Adopted New Recommendation on Young People and Climate Action

The Committee of Ministers has adopted a groundbreaking recommendation aimed at addressing the challenges arising from the climate crisis that young people face. This first international instrument to address this issue highlights the need to protect young people's rights, involve them in climate decision-making processes, and fight all forms of discrimination, with a special focus on climate justice. 

The recommendation calls on governments to protect the civil, political, economic, social, and cultural rights of all young people, particularly environmental defenders, whose efforts to advocate for a sustainable environment can face significant barriers. It also emphasises the need to ensure meaningful youth participation in climate-related decision-making processes by establishing accessible consultation platforms and removing structural obstacles that limit young voices in shaping climate policies.

Joint Council on Youth 51st meeting in Strasbourg

The leading co-managed youth policy making body at European level, the Joint Council on Youth (CMJ), held its 51st meeting in the European Youth Centre Strasbourg on 21-23 October 2024.  The CMJ brings together representatives from the European Steering Committee for Youth (CDEJ) and the Advisory Council on Youth (CCJ) and establishes the youth sector's priorities, objectives and budgets.

The meeting reviewed as one of its priority issues a draft Council of Europe Reference Framework for a Youth Perspective as a follow-up to the Declaration of the 4th Summit of Heads of State and Government of the Council of Europe, which puts special emphasis on the continued work on integrating a youth perspective in the Organisation’s intergovernmental and other deliberations, including the Parliamentary Assembly.

Central European Initiative granted observer status
Central European Initiative granted observer status


The Central European Initiative (CEI) was granted an observer status with the European Steering Committee for Youth (CDEJ) and the Joint Council on Youth (CMJ); the CEI took part in the October statutory meetings for the first time in this new capacity.

Democracy in Action! 2025 Braga Youth Conference presented in Strasbourg

On 17 October 2024, the Braga European Youth Conference 2025: ’Young people in local and regional life: Democracy in Action!’ was launched by the Council of Europe youth department together with the Portuguese Permanent Representation.

High-level speakers underlined their commitment to youth participation, in line with the Reykjavik Declaration. Ambassador Gilberto Jerónimo, Permanent Representative of Portugal, recalled his country’s longstanding commitment in this respect. Léonard Ly Tri, member of the Advisory Council on Youth emphasized the urgency of the issue. Gertrud Maltz-Schwarzfischer, Lord Mayor of Regensburg, Germany, member of the Congress of Local and Regional Authorities, reiterated the Congress’ support to active youth participation in civic life. Ambassador Patrick Engelberg, Permanent Representative of Luxembourg, highlighted the priorities for the Luxembourg Presidency of the Committee of Ministers from November 2024 to May 2025, including the integration of a youth perspective. Finally, Tobias Flessenkemper, Head of the Council of Europe Youth Department, recalled how European unity can be built at local level by young people.

Lviv 2025 European Youth Capital, young activists discuss new initiatives in times of war

The Council of Europe Youth Department organised, from 10 to 15 October 2024, two seminars for 30 young activists in Lviv, Ukraine and Lublin, Poland, to discuss on how to best support Ukrainian youth in times of conflict. The study visit to Lviv (European Youth Capital 2025) gathered ten representatives of youth organisations from eight countries, who met with youth stakeholders, explored how to strengthen co-operation, international youth engagement, support, and solidarity with Ukraine. On 13 October, the group joined 20 other activists in Lublin (European Youth Capital 2023) and engaged in a 3 day training course on international youth co-operation in times of war.

These activities completement the European Youth Foundation’s special call in support of young people from Ukraine,  which in the past 2 years supported over 40 projects, engaged more than 3 700 young people and allocated  over 600 000 euros. As a follow-up, the Joint Council on Youth decided on 23 October to remove the obligation for co-funding for organisations applying for EYF international activity grants within this special call. Youth organisations can now apply for pilot activity grants to the European Youth Foundation for initiatives to be carried out in 2025. The following focus themes for pilot activity grants were approved by Joint Council on Youth within the youth sector priorities:
Human rights education with and by young people
This includes the possibility to apply to the EYF for a pilot activity grants for:
 
Peacebuilding, conflict transformation and intercultural dialogue
This includes the possibility to apply to the EYF for a pilot activity grants for:
  • initiatives that associate young people and their organisations with peacebuilding and intercultural dialogue
  • initiatives that emerge from flagship activities of the Council of Europe’s youth sector, such as the Youth Peace Camp
  • initiatives strengthening young people’s agency and capacities to prevent violence, transform conflict and to build a culture of peace and human rights.
 

