Youth for Diversity and Democracy

The World Forum for Democracy (WFD) brought together this year policy-makers, academics, activists, youth representatives and democracy innovators from 6 to 8 November in Strasbourg. A global youth delegation of participants in the WFD gathered at the European Youth Centre Strasbourg two days before the start of the Forum to learn about the Council of Europe and its work with youth, to get to know each other, to develop their ideas, work together and prepare for the Forum. Selected from diverse backgrounds, the youth delegates contributed with their perspectives and shaped Forum discussions through organised labs, side-events, and parallel activities where they presented their visions for a stronger democracy.

The Forum Talk “Youth Engagement in Democracy – on What Terms?” a part of the WFD, emphasised the importance of creating spaces for youth engagement and highlighted the Council of Europe’s commitment to bolstering democracy through youth participation. The forum underscored that youth engagement is not merely symbolic but a necessary step in building resilient democratic societies.

Youth Space Conference 2024: Young people from 21 countries discuss the future of Europe in the German Bundestag

From 13 to 15 November, young people from 21 countries across Europe gathered for the 2024 Youth Space Conference (Y-Space) in the German Bundestag. This event, now for the third time, was organised by the German Federal Youth Council (DBJR), the German Bundestag, the German delegation to the Parliamentary Assembly of the Council of Europe (PACE) and the Council of Europe Youth Department.

This year's Y-Space conference theme was “Celebrating 75 Years of the Council of Europe – Challenges and Opportunities in Shaping Europe’s Future.” Participants dove into workshops with stakeholders from the Council of Europe's network, discussing key topics affecting Europe’s future and the future of its youth. The discussions culminated in a panel presentation, with the results forming the basis of a final declaration. This declaration, to be handed over to the parliamentarians of the 46 member states of the Council of Europe, calls for action on issues like Democratic Backsliding, Inclusive Governance, and Youthful Institutions in Europe.

Secretary General of the Council of Europe visits the European Youth Centre Budapest

On 8 November, the Secretary General of the Council of Europe Alain Berset visited the European Youth Centre Budapest (EYCB), following the meeting of the European Political Community in Budapest on 7 November.

The Secretary General was greeted by the Executive Director of EYCB, Balint Molnar and the Deputy Director, Marcos Andrade, before being given a tour of the European Youth Centre’s premises.

Mr Berset also met with participants of two ongoing study sessions of the Youth Department. He had an interactive discussion with participants of the study session “Achieving Justice Through Youth Minorities”, organised by the Unrepresented Nations and Peoples Organisation, as well as youth activists from the Cooperation and Development Network of Eastern Europe, who are exploring “Green Economics and Youth Political Participation in Eastern Europe”.

Following the exchange, the Secretary General also met with the staff of the EYCB.

Their Royal Highnesses the Duke and Duchess of Luxembourg were welcomed by Matjaž Gruden, Director of the Council of Europe’s Directorate for Democracy. The Head of the Youth Department, Tobias Flessenkemper gave a tour of the European Youth Centre to Their Royal Highnesses and presented the Centre’s main areas of activity.

The visit also included an exchange on the Council of Europe’s youth priorities; it touched upon the upcoming conference on Quality Label centres, scheduled for May 2025, which will take place under the Luxembourg Presidency of the Council of Europe’s Committee of Ministers. Additionally, the forthcoming 10th Council of Europe Conference of Ministers Responsible for Youth was a key topic of conversation.

Their Royal Highnesses' visit to the European Youth Centre reflects Luxembourg’s commitment to supporting youth empowerment and fostering mutual respect and understanding in our diverse societies, which is among Luxembourg’s Presidency’s priorities.

Educational Forum for Youth Centres in the Council of Europe Quality Label Network
Educational Forum for Youth Centres in the Council of Europe Quality Label Network

The first Educational Forum for youth centres in the network of the Council of Europe Quality Label for Youth Centres  took place from 18 to 22 November 2024 at the European Youth Centre Budapest. More than 20 participants from youth centres across Europe gathered to take part in the Forum, which is an evolution of previous Council of Europe training offers for pedagogical staff in labelled youth centres.

