Visit of the President of Montenegro in the European Youth Centre Strasbourg – supporting participation and empowerment of young people

On the occasion of his visit to Strasbourg to address the Parliamentary Assembly, H.E. Mr Jakov MILATOVIĆ, President of Montenegro, visited the European Youth Centre Strasbourg (EYCS) where he was welcomed by Marie Farigoules, Executive Director of the EYCS and Tobias Flessenkemper, Head of the Youth Department of the Council of Europe.

After visiting the EYCS' premises, the President had a dynamic exchange with trainers and activists participating in a training on Counter-Narratives to hate speech.

The President underlined the importance of unique safe spaces provided by the European Youth centres to promote human rights and emphasised his commitment, as a young President, to establish partnerships with the Youth sector of the Council of Europe in view of implementing concrete initiatives to defend the rights of all young people in Montenegro and ensure a more inclusive, hate-free society, where all vulnerable groups feel protected.

The Ambassador of Finland, Sini Paukkunen-Mykkänen visited the European Youth Centre with Tobias Flessenkemper, Head of the Youth Department and Marie Farigoules, Executive director of the EYCS.

The visit was the occasion to exchange on areas of future co-operation to strengthen the youth perspective, as well as on the opportunities provided by the European Youth Foundation (EYF) and the Council of Europe Quality Label for Youth Centres with Gordana Berjan, Head of the EYF.

On 29 January 2024 Tobias Flessenkemper, Head of the Youth Department, and Clementina Barbaro, Head of the Youth Policy Division, met in Strasbourg with Mr Hyunsoo Choi, research fellow in the Social Security Policy Department of the Korea Institute for Health and Social Affairs, a national research institute affiliated with the Prime Minister's Office of South Korea. 

Mr Choi is a a member of the policy service area of the Digital Platform Government Committee, an advisory committee to the President of Korea. His major is social policy, but  he has been conducting research projects in the field of building and using big data and digital platforms for major policy domain in Korea for the past 15 years.

Empowering Roma youth: Mapping the path to inclusive participation

On 24-25 January 2024, a consultative meeting Realising the potential of Roma Youth participation held at the European Youth Centre Strasbourg brought together representatives of Roma youth organisations and networks, national youth councils, and experts with an aim to create a "roadmap" for implementing the Recommendation CM/Rec(2023)4 on Roma Youth Participation.

Rui Gomes, Head of the Education and Training Division, presented the state of affairs of Roma youth participation in the Youth Department and emphasised the urgency of supporting member states to address systematic discrimination faced by Roma youthNicolae Rădiţa, Rapporteur on Children and Young People's Rights in the Steering Committee on Antidiscrimination, Diversity and Inclusion (CD-ADI), explained ongoing intergovernmental efforts to promote equality and build inclusive societies highlighting the youth perspective.

Representatives of the Roma and Travellers Team discussed progress in implementing the Strategic Action Plan on Roma and Traveller Inclusion (2020-2025) and announced an upcoming Recommendation on equality for Roma and Traveller women and girls.

Visit of the Quality Label Expert Team to Spain

On 18-19 December 2023, the end of term visit of the Council of Europe Quality Label for Youth Centre was organised at CEULAJ (Centro Eurolatinamericano de Juventud) in Mollina, Spain.

The purpose of the visit was to evaluate the fulfilment of the 15 quality criteria of the Quality Label which CEULAJ has been holding since 2016. This was the second evaluation visit of the Council of Europe expert team to the centre, having been postponed in 2021 due to the global pandemic.

The team of Quality Label experts was welcomed by Carlos Carretero Utrilla, Director of CEULAJ and Cristina Ruiz Gallardo, Coordinator of Educational Staff. They were presented with recent initiatives and programmes of the centre, as well as the improvements made to the facilities and educational spaces. The expert team exchanged views with the new Secretary General of the Youth Institute of Spain (INJUVE), Margarita Guerrero Calderon and her team, and other stakeholders of CEULAJ such as Jorge Saez Martinez, representing KAEBNAI.

Non-formal Education Essentials – Supporting youth organisations to carry our quality intercultural activities

In order to support youth organisations in implementing their intercultural activities in cooperation with the Council of Europe, the Youth Department organised a Training Course on Essentials of Non-formal Education from 29 January to 3 February 2024.

The training course, organised in the European Youth Centre Budapest, brought together facilitators, youth leaders, and team members involved in study sessions at the European Youth Centres or international activities supported by the European Youth Foundation.

Throughout the course, participants improve their knowledge of, and competencies in non-formal education practices while gaining familiarity with the educational resources and standards of the Council of Europe applicable to youth organisations.

EYF supported project in the spotlight: equipping rural youth with democratic citizenship competences, by NGO La Bardal in Spain
EYF supported project in the spotlight: equipping rural youth with democratic citizenship competences, by NGO La Bardal in Spain

This local project which focused on increasing youth participation in decision-making processes was carried out in the Cantabria region of Spain with the aim to empower young people to organise local campaigns on the protection of the environment.

The main action was a 5-day training course with 25 young people from rural areas, learning about democratic participation and diverse civic participation actions, resulting in a demonstration in the capital of Cantabria region where 80 youngsters and adults were mobilised to advocate for better policies in rural areas.