Deadlines to apply: 1st December 2024, 1st February 2025, 15 May 2025, and 1st September 2025. Initiatives must start at least 3 months after the deadline

Remembering, resisting and rebuilding: Combating together antigypsyism for inclusive societies
7-11 OCTOBER 2024 - EUROPEAN YOUTH CENTRE STRASBOURG

Thirty-three young people from Youth Express Network (Y-E-N), Youth of European Nationalities (YEN) and ternYpe – International Roma youth network met for a 5-day study session “Remembering, resisting and rebuilding: Combating together antigypsyism for inclusive societies” that aimed to empower young Roma and non-Roma participants with knowledge, awareness and motivation to combat antigypsyism, promote inclusivity and take action as active citizens in their communities, with a particular focus on the 80th anniversary of Roma Genocide.

In addition to an intensive programme focused on stereotypes, prejudices and biases about and around Roma people, culture, history and heritage, participants discovered remembrance techniques and used CM/Rec(2023)4 on Roma youth participation, and the manuals Mirrors and Right to Remember to create action plans for local remembrance events. Moreover, they exchanged with Christian PFEIL, Roma Holocaust survivor which additionally empowered them to stand up against antigypsyism and discrimination through human rights education and intercultural learning.

Young people want a role in advancing ethical AI, bridging cultural divides, and addressing key global issues

The 8th Arab-European Youth Forum, co-organised by the Council of Europe and the League of Arab States, was held between 14 and 19 October 2024 at the International Youth City in Luxor, Egypt.

The forum – focussed on ‘Intercultural Dialogue in the Age of Artificial Intelligence’ – brought together youth leaders, activists, and stakeholders from Arab and European countries to engage in dialogue and to debate some of the most pressing issues affecting young people across the regions, including the climate crisis, the impact of stereotypes and prejudice on intercultural dialogue, and the importance of youth participation in decision-making processes.

Participants explored some of the key risks and opportunities associated with AI, considering its impact in the fields of education and employment, as well as the risks associated with misinformation, and the importance of media literacy.

The Luxor Declaration – a co-produced, youth-led call to action, captures the issues, concerns and aspirations expressed throughout the week.

Strengthening Resilience of Youth Spaces in Europe
9-13 OCTOBER 2024, EUROPEAN YOUTH CENTRE STRASBOURG

Thirty young people explored the topic “Strengthening resilience of youth spaces in Europe” during the study session organised with the World Organisation of the Scout Movement (WOSM).

The session increased participants’ capacities to engage in decision-making processes in an ever-changing working context for youth organisations around Europe. The group exchanged with Tobias FLESSENKEMPER, Head of the Youth Department, about Recommendation CM/Rec(2022)6 on protecting youth civil society, on policy standards that can be used to advocate for a more resilient and supportive environment for civil society organisations in Council of Europe member states.

Moreover, with Wouter ZILVERBERG, Member of the European Scout Committee and Board Member of the European Scout Foundation, they learned how to use new frameworks and tools to strengthen the organisational resilience of youth organisations including harnessing human and financial resources to construct resilience.

Exploratory visit of Magdeburg youth centre (EBJM), Germany

On 10-12 September 2024, the Quality Label exploratory visit took place in the European Youth Education Centre Magdeburg (EBJM), Germany to assess the centre’s eligibility for the Council of Europe Quality Label for Youth Centres. The aim of the visit was to introduce the work of the youth centre to Council of Europe representatives from an operational perspective and to provide deeper insight into its mission, educational philosophy and strategic priorities.

The Centre impressed the expert group as a key player in international and European youth work in Eastern Germany. At its 73rd meeting (21 October 2024) the CDEJ decided to award the Quality Label for an initial period of 3 years, 2025-2027 to the Magdeburge Youth Centre.

Exploratory visit of Magdeburg youth centre (EBJM), Germany
End-of-term visit of Wannsee forum youth centre in Berlin, Germany
On 25-27 September 2024, the Quality Label’s team of experts visited Wannsee Forum in Berlin, Germany to evaluate the fulfilment of the 15 quality criterial of the Quality Label for Youth Centres, which the centre has been holding since 2019.

The visit was the opportunity for the  team to meet with the leadership and staff of the youth centre, in addition to key stakeholders in the German youth field.

Following the visit, the Quality Label expert team proposed a recommendation to the European Steering Committee for Youth (CDEJ), that made its final decision at its 73rd meeting on 21 October 2024, to prolong the label for Wannsee Forum.

