 2025, the Council of Europe Youth department will organise the Seminar Roma Youth Together 2025. In their Youth Statement on the occasion of 8 April 2021, the participants in the first conference Roma Youth Together called on the Council of Europe member states to seek active dialogue with Roma youth organisations and to ensure lasting mechanisms of empowerment and participation of young Roma.

The Roma Youth Together 2025 seminar should highlight the contemporary contributions of Roma youth in Europe, emphasising Roma pride, action, and resistance. It aims at strengthening the confidence of Roma youth leaders from across Europe by celebrating the sense of Roma identity and belonging and developing their skills as agents of change on the International Roma Day.

The Sarajevo Film Festival and the Council of Europe introduce the Youth Perspectives Award, which will be presented for the first time during the 31st edition of the festival in August 2025.

This newly created official Festival Special Award aims to highlight the perspectives and approaches of young people to meeting current challenges as well as the expectations of future generations.

CALL FOR APPLICATIONS - Activities in co-operation with the European Youth Centre Strasbourg / Budapest in 2026

The Youth Department of the Council of Europe invites non-governmental youth organisations, networks and other non-governmental structures involved in areas of youth work relevant to the Council of Europe's youth policy to submit applications for activities to be held in co-operation with the European Youth Centres in Strasbourg and Budapest (study sessions, 1st semester 2026).

European Youth Foundation learning and networking days for international youth organisations
BRUSSELS - 26-28 February 2025


40 representatives of international youth organisations attended the meeting organised by the European Youth Foundation (EYF) with the contribution of the European Youth Forum, also host of the activity. The participants learned about the EYF grant criteria before the upcoming deadline of 1 April 2025, and about study sessions organised in the European Youth Centres, deadline on 15 April 2025.

The event focused on reinforcing the partnership with the youth sector of the Council of Europe and on providing opportunities for learning for youth organisations; it also aimed at reinforcing co-operation with civil society organisations, in line with the Reykjavik declaration. Participants also got updates on the Council of Europe’s youth sector strategic processes, they reinforced their skills in working with their member organisations and in fundraising, and exchanged good practices from international youth co-operation.


The Quality Label for Youth Centres issued a revised brochure on the quality criteria; the updated version addresses the aims, components and added value of the Quality Label, in addition to presenting the criteria that aspiring youth centres must meet to acquire the label. In particular, the general pre-conditions, or eligibility criteria, have been reviewed. 


The new centres that wish to be awarded with the Quality Label and those that wish their label renewed must:

- have, as their primary mission, the aim to service the youth sector and young people;
- have in-house educational staff competent in non-formal education;
- have accommodation facilities within one campus with the working facilities;
- cooperate with public authorities;
- promote international co-operation within the youth sector;
- promote the Council of Europe’s values and approaches.

The brochure also refers to the additional criteria that youth centres must meet, which can be adapted to reflect local realities and national contexts.

Democracy in action! Braga European Youth Conference to strengthen youth participation in local democracy
Democracy in action! Braga European Youth Conference to strengthen youth participation in local democracy

Young people's role in renewing democracy at the local and regional levels is crucial and youth perspectives need to be at the heart of decision-making in cities, municipalities, and regions

These were the main messages of the European Youth Conference “Young people in local and regional life: Democracy in action!” held in Braga from 5 to 7 February 2025. It brought together 150 youth leaders and representatives of local and regional authorities from 42 countries of Europe, who shared ideas on how to best revise the European Charter on the Participation of Young People in Local and Regional Life so that the needs of younger generations are addressed.

The conference was co-organised by the Council of Europe Youth Department and the Braga Youth Centre, and in partnership with the Congress of Local and Regional Authorities, the Municipality of Braga, the Portuguese Institute for Sports and Youth and the European Youth Forum.

Launch of the European Network of Local Youth Councils

On 20 February 2025, DYPALL Network launched a European Network of Local Youth Councils, a follow-up to the Winter Democracy Academy and the European Youth Conference in Braga. The network gathers local youth councils on the continent to learn from each other, support each other and advocate for increased youth participation at local, national and European level.
Nina Grmuša, Chair of the Joint Council on Youth opened the event reminding the participants on the importance of their common action to make the European Charter on the Participation of Young People in Local and Regional Life a reality. Closing the launching event, Sina Riz à Porta, board member of the European Youth Forum, welcomed the initiative and stressed the importance of cooperation between various structures such as local and national youth councils to revitalise democracy.

Revision of the Charter on the participation of young people in local and regional life

The drafting group, nominated by the Joint Council on Youth to revise the European Charter on the Participation of Young People in Local and Regional Life will meet together with the Congress rapporteurs on 10-11 March 2025.

The meeting intends to integrate in the proposed text the results of the open consultation realised in the period October 2024 – February 2025. The consultations involved young people and their civil society (including local and regional youth councils), as well as representatives of local and regional authorities. The consultations included focus groups, a written questionnaire and the European Youth Conference in Braga. The revised text will be presented to the Joint Council on Youth at its meeting in April 2025 and to the Congress at its meeting in October 2025.

The study “Learning from donor practices: trends in supporting civil society” available online

The study was commissioned by the European Youth Foundation in the framework of its reform process, aiming to identify good practices of donors supporting civil society organisations. Trends identified in the study point out that donors increasingly move towards building a trust-based partnership with grantees, developing models that balance administration and flexibility, with two-way interaction where donors are attentive and responsive to real-time needs and grantees feel empowered to voice their concerns. Simplicity of the application and reporting procedures are also important in building this trust-based relation, while providing cost-saving benefits (in time and resources) to both parties.

