Secretary General of the Council of Europe Alain Berset visits Chernihiv Regional Youth Centre

During his visit to Chernihiv on 6 December 2024, the Secretary General met with representatives of the destroyed Chernihiv Regional Youth Centre. They discussed the resumption of the institution's work after the de-blockade of the city in 2022, as well as the importance of integrating a value-based approach to wartime activities and the challenges faced by youth workers.

This visit was made possible by Alain Berset's meeting with Matviy Bidnyi the day before, where the Ministry of Youth and Sports and the Council of Europe discussed in detail the situation with the destruction of youth infrastructure and agreed to further deepen cooperation to develop youth policy in Ukraine.

Council of Europe to strengthen support for Ukraine's youth and sports policies in times of war

The Secretary General of the Council of Europe Alain Berset met with the Minister of Youth and Sports of Ukraine Matviy Bidnyi on 5 December 2024 in Kyiv. 
Matviy Bidnyi noted the effective co-operation between the Council of Europe and the Ministry in the development of youth and sports policy, which has been going on for many years: "The Council of Europe is a reliable partner of Ukraine in the development of youth and sports policy. During these challenging times, your support helps us lay the foundations for recovery and further progress. Joint projects are an investment in the future of our youth and the country as a whole."

Youth organisations and practitioners are invited until 15 January 2025 to submit inspiring youth work initiatives to be featured at the 4th European Youth Work Convention (27–30 May 2025, Malta), focusing on one of 3 themes: Youth Work Core, Youth Work Environment, or Youth Work Systems. An opportunity to showcase impactful practices and contribute to shaping the future of youth work in Europe.

Council of Europe’s first Environmental Strategy to integrate a youth perspective

The Council of Europe is stepping up its climate action by integrating youth participation and human rights into its environmental policies. Discussions during the recent Ad Hoc Multidisciplinary Group on the Environment (GME) highlighted the importance of adopting a holistic and inclusive approach to address environmental challenges. Key contributions came from  Agnes Gkoutziamani, Sean Currie and Jannis Gustke, members of the Advisory Council on Youth (CCJ).

Central to the discussions was the preparation of the Council's first Environmental Strategy. The CCJ members emphasised the importance of implementing insights from the recently adopted Recommendation on young people and climate action.

A legal recognition of the right to a clean and healthy environment as a fundamental element to human dignity was raised as a significant point.

Young people have a key role in building resilient democracies

A delegation of the Youth Department, led by its head Tobias Flessenkemper, visited the Republic of Moldova. It included meetings with both governmental and non-governmental actors, the Ministry of Education and Research and National Youth Agency, the Ministry of Foreign Affairs, and the Parliamentary Commission responsible for youth, as well as youth civil society organisations, including the National Youth Council of Moldova and the National Network of Local Youth Councils.

The visit was part of the Council of Europe ongoing co-operation efforts with the youth stakeholders in the Republic of Moldova, notably in the context of the upcoming Action Plan for the Republic of Moldova 2025-2028, and the Republic of Moldova’s Presidency over the Committee of Ministers of the Council of Europe.

Towards a culture of peace and human rights
Towards a culture of peace and human rights

Thirty-four young educators, activists, youth workers, and multipliers participated in a six-days training course “Peace education and conflict transformation with young people” organised by the Council of Europe Youth Department from 2 to 7 December in Strasbourg.

Participants became more competent to design and facilitate peace education and conflict transformation activities, as well as to address the situations of conflict they meet when working with young people, whether these be the consequence of social or geo-political conflict.

The training course is a part of the Council of Europe’s long-standing efforts and ongoing commitment to peace education, peacebuilding, and the conflict transformation agenda, notably through its strategic priority on ‘Living together in peaceful and inclusive societies’ within its Strategy 2030.

The President of the Parliamentary Assembly of the Council of Europe visits the European Youth Centre Budapest
On 4 December, the President of the Parliamentary Assembly of the Council of Europe (PACE), Theodoros Rousopoulos visited the European Youth Centre Budapest (EYCB).

Mr. Rousopoulos then held a wide-ranging discussion with the EYCB management team, followed by a meeting with the preparatory team of the upcoming study session “Digital Health Citizenship: Enfranchising Young People to Co-create Tools and Innovative Solutions”, co-organised by the Youth Department and DTH-Lab. The visit provided an ideal opportunity to explore the Youth Department’s extensive programme of activities, in addition to discussing the vital role that the European Youth Centre in Strasbourg and Budapest play in its implementation.