This week, 25 young people gathered in the European Youth Centre Strasbourg for the study session “Youth Democracy Academy for young policy-makers” organised by the DYPALL Network in cooperation with the Youth Department of the Council of Europe.

The study session aims to share good practices to inspire young policy-makers and empower members of local youth councils with skills to revitalise democracy and educate peers on democratic engagement and participation.

The Lithuanian Centre of Human Rights, in partnership with the Human Rights Film Festival "Inconvenient Films," presented the Lithuanian edition of Compass: Manual for Human Rights Education with Young People in Vilnius on 24 October 2024, within the programme of the Presidency of Lithuania of Committee of Ministers of the Council of Europe.

6th annual Youth Work Conference in Hungary

On 2-3 October 2024, the European Youth Centre Budapest and GYIÖT (Local Government Association for Children and Youth, Hungary) jointly organised the 6th annual ‘Youth Work Conference: How to Work Locally?’ event.

During the two-day event, participants discussed on youth work in municipalities and explored the youth work profession at national and European level.

GYIÖT has been involved in youth work at local, national and international level for more than 25 years. The focus of their activities aims to develop and raise the visibility of the youth worker profession in Hungary. They typically work on a day-to-day basis using non-formal learning methods and a wide range of professional programmes.

7-11 OCTOBER 2024 - EUROPEAN YOUTH CENTRE BUDAPEST

A group of 40 young people from Asia and Europe gathered for the Training Seminar: “Youth, Digitalisation, and Intercultural Dialogue”, organised by the Asia -Europe Foundation (ASEF) and the Youth Department of the Council of Europe; it is part of the ASEF Young Leaders Summit (ASEFYLS), ran by ASEF.

Participants from different parts of Asia and Europe explored key concepts of Society 5.0, including technological advancements like artificial intelligence, while examining their societal and ethical implications. The training aimed to develop essential competencies for meaningful participation in this evolving landscape, with a focus on leadership and intercultural skills.

Participants discussed how to apply their learnings within their youth communities, featuring, among others, contributions from Enikő Varga-Végvári (Youth Department, Ministry of Culture and Innovation of Hungary), Péter Simon (National Youth Council of Hungary), and Bendegúz Dibusz (National Union of Students in Hungary).

Transforming Social Work with the Power of Youth Work
14-18 OCTOBER 2024 - EUROPEAN YOUTH CENTRE BUDAPEST

Forty youth and social workers gathered for the study session “Transforming Social Work with the Power of Youth Work”, organised by the FEANTSA youth network together with the Youth Department of the Council of Europe.

The study session helped participants to adopt a youth work-informed approach in their work supporting homeless young people. Participants looked at key youth work principles, human and social rights, and explored solutions to the challenges faced by homeless youth. The group mapped out existing practices of social work with youth, assessed their effectiveness, and discussed adjustments needed to make their organisations more youth work-informed.

Participants experienced a youth work programme with outdoor activities, facilitated by Élményakadémia Közhasznú Egyesület, a Budapest-based organisation specialising in experiential education with marginalised young people.

The International Institute for Human Rights and Peace (2IDHP) organised an innovative training session for trainers and multipliers in the field of human rights education, based on a programme using approaches derived from Compass.

This activity was organised in co-operation with the Council of Europe's Youth Department as part of the Youth Revitalising Democracy project. Amnesty International France, the Commission nationale consultative des droits de l'homme (CNCDH) and the Ministry for Youth Affairs also contributed as partners.

The manual Education pack-All different All equal was originally produced in 1995 for the European youth campaign against racism, antisemitism, xenophobia and intolerance. It has been updated and extended to reflect the kaleidoscope of racial discrimination in Europe today and the mutations of racist discourses and ideologies. This new version contains basic information and hands-on non-formal education methodologies for supporting young people in learning about and addressing prejudice and its impact on people and societies.

YOUTH WORK & YOUTH POLICY IN WAR TIME IN UKRAINE

Since March 2022, the Council of Europe project “Youth for Democracy in Ukraine – Phase III”  accompanies youth policy and youth work under war conditions, the Project activities are implemented in close co-operation with the Ministry of Youth and Sports of Ukraine.

From July to October 2024 the Ukrainian Youth Foundation is enhancing its procedures in line with the Council of Europe standards and principles in order to ensure youth participation both in the decision-making process and implementation of activities within a Council of Europe grant.

