The 2023 edition of the European University on youth policies took place in Riga, Latvia

The European University on youth policies (known also as the «Summer University») took place in Riga, Latvia, on 28-30 June 2023 in the framework of the current Latvian Presidency of the Committee of Ministers of the Council of Europe. The University is part of the Council of Europe’s package of youth policy development measures and aims to familiarise participants with the values, objectives, programmes and structures of the Council of Europe and its Youth Department. This year’s edition was hosted by the Ministry of Education and Science of the Republic of Latvia.

The 32 participants, including local hosts and secretariat, from 15 member states, amongst which were representatives of the European Steering Committee for Youth and their colleagues from ministries responsible for youth affairs, of the Advisory Council on Youth and of partner organisations, were welcomed by Kārlis Strautiņš, Parliamentary Secretary, Ministry of Education and Science of Latvia. The participants also had an exchange with Agnese Vilde, Director of Department for international organisations and human rights, MFA of Latvia, focusing on the Follow-up to the Fourth Summit of Heads of State and Government of the Council of Europe.

The Youth Peace Camp took place from 4 to 11 July 2023 and supported young people and youth organisations active in conflict transformation and peacebuilding by sharing educational resources, capacity-building networking possibilities to enhance young people’s role in peace and security processes.

Throughout the camp, the young people lived and learned together and especially, to engage in dialogue with other young people affected by conflict. This experience will motivate them in their role as multipliers and peer leaders in peacebuilding and conflict transformation activities with young people in their communities based on human rights education and conflict transformation.

CALL FOR APPLICATIONS - Activities in co-operation with European Youth Centres in 2024 (2nd semester)
The Youth Department of the Council of Europe invites non-governmental youth organisations, networks and other non-governmental structures to submit applications for activities to be held in co-operation with the European Youth Centres in Strasbourg and Budapest.

Typically, these activities take the form of study sessions or special projects lasting between 5 and 6 days. The call concerns activities to be held between 1 July and 31 December 2024. The deadline for submitting applications is 15 October 2023.

The programme of activities for 2024 will be run according to the following priorities and programme orientations:
  • Revitalising pluralistic democracy
  • Young people's access to rights
  • Living together in peaceful and inclusive societies
  • Youth work

EYF deadline on 1 October 2023 to support the operations and projects of international youth organisations

The European Youth Foundation (EYF) is the key instrument of the youth sector of the Council of Europe for the support of international youth civil society. Every year, the EYF provides funds to one-off international activities and annual work plans of international youth organisations and networks. In 2023, 20 one-off international activities and 13 annual work plans were awarded by the EYF.

On 1 October 2023, the EYF will have a deadline for submitting international one-off activities and annual work plans applications for projects to be implemented in 2024. On the same date, the Foundation will also have its deadline for structural grants for international youth organisations and networks for the period 2024-2025. To respond to the increased cost and inflation, the EYF recently increased the maximum amounts for all international grants.

The EYF will also organise information sessions for youth organisations online, on 7 and 8 September, and in person in Brussels on 11 and 12 September. To register, check here.

YOUTH WORK AND YOUTH POLICY IN WAR TIME IN UKRAINE

Since March 2023, the Council of Europe project “Youth for Democracy in Ukraine – Phase III”  accompanies youth policy and youth work under war conditions, the project activities are implemented in close co-operation with the Ministry of Youth and Sport of Ukraine.

Participatory youth policy: needs and challenges

Forty youth workers and policy makers, representatives of international organisations in Ukraine discussed the needs and challenges in the field of participatory youth policy. Ahead of the Youth Day, the Council of Europe project “Youth for Democracy in Ukraine: Phase III” in co-operation with the Ministry of Youth and Sports of Ukraine, the National Agency of Ukraine for Civil Service and the Ukrainian Association of Youth Councils organised a public presentation and discussion on the research results on needs and state of activity of local, regional and national authorities responsible for youth policy and of youth councils. These are the basis for the development of the training programme, which will include a training of trainers and mentoring support for trained local experts to implement the training programme in 2024 in different regions of Ukraine.

Exploring the role of youth work in the human rights context and trauma awareness

From 26 to 28 July and from 8 to 10 August forty-three youth workers, youth policy makers and young activists took part in two 3-day training seminars on trauma informed youth work.

The course is launched as a training course “Trauma Informed Youth Work” of the State Programme “Youth Worker” and based on the manual on trauma informed youth work, published by the project.

The idea of the course arose during the implementation of the programme “Trauma Informed Youth Work” within the framework of the Council of Europe projects “Youth for Democracy in Ukraine: Phase II” and “Internal Displacement in Ukraine: Developing Durable Solutions. Phase II” in 2022.

Social cohesion and barrier-free environment in the youth sector

From 14 to 18 August 2023, fourteen youth workers, youth policy makers and young activists took part in a 5-day training seminar on social cohesion and on how to remove barriers to ensure young people’s contribution to, and participation in social cohesion. The course is based on the manual on social cohesion in the youth field, published by the project, and is the second out of three training seminars on social cohesion in 2023.

Visit of the Quality Label Expert Team to Slovenia, Serbia and Romania

Between 31 July – 4 August, 2023, members of the Quality Label Expert Team paid end of term evaluation visits to the Quality Label accredited youth centres in Brezice (Slovenia), Sremski Karlovci (Serbia) and Timisoara (Romania).

The visits assessed the progress and improvements that have been made at these youth centres based on previous monitoring visits and in line with the 15 quality criteria of the Quality Label (pages 10-19). These evaluations also provided an opportunity for the experts to meet the local educational staff, the centres’ leaderships, local authorities and relevant youth stakeholders.