European Youth Foundation: calls for grants in 2025
European Youth Foundation: calls for grants in 2025

The European Youth Foundation is a key instrument of the youth sector of the Council of Europe that supports peace-building and international youth co-operation and solidarity through grants for youth organisations. In 2025, the European Youth Foundation will have different calls for grants with separate deadlines. For international youth co-operation activities and annual workplans, international youth organisations and networks can apply at the 1 April and 1 October 2025 deadlines, for initiatives taking place in 2026. For 2026-2027 structural grants, the deadline is 1 October 2025. Pilot activity grants run in 2025 (local and national youth organisations), have the following deadlines: 1 February, 15 May and 1 September 2025.

In parallel to these, the EYF is open to applications within the special call in support of young people from Ukraine. Youth organisations can submit applications for pilot activities and international activities on a rolling basis throughout 2025. Learn more about this special call.

In order to apply for the EYF grants, youth organisations must register with the EYF (registration process). All initiatives supported by the EYF must be youth-led initiatives based on the approaches and priorities of the youth sector of the Council of Europe.

The project aimed to foster nature protection among local youth groups. It brought together 23 young people for a workshop week in Villach, Austria to learn about nature protection, engage in related activities and discuss how to implement this knowledge in their local youth groups. 


The result was a Toolbox for Nature protection activities, which was then presented to more young people in various awareness and educational activities within their communities. This Toolbox is designed to inspire and empower young people to actively participate in the protection of our natural environment. It offers a variety of hands-on projects that encourage youth to connect with nature, understand environmental challenges, and take meaningful action.
KOMPASAS Educators for Human Rights in Lithuania

The Lithuanian Centre for Human Rights, in cooperation with the Council of Europe Youth Department, organised the national Compass training course “EmpowerEd: Human Rights Education for Educators” in Kėdainiai, Lithuania.

The training course introduced twenty educators and teachers to the newly translated Lithuanian edition of Compass, as well as the core principles of human rights education and the implementation of human rights in schools. The Lithuanian edition of Compass was presented at the Human Rights Film Festival "Inconvenient Films" in Vilnius within the programme of the Presidency of Lithuania of the Committee of Ministers of the Council of Europe.

Exploring the Intersection of Youth Information and Artificial Intelligence
On 4 December 2024, 183 participants joined the online webinar organised within the work programme 2024 of the Partnership between ERYICA and the Youth Department of the Council of Europe.
The webinar  aimed to provide valuable insights and resources for youth information providers to enhance their services and better support young people in an increasingly digital world. Indeed, AI has the potential to revolutionise how young people access and engage with information, offering personalised and efficient solutions to their needs.

However, the integration of AI in youth information services also raises questions about ethical considerations, privacy concerns, and the potential impact on the quality of information provided.

YOUTH WORK & YOUTH POLICY IN WAR TIME IN UKRAINE

Since March 2022, the Council of Europe project “Youth for Democracy in Ukraine – Phase III”  accompanies youth policy and youth work under war conditions, the Project activities are implemented in close co-operation with the Ministry of Youth and Sports of Ukraine.

Youth experts and trainers on trauma informed youth work in Ukraine explored resources of the Council of Europe in the field of youth and protection of IDPs and returnees’ rights taking part in a series of three consolidation meetings from 16 to 20 December 2024.

They underlined the positive effects of the two-year Council of Europe Project "Youth for Democracy in Ukraine: Phase III" and stressed the critical need to continue it in the coming years, as well as committed to undertake in 2025 to strengthen participatory youth policy and youth work in Ukraine.

Peer-to-peer study visit to the Quality Labelled Youth Centre in Lisbon, Portugal

The representatives of five youth centres from Poltava, Lviv, Chernyvtsy, Khmelnitsky, Dnipro regions of Ukraine took part in a peer-to-peer study visit to the Lisbon Youth Centre, which has the Council of Europe Quality Label for Youth Centres, from 27 November to 2 December.

The study visit strengthened exchange and co-operation between youth workers from Ukraine and Portugal, as well as from Bulgaria and Finland, who also visited the Youth Centre during these days. The co-operation with the Lviv – the European Youth Capital 2025 was an important part of the discussions with partners.

Delegation of Armenia visited the European Youth Centre

Artur Martirosyan, Deputy Minister of Education, Science, Culture and Sport of Armenia, along with Marianna Manucharyan, Deputy to the Permanent Representative of Armenia to the Council of Europe visited the European Youth Centre Strasbourg. The visit focused on the Council of Europe’s co-management system, emphasising the active participation of Armenian governmental and non-governmental representatives. Insights were shared on the Council of Europe’s Quality Label for Youth Centres and related policy support measures, which hold special relevance for Armenia.