As part of this effort, Ukrainian Youth Foundation organised a series of discussions with active young people, as well as representatives of civil society organisations, educational establishments, youth councils, youth centres in Ivano-Frankivsk, Lviv, and Kyiv. Participants evaluated the strengths and weaknesses of existing supporting mechanisms of the UYF, proposed and explored ways to improve procedures and approaches to ensure meaningful youth participation, and to increase the transparency, efficiency, and accessibility of youth support programmes of the UYF.

Needs of Youth Centres and Youth Spaces of Ukraine in Time of War

The Result of a Research on the Needs and State of Activity of Youth Centres and Spaces of Ukraine of Various Forms of Ownership at the Local and Regional Levels  reveals remarkable adaptation of youth centres and youth spaces to wartime conditions in 2023.

Compared to 2022, there has been an increase in the number of youth centres and youth spaces in Ukraine offering cultural events, personal development activities, youth initiative support, and psychological services. Financial support, technical equipment, and staff training remain key areas of necessary support.

Regional Seminar: Advocating for youth work in Eastern and South-East Europe


The Youth Partnership held a regional seminar on youth work advocacy in Eastern and South-East Europe in Skopje, North Macedonia, on 29-30 October 2024. The event brought together key stakeholders to share experiences, discuss new research, and find ways to improve youth work in the region. One of the highlights was the presentation of the study: Youth Brain Drain from the Western Balkans, the Eastern Partnership, and Türkiye. The seminar also set the stage for future initiatives, paving the way for discussions leading up to the 4th European Youth Work Convention.

Improving Opportunities for Rural Youth - Launch of a survey

Young people in rural or remote areas continue to face challenges in accessing education, employment, and youth services, often compounded by digital and gender divides. In response, the Youth Partnership is currently conducting a study to explore how rural youth (aged 18-30) access opportunities (education, employment, participation, access to social and cultural service). This work builds on previous research and aims to provide policy makers with practical guidance for improving conditions for rural youth.

The EYC was pleased to receive again this year the Fritt Ord youth competition laureates for a visit organised in cooperation with the Permanent Representation of Norway to the Council of Europe.

The Fritt Ord Prize is granted by the Fritt Ord Foundation, a private non-profit foundation that is intended to protect and promote freedom of expression, public debate, art and culture. The Fritt Ord Youth Competition for upper secondary school is an annual competition that invites pupils to submit entries about freedom of expression and democracy. This year laureates produced a video and a text contribution on the issue of social media addiction.

Exchange on co-operation within the European Democracy Week in Kristiansand


The representatives of the Kristiansand municipality and the Norwegian Association of Local and Regional Authorities have paid a visit to the European Youth Centre Strasbourg. They discussed with representatives of the Council of Europe Youth Department about potential future co-operation around the European Democracy Week to take place in Kristiansand, Norway in 2025.

The sixth edition of the European Conference on Democracy and Human Rights will take place on 5 May 2025 in Kristiansand. The Council of Europe is a traditional partner. For 2025, the organisers together with the Youth Department are exploring possibilities to strengthen youth participation in the European Conference and the Democracy Week and connect with developments with other key European events and developments foreseen in 2025.

Journalists from Luxembourg visited the European Youth Centre in Strasbourg

In light of the forthcoming presidency of Luxembourg of the Committee of Ministers of the Council of Europe, a study visit for a group of journalists from Luxembourg was organised during the plenary session of the Council of Europe Parliamentary Assembly. Within the study visit, four journalists coming from three media outlets (Le Quotidien, Tageblatt and RTL Lëtzebuerg) visited the European Youth Centre in Strasbourg.

They had an exchange on youth policy and youth priorities of the Council of Europe with the Head of the Youth Department, Tobias Flessenkemper. The principle of co-management was discussed, as well as the role of the European Youth Centre, organisation of training courses and seminars and the importance of Quality Label centres. 

As it was highlighted, the youth will be one of the priorities under the Luxembourg presidency (November 2024 – May 2025).

Exchange on youth policy priorities with the UNFPA representative

The United Nations Population Fund’s (UNFPA) Regional Director for Eastern Europe and Central Asia, Florence Bauer, visited today the European Youth Centre in Strasbourg for an exchange with the Head of the Youth Department of the Council of Europe, Tobias Flessenkemper.

During their discussion, both highlighted the shared commitment of their organisations to promoting youth participation and shaping youth policy. The Council of Europe has a history of collaboration with various UN agencies, particularly those focusing on youth participation and democracy. It also works actively to create spaces for youth involvement, support human rights education, and address issue of shrinking civic spaces across Europe.

Representatives of both organisations reaffirmed their dedication to creating opportunities for youth involvement and ensuring young people have access to their rights.