This year’s event aimed at stimulating exchange of experiences and practices of pedagogical staff of youth centres, to inspire new ways of working together and to encourage co-operation in the network. The format of the Forum allowed participants to exchange approaches, tools and methods related to the educational work of the centres. The sessions covered topics relevant to youth work, including youth policy, human rights education and education for democratic citizenship, youth participation, inclusivity and accessibility.

EYF-supported project in the spotlight “Youth media literacy boost” by Start 123 in Romania
EYF-supported project in the spotlight “Youth media literacy boost” by Start 123 in Romania

This project raised awareness on media literacy and fake news, starting with 23 young peer educators, then including 500 young people aged 15 to 19 from the Arges County in Romania, through an educational caravan that addressed the topic in 5 different towns and villages. The 23 peer educators were trained through non-formal and informal methods, gaining skills in the news creation process - from research to fact-checking and publication - as well as in identifying fake news, recognising reliable information sources, and understanding deepfakes. In addition, they participated in public speaking sessions to prepare them for leading an educational caravan. They then ran awareness raising activities in the educational caravan for their peers in rural areas. As a result, young people learnt how to check news and their sources, engage in online debate, identify online manipulation techniques, to avoid the trap of sharing false content on social networks.

The project was supported through a pilot activity grant of the European Youth Foundation.

Crossing Human Rights Education Borders
Turin, Italy, 27-30 October 2024


Amnesty International Italy and Switzerland, in cooperation with the Council of Europe Youth Department, 

Crossing Human Rights Education Borders

organised the regional Compass training course "Crossing Human Rights Education Borders"to empower young people and promote human rights in the transalpine area. Twenty-eight youth workers, educators, and activists designed human rights education initiatives both locally and across regions, informed by a needs analysis conducted within their communities. This activity contributed to the localisation of human rights education through capacity-building activities for multipliers and partners of Amnesty International in the region, in line with the Roadmap for education for democratic citizenship and human rights education with young people (2024-2028).

Human Rights-Based Advocacy Unleashed
11-15 NOVEMBER 2024

27 youth multipliers met at the European Youth Centre Budapest to participate in the study session “Human Rights-Based Advocacy Unleashed: Access to Rights and Services for Young Migrant & Refugee Women in Europe”. In cooperation with the Voices of Young Refugees in Europe (VYRE), the event equipped young advocates with migration experience and/or working with young migrants and refugees with skills in human rights-based advocacy tailored to supporting young migrant and refugee women across Europe.

Participants learned more about Recommendation CM/Rec(2019)4 on supporting young refugees in transition to adulthood and the manual Turning 18 with Confidence to identify measures that can be implemented as local actions.

Youth Minorities United for Self-Determination

From 4 to 9 November, the European Youth Centre Budapest was the home for young activists and NGO representatives in the study session, Achieving Justice through our Youth Minorities: Building Capacity to work together for a fairer future“.

Organised in co-operation with the Unrepresented Nations and Peoples Organization Youth (UNPOY) with the support of Unrepresented Nations and Peoples Organization (UNPO), the activity fostered intercultural solidarity and equipped participants with essential skills and knowledge to advance self-determination within diverse political and cultural contexts. Programme included discussions on climate justice, minority rights, and strategies for navigating democratic challenges.

Study visit Local youth policy and democracy at the Council of Europe


The study visit “Local youth policy and democracy” was co-organised by the Youth Department and the  Democracy Reloading Partnership of Erasmus+ national agencies between 28 October and 1 November. It brought to Strasbourg 25 youth policy officers working for local authorities in the Council of Europe member states, as well as representatives of local youth councils and civil society.

The study visit supported local and regional authorities in designing and implementing participative youth strategies and structures at local level in the context of the revision of the European Charter on the participation of young people in local and regional life.