Decisions on European Youth Foundation pilot activity grants and next deadline for applications


Out of the 52 applications it received, the Programming Committee on Youth approved 12 projects from 9 countries for an amount of 163 460 EUR; the themes addressed focus on human rights education, youth participation, climate action and peace building. 

The next deadline for applications is 15 May 2025, with two focus themes on Human rights education with and by young people and on Peacebuilding, conflict transformation and intercultural dialogue approved by the Joint Council on Youth within the youth sector priorities.

Young people on the agenda of PACE Committee on Culture, Science, Education and Media

In its plenary meeting on 12 March 2025 in Paris, the Parliamentary Assembly of the Council of Europe Committee on Culture, Science, Education and Media will discuss an information memorandum and hold an exchange of views in preparation of the report on the role of youth in revitalising democracy; rapporteur Sona Ghazaryan (Armenia, ALDE).

The report will address questions regarding civil and political rights of young people, social and economic equality, as well as cultural rights and their importance in strengthening young people’s commitment and role in revitalising democracy. The Youth sector of the Council of Europe will be represented by Dr Xesc Mainzer, member of the Advisory Council on Youth and Tobias Flessenkemper, Head of the Youth Department. In the same session, the Committee will discuss an upcoming report “Preserving rural culture and heritage”, exchanging also with Matias Rubio, member of the Advisory Council on Youth.

YOUTH WORK & YOUTH POLICY IN WAR TIME IN UKRAINE

Since March 2022, the Council of Europe project “Youth for Democracy in Ukraine – Phase III”  accompanies youth policy and youth work under war conditions, the Project activities are implemented in close co-operation with the Ministry of Youth and Sports of Ukraine.

On 27 February 2025, Andrii Chesnokov, Deputy Minister of Youth and Sports of Ukraine and the Project’s team presented the key achievements of the Council of Europe work in Ukraine as part of the Open Doors Day at the Council of Europe Office in Ukraine. Participants had the opportunity to learn about the project’s results, the current state of youth policy and youth work in Ukraine, as well as on the youth sector of the Council of Europe.

Participants discussed key outcomes of the training programme “Participatory Youth Policy” and the long-term capacity building programme “Access to Youth Work” for 10 newly established civil society organisations working with youth; educational resources developed within the project were presented, including the manuals “Trauma-Informed Youth Work”, “Participatory Youth Policy”, “Social Cohesion and Barrier-Free Environment in the Youth Sector” and a visual tool “Зірки. Stars. Les etoiles”, videos of young people's participation practices.

Participatory Youth Policy: implementing European standards on local level


33 civil servants and local government officials developed competencies in participatory youth policy at the Sumy Regional Centre for Advanced Training. In the framework of this programme,initiated in 2023, 22 teachers from 11 regions of Ukraine were trained to implement the programme at the regional and local levels. 21 programmes for 611 civil servants and local self-government officials have been implemented in Ukraine in 2024. New training programmes are scheduled for 2025 in Rivne and Chernihiv oblasts.

Essentials of International Youth activities

The Training course on “Essentials of International Youth activities” was held from 17 to 22 February at the European Youth Centre Strasbourg. This training course invited volunteers, members and staff from various international youth organisations to learn and exchange about quality youth activities supported by the European Youth Foundation or held at the European Youth Centre (study sessions).

The training course provided the space to equip participants with the necessary knowledge, skills and attitudes to effectively organise international youth activities, while fostering intercultural learning and co-operation and in line with the Council of Europe’s values and standards.

Digital Citizenship for Health: A human rights-based approach to health and well-being in the digital age
17-21 February 2025, EUROPEAN YOUTH CENTRE BUDAPEST


Youth leaders gathered for the study session “Digital citizenship for health: Empowering young people to co-create tools and innovate solutions” organised by Digital Transformations for Health Lab (DTH-Lab) and Youth Health Organisation (YHO). It took place during the European year of digital citizenship and education  and is part of DTH-Lab’s response to the Lancet and Financial Times Commission. The last one concluded that policymakers, technology companies and other stakeholders can no longer ignore the ways that digital transformations - or exclusion from them - are impacting our health and well-being.

30 health advocates, youth activists and digital health enthusiasts discussed digital technologies, and the digital age affects to young people’s health and well-being. They explored ways to influence public policies using a human rights-based approach, as informed and engaged active digital citizens.

Student voices amplified: navigating education, rights and advocacy
17-21 February 2025 European Youth Centre Budapest

The study session "Student voices amplified: navigating education, rights and advocacy", was co-organised with the Forum of European Muslim Youth and Student Organisations (FEMYSO). The event empowered young European Muslim student activists to counter discrimination, especially in education. Participants explored alignments of Islamic principles with rights-based approach to advocacy, while also focusing on mental health to ensure student activists personal wellbeing.

Youth workers, volunteers, and experts have gathered for the study session "New Trends in International Voluntary Service (IVS)”, organised in co-operation with the Coordinating Committee for International Voluntary Service.
The session aimed to explore evolving dynamics in youth volunteering and equip participants with the tools to navigate future challenges, and to enhance participants' understanding of emerging trends in IVS, as well as the impact of digital tools such as AI on volunteering.

Apply to the European Youth Information Quality Label until 1 April 2025!
The European Youth Information Quality Label was developed in the 2019-2020 Council of Europe – ERYICA partnership agreement, to assist young people in finding quality information, in accordance to the European Youth Information Charter.

The Quality Label has been designed together with young people and is linked to a series of quality assessment standards, mechanisms and tools. It is available for public or private non-profit organisations providing youth information services in Council of Europe countries.