During the three visits, the expert team assessed the progress that has been made at each of these centres regarding the facilities, the youth and educational activities that are offered and development plans in the future. 

Based on the expert team’s recommendations, all three centres will be put forward to the European Steering Committee for Youth (CDEJ) to prolong the Quality Label for the Brežice Youth Centre, the Ekocentar Radulovacki and the FITT Timisoara Youth House respectively, with the final decision to be taken at the next CDEJ meeting on 23 October 2023.

Ukraine: consolidating human rights education in youth work with Compass
EUROPEAN YOUTH CENTRE BUDAPEST - 28-29 AUGUST 2023


The Council of Europe and the Ministry of Youth and Sport of Ukraine held the final stage of the Compass long-term training course for youth trainers in human rights education with young people in Ukraine (LTTC).

The gathering brought together trainers who initiated the Compass LTTC in 2019 at a seminar in Irpin and whose training path was interrupted fist by the Covid pandemic and later by the armed aggression of the Russian Federation against Ukraine. In this evaluation and consolidation seminar, the participants completed their learning process by sharing their experiences and projects with young people across Ukraine and elsewhere in Europe. In addition to the evaluation and consolidation of the course, the participants will be better prepared to support youth policy and youth work based on human rights approach with young people in Ukraine.

The programme offers networking opportunities for the trainers and follow-up activities involving stakeholders such as the Council of Europe Youth Department, the Ministry of Youth and Sport of Ukraine, and the project Youth for Democracy in Ukraine: Phase II.

International Youth Day - Green Skills
The Advisory Council on Youth celebrates young people involved with environmental and climate issues

''On International Youth Day, which this year is dedicated to green skills for youth, we celebrate all the young people who are actively involved with environmental and climate issues.

We welcome the Council of Europe youth sector’s work on young people and climate action, and urge the Committee of Ministers to adopt the recommendations currently being drafted to protect youth climate activists’ rights.

We also welcome the Reykjavik Declaration in which the Heads of State and Government of the Council of Europe member states underline the urgency of taking action to protect the environment, as a clean, healthy and sustainable environment is integral to the full enjoyment of human rights by present and future generations.''

Compass National Training Course in Ukraine
Compass National Training Course in Ukraine

Youth workers and teachers from all regions of Ukraine took part in the training course “Using Compass in formal and non-formal education” from 20 to 24 July 2023 in Slavsko, Lviv Oblast, Ukraine.

The activity is an integral part of the Youth for Democracy programme of the Council of Europe (Human Rights Education Youth Programme) It was organised by the Donetsk Youth Debate Centre in partnership with the Centre for Educational Initiatives, and in cooperation with the European Wergeland Centre. The Ministry of Youth and Sports of Ukraine and the Ministry of Education and Science of Ukraine were also partners in the course.

During the training course, 30 practitioners gained the necessary competences to conduct education for democratic citizenship and human rights education activities (EDC/HRE) in their communities in formal, non-formal and informal educational settings based on the Compass approaches.

The training course particularly emphasised the cooperation between various stakeholders in Ukraien aiming at making citizenship and human rights education available to young people in schools, youth centres, or open spaces, running activities led by civil society.

Study Session “Youth Work for All: Defining Social Inclusion from Policy to Reality”


The Youth Department in cooperation with the Youth Express Network (YEN) and the European Confederation of Youth Clubs (ECYC) organised a study session titled "Youth Work for All: Defining Social Inclusion from Policy to Reality”. The session aimed to develop a deeper understanding of social inclusion and for the participants to be able to advocate for social inclusion in youth work in their own context.

24 young people, members of YEN or ECYC, explored social inclusion in youth work and how to use advocacy to promote social inclusion in their work as youth support professionals. Throughout the study session, participants learnt about social rights and the Council of Europe Enter! recommendation

Rural Human Rights Camp in Ukraine
Rural Human Rights Camp in Ukraine
Stina, Vinnytsia Oblast, 31 July to 4 August 2023


The Camp was an activity of the Compass national training courses on Human Rights Education, and took place at the Eco-centre Stina, Vinnytsia Oblast. The activity was implemented by the Development centre Pangeya Ultima in partnership with the Council of Europe Youth Department within the Youth for Democracy programme.

The training course brought together 20 youth activists from rural areas all over Ukraine to improve their competences in human rights education and its application in war and post-war contexts at the local level. The activity highlighted the necessity of preventing discrimination and intolerance against internally displaced people and refugees while fostering understanding of the causes and experiences of those who are forced to migrate to other communities or countries. The training programme was built using non-formal education methods and approaches from the Compass manual.

The Council of Europe project “Youth for Democracy in Ukraine: Phase III” provided expert and resource support for these activities.

EYF-supported project in the spotlight: Decolonising the international voluntary service
EYF-supported project in the spotlight: Decolonising the international voluntary service

The Coordinating Committee for International Voluntary Service (CCIVS) works on the development and coordination of voluntary service worldwide. CCIVS is running a multi-year project to develop strategies to decolonise the international voluntary service (IVS). The project seeks to build a new framework for decolonial thinking in international voluntary service organisations and to reflect on diversity, equality and environmental sustainability. As part of this project, 18 activists met in July 2023 to seek ways of implementing changes in their organisations and activities. During a week, participants got a deeper understanding of the challenges of decolonisation. As a result, participants will continue their advocacy work and social media campaigns and develop a curriculum for training new volunteers.