Improving the Sexual and Reproductive Health of Roma Women and Roma LGBTQ+

From 18 to 22 November, the study session with young activists and community leaders on “Improving the Sexual and Reproductive Health of Roma Women and Roma LGBTQ+ Communities” was co-organised with Phiren Amenca International Network AISBL at the European Youth Centre Budapest.

The activity supported young people to advocate and promote the sexual and reproductive health rights of Roma women and the Roma LGBTQI+ people and equipped participants with the knowledge, skills and confidence to develop human rights-based advocacy projects and campaigns.

Perspectives on Green Economics and Youth Political Participation
European Youth Centre Budapest, 4-9 November 2024

The study session “Breaking the Barriers: Green Economics and Youth Political Participation in Eastern Europe” united 35 young participants from Eastern Europe; it was organised with the Cooperation and Development Network Eastern Europe (CDN).

The young activists gained skills, knowledge, and motivation to navigate and challenge the socio-economic barriers preventing youth political participation in Eastern Europe. Through interactive discussions on human rights, social justice, and Green economic models, the participants deepened their understanding of economic inequality and its role in shaping access to political and social resources.

Positive storytelling: helping young refugees to feel accepted and valued in their new homes


From 25 to 30 November, a study session with young activists, youth representatives from NGOs and representatives from local, regional and national authorities on “Positive storytellers,” took place at the European Youth Centre in Strasbourg. It was co-organised with the Youth Social Rights Network (Y-SRN) and I-participate.

The study session developed participants knowledge and expertise on the key human and social rights challenges impacting refugees and migrants. Participants discussed the key issues affecting the young migrants and refugees in their contexts and learned about the Council of Europe’s Recommendation CM/Rec(2019)4 Supporting young refugees in transition to adulthood. The focus on creating positive stories and narratives that make young refugees and migrants feel valued, accepted, and with a sense of belonging in their new homes was adopted in order to support young refugees and youth workers to deal with and react to hostile or reactions in their environments.

Research on democracy and youth civic space - Deadline to apply: 15 December 2025


The Youth Partnership is conducting research on young people engaging in democracy within the context of shrinking civic space and increasing restriction on civil society organisations, especially those led by young people.

Youth organisations and informal groups in Council of Europe member states are invited to take part in a survey aimed at assessing the state of civic space of young people in Europe, and making recommendations for policy making and youth work practice.

Youth organisations can now apply for pilot activity grants to the European Youth Foundation (EYF) for initiatives to be carried out in 2025. The next deadlines are 1 February 2025, 15 May 2025, and 1 September 2025. Local and national youth organisations are eligible to apply and they must register with the EYF (registration process). Pilot activity grants support initiatives that address young people’s needs or challenges at the local level, contribute to the priorities of the youth sector of the Council of Europe and to the 2025 focus themes, are innovative, have a strong youth dimension, and lead to local impact.

The following topics are focus themes for pilot activity grants for 2025: human rights education with and by young people, young people’s democratic engagement in the revitalisation of democracy, climate action and awareness on the right to a healthy environment, peacebuilding, conflict transformation and intercultural dialogue.

Youth organisations are invited to an online information session about the pilot activity grants 2025 on 18 December, from 10.30. Register for joining the session here.

YOUTH WORK & YOUTH POLICY IN WAR TIME IN UKRAINE

Since March 2022, the Council of Europe project “Youth for Democracy in Ukraine – Phase III”  accompanies youth policy and youth work under war conditions, the Project activities are implemented in close co-operation with the Ministry of Youth and Sports of Ukraine.

Trauma-informed approach: ensuring access to human rights in the context of displacement

24 trainers of the programme on trauma-informed approach strengthened their competencies in the educational autumn triptych “Training. Development. Community” from 4 to 6 November. Since September 2024 trainers, representatives of youth centres and organisations working with internally displaced persons and returnees have trained 256 social workers, youth workers, psychologists, representatives of civil society organisations.  This activity is part of the capacity-building programme “Trauma-informed approach in the context of access to human rights and essential services for internally displaced persons and persons, returning to Ukraine" launched by the Council of Europe projects "Facilitating access to human rights and essential services for internally displaced persons and returnees at the community level" and "Youth for Democracy in Ukraine: Phase III".