This was a true example of revitalising democracy in rural areas, connecting rural youth with the institutions.  “Through the projects we have been running, our organisation has been gaining increasingly more experience in participatory processes, as well as in promoting participatory democracy among rural youth. We are proud to see that rural youth are no strangers to their needs and that, when given the opportunity to participate through a non-formal structure, participants are very responsive”, commented the project coordinator.

This project was supported by the European Youth Foundation through a pilot activity grant.

Support for young people from Ukraine: EYF special call for 2024 youth organisations’ projects

On 18 January 2024, the youth sector of the Council of Europe organised a civil society event to connect youth organisations from Ukraine and those in other member states, discussing the needs and aspirations of young people in Ukraine, nearly two years after the Russian aggression.

The meeting was organised by the Advisory Council on Youth, one of the decision-making bodies in the youth sector of the Council of Europe comprising 30 youth representatives from youth organisations across Europe. Over the past two years the Council of Europe has provided 380,000 euros to 26 youth projects. Most of the projects (17) have been proposed by youth organisations from Ukraine and some (9) by youth organisations from other member states, working with young people who fled Ukraine. This is an unprecedented level of support for specific youth initiatives.

The meeting served also to announce that the EYF special call for projects to support youth from Ukraine continues in 2024, now with enhanced support for international activities and exchanges among young people from Ukraine and other member states, to ensure solidarity and international co-operation.

YOUTH WORK & YOUTH POLICY IN WAR TIME IN UKRAINE

Since March 2022, the Council of Europe project “Youth for Democracy in Ukraine – Phase III”  accompanies youth policy and youth work under war conditions, the Project activities are implemented in close co-operation with the Ministry of Youth and Sports of Ukraine.

In order to implement the educational and practical programme “Participatory Youth Policy” the Project  developed a training manual on the Model general short-term programme for civil servants and local self-government officials, approved by the National Agency on Civil Service in September 2023.

The Programme aims to increase the level of professional competences to ensure youth participation in the formation and implementation of youth policy taking into account the standards and approaches of the Council of Europe.

Youth participation in action: experience of local partners of the Council of Europe

In co-operation with the Ministry of Youth and Sports of Ukraine and the Ukrainian Association of Youth Councils the Project filmed a series of videos to visualize practices of young people’s participation and the activities of the Council of Europe in Ukraine to strengthen youth participation in Kurne community (Zhytomyr region), in Novoukrainka community (Kirovohrad region), in Nizhyn community (Chernihiv region), by the Ministry of Youth and Sports of Ukraine and the Council of Europe Office in Ukraine.

Youth policy realities in Ukraine at the expert seminar in Belgium

On 21-23 January 2024, the Expert seminar on European and international policy agendas on children, youth affairs and children's rights took place in Leuven (Belgium). The EU Belgium Presidency organised this seminar to create a space for experts and policymakers to contribute to the improved alignment of policy agendas within the European Union, the Council of Europe and the United Nations.

The representative of the Council of Europe Office project “Youth for Democracy in Ukraine: Phase III” contributed to the seminar and discussions, reflected on the seminar’s conclusions made by the rapporteur at the third day of the event. The work of the Council of Europe in Ukraine in time of the military aggression of the Russian Federation against Ukraine, notably in the field of youth, was presented.

Recognition of youth work in wartime: an analysis of the state of formal education in Ukraine


In September–December 2023, the Council of Europe Project “Youth for Democracy in Ukraine: Phase III” in co-operation with the Ministry of Youth and Sports of Ukraine, and the State Institution “All-Ukrainian Youth Centre” analysed the educational practices of higher education institutions of Ukraine in the field of youth work based on the approaches, educational resources and standards of the Council of Europe.

The mapping characterises the provision of training of youth workers in higher education institutions of Ukraine, analyses 214 educational programmes and curricula, identifies achievements, obstacles, difficulties, needs and possible areas of support for the formal education system in Ukraine in the field of youth work. Forty-four representatives of twenty-three higher education institutions reflected and presented personal experience and professional practices.

European Youth Information Quality Label 2024 - open call for applications
European Youth Information Quality Label 2024 - open call for applications


The European Youth Information Quality Label was developed in the framework of the Partnership Agreement between the Council of Europe and the European Youth Information and Counselling Agency – ERYICA, to assist young people in finding quality information, in accordance with the European Youth Information Charter.

The Quality Label has been designed together with young people and is linked to a series of quality assessment standards, mechanisms and tools. It's available for public or private non-profit organisations providing youth information services in the Council of Europe member states.

ERYICA is launching its next call for applications for the Quality Label 2024, the deadline for submitting candidacies is 2 April 2024.

Applicants must become signatories of the European Youth Information Charter and fulfil at least 70% of the criteria. Once awarded, the coordinating structures are qualified to label the youth information services within their network. The Label is awarded for 3 years, after which a review takes place.

New Grant Agreement signed with ERYICA
New Grant Agreement signed with ERYICA

A new Grant Agreement for 2024 was signed between the Youth Department and the European Youth Information and Counselling Agency (ERYICA) in the framework of their Partnership Agreement.


This year’s work programme will consist of webinars on most acute themes in the field of youth information and counselling, of an online training JIMMY – Youth Information Mediator, of a seminar on mental health literacy in youth information work (10-11 September 2024 paired with YiMinds project funded by Erasmus+), of European Youth Information Quality Label work and of promotion of CoE/ERYCA partnership resources.

ERYICA will also promote information about the Council of Europe and its 75th anniversary, democracy and peace, and climate change in the activities planned.