A new trauma-informed youth work programme was also presented at the international conference “Protecting the Human Rights of Displaced Persons: Current Challenges and Ways Forward” in Chișinău, Republic of Moldova (5-6 November 2024).

United in diversity: joint initiatives for national minority youth in Ukraine

From 11 to 14 November, young people from national minorities in Ukraine took part in the Forum for national minority youth “United in diversity” held in Kyiv. The Forum was initiated by the youth co-ordination group SCO “Council of National Minorities of Ukraine” and organised by the joint project of the Council of Europe and the European Union "Supporting the implementation of European standards on anti-discrimination and the rights of national minorities in Ukraine" in co-operation with the Council of Europe project “Youth for Democracy in Ukraine: Phase III”. 

Young people from national minorities in Ukraine explored the Council of Europe resources and developed the competencies on project management for joint youth initiatives for national minority youth.

Participatory youth policy in Ukraine: 21 programmes for 600 civil servants and local government officials

241 youth policy makers, educators, youth workers explored outcomes and opportunities of the training programme “Participatory Youth Policy” during its public presentation, which took place on 11 November in an online format.

In 2023 the Council of Europe, together with its partners, has developed the training programme and its training manual, improved competencies of 22 teachers from 11 regions of Ukraine at a training for trainers, prepared a series of videos of young people's participation practices and provided mentoring and expert support for the trainers team to implement the training programme at the regional and local levels. As a results of the public presentation, new co-operation activities were planned at reginal level to implement the training programme in 2025.

2636 young Ukrainians participated in youth work projects supported by the Council of Europe

A public presentation of the results of open youth work projects of Civil sociey organisations (CSOs) supported by the Council of Europe took place on 26 November.

The long-term capacity building programme of the Council of Europe and the Ministry of Youth and Sports of Ukraine for ten newly established CSOs working with young people “Access to Youth Work” has been implemented in 2023 -2024. The teams of ten CSOs from nine regions and Kyiv improved their skills to ensure high-quality financial and project management, as well as to ensure the participation of young people both in the decision-making process and in the implementation of activities with expert and grant support of the Council of Europe.

Over 300 youth workers and international partners gathered for the Forum in Kyiv from 28 November to 01 December 2024. Participants discussed on how the voices 

United by Light: All-Ukrainian Forum of Youth Work

of young people are heard, in particular in a context of war-time. During the Forum’s workshops and fair of opportunities, participants explored resources and opportunities of the Council of Europe Youth sector and discussed results of the research on needs and activities of youth workers in during the war and in the post-war period in Ukraine. The research and the resources were developed in the framework of the project “Youth for Democracy in Ukraine”, a part of the Council of Europe Action Plan for Ukraine.

Support of the Council of Europe in the field of youth is crucial for Ukraine


The meeting of the Steering Committee of the Council of Europe project “Youth for Democracy in Ukraine: Phase III” was held in Kyiv on 28 November 2024.

The participants discussed the current state of youth policy in Ukraine and the youth sector of the Council of Europe and its plans for 2025 and beyond.

Members of the Steering Committee underlined the positive effects of the third phase of the project and stressed the critical need to pursue it in 2025-2026 to facilitate the implementation of policies based on youth participatory approaches and to strengthen youth work taking into account the devastating effects of war on young people.

Council of Europe Youth Department presented democracy initiatives for Belarusian youth in meeting with Sviatlana Tsikhanouskaya

On the margins of the World Forum for Democracy, the Head of the Council of Europe Youth Department, Tobias Flessenkemper met with Sviatlana Tsikhanouskaya and presented to her the Department’s action on democracy for Belarus.

He introduced the Youth Department’s main events in 2025, which include a strategic workshop on Belarusian youth agenda for democracy and human rights in April, within Luxembourg presidency of the Committee of Ministers, and a capacity building programme for young Belarusian leaders and activists for democracy related to the December plenary session of the European Parliament.
