ENSURING PARTICIPATION OF YOUNG PEOPLE IN CLIMATE DISCUSSIONS AND DECISION MAKING

On the occasion of her visit to Strasbourg to address the Parliamentary Assembly, Nataša Pirc Musar, President of the Republic of Slovenia, visited the European Youth Centre Strasbourg. After visiting the Centre's premises, the President participated in a dynamic discussion focused on the involvement of young people in climate action.

Matjaž Gruden, Director of Democratic Participation, initiated the discussion by presenting the significance of youth participation in the Reykjavik Summit and its impact on Council of Europe's work on the environment. Clément Dolisi from Solidarity Water presented the ##WaterGeneration youth strategy. Eoghan Kelly from the Biodiversity division emphasised the significance of the Bern Convention, while Lana Čop from the youth policy division outlined the active involvement of young people in the collaborative drafting process of the CM recommendation on youth and climate action in the framework of the co-management system of the youth sector.

The President underlined the role that young people play in climate action and emphasised the responsibility of decision-makers to support young people and provide them with opportunities to meaningfully participate in climate discussions and decision-making processes. The President also highlighted the interconnection of climate justice and democracy, as climate justice relies on democratic values.

YOUTH WORK AND YOUTH POLICY IN WAR TIME IN UKRAINE

Since March 2023, the Council of Europe project “Youth for Democracy in Ukraine – Phase III”  accompanies youth policy and youth work under war conditions, the project activities are implemented in close co-operation with the Ministry of Youth and Sport of Ukraine.

Following a request from the Ukrainian delegation during the 14th European Platform of Youth Centres (Strasbourg, 9-10 May 2023), the project launched a new webpage for youth workers and staff of youth centres in Ukraine to explore the practices and approaches of labelled youth centres, to share peer-to-peer co-operation activities and results.

The Project, jointly with the European Youth Foundation organised an information session about the special call to support young people from Ukraine on 7 June 2023 in Ukrainian and English. During the  session, representatives of organisations supported by the European Youth Foundation presented their experiences and projects.

Social cohesion and barrier-free environment in the youth sector

From 26 to 30 June 2023, 25 youth workers, youth policy makers and young activists took part in a 5-day training seminar on social cohesion and on how to remove barriers to ensure young people’s contribution to, and participation in social cohesion. The course is based on the manual on social cohesion in the youth field, published by the project, and is one of three training seminars on social cohesion in 2023.

The Networking Week (26-30 June 2023) meant to expand partner networks of youth centres and youth organisations active in making psychological support available to young people.

The idea emerged during the implementation of the programme "Trauma Informed Youth Work" within the framework of the project.

A long-term training programme for civil servants and local self-government officiels on ''Participatory Youth Policy'' is being developed by various stakeholders in Ukraine, including the Ministry of Youth and Sports, the National Agency of Ukraine on Civil Service, the Ukrainian Association of Youth Councils and the project team. ernment officials “Participatory Youth Policy”.

On 23 June, a team of researchers presented the preliminary results of needs and state of activity of local, regional and national authorities responsible for youth policy. These are the basis for the development of the training programme, which will include a training of trainers and mentoring support for trained local experts to implement the training programme in 2024 in different regions of Ukraine.

Empowering Young Activists for Democracy

In the framework of the project Youth revitalising democracy, the Youth Department of the Council of Europe organised a training course for 32 young activists with the aim to develop their competences in standards for democracy, human rights and youth mobilisation and involvement.

The course was complemented by e-learning activities during the month of June. The group of activists will further be involved in the project in advocacy and campaigning actions at European level, such as the Action Month for Democracy and the Action Week for Human Rights. Participants are also implementing follow-up actions on revitalising democracy in the local contexts, including capacity building activities, advocacy and awareness raising campaigns, media projects.

A diverse and successful participation of the Youth Department in the 2023 European Youth Event!

The Council of Europe's Youth Department, in partnership with the European Parliament, organised several activities within the European Youth Event (EYE) on Friday 9 and Saturday 10 June 2023.

A Living Library with a very diverse collection of new books including Roma women, members of the LGBTI+ community, a journalist, ex-neonazis, a French Muslim politician, a human rights activist from Angola, Policemen, and many more ! More than 300 readers had a unique opportunity to challenge their stereotypes during eye-opening conversations with our human books.

The European Youth Foundation (EYF) organised a panel to promote funding opportunities for youth organisations, the co-management system and the importance of supporting youth civil society, with the participation of Pia Šlogar, Vice-chair of the Programming Committee on Youth and Rareș Voicu, European Youth Forum.

The Partnership between the European Commission and the Council of Europe in the field of youth hosted a workshop Greening the youth sector: check your sustainability, based on its Sustainability checklist. The checklist, developed in cooperation with the Joint Council on Youth, provides concrete steps on how to be more sustainable during the planning and implementation of youth activities, including sustainable teamwork, green transport, buying fairtrade and reducing your digital footprint.

Digital Literacy and Hate Speech in the Age of AI
The study session Developing Digital Literacy and Responding to Hate Speech in the Age of AI was co-organised within the Youth for Democracy programme in cooperation with the No Hate Speech Network (NHSN) and held at the European Youth Centre Budapest from 12 to 16 June 2023.

It brought together 30 determined youth workers and activists from diverse backgrounds. They delved into the world of artificial intelligence (AI), algorithmic decision-making, and the far-reaching impacts of these technologies on aspects of equality and non-discrimination. They analysed and reflected on the challenges and opportunities these technologies present, especially in the context of youth activism and the escalating concern of hate speech in digital spaces. With Kristian Bartholin from the Committee on Artificial Intelligence (CAI) of the Council of Europe, participants looked at AI regulation from the perspective of human rights.

Following the study session, participants are better equipped to raise awareness about AI and its ramifications and contribute to the development and modification of AI policies. The programme empowered participants to initiate conversations and promote digital literacy at a broader scale, fostering a more informed and responsible digital society free of hate.

EUROPEAN YOUTH CENTRE BUDAPEST, 21-22 JUNE 2023

The consultative meeting on education about digital citizenship focused on integrating and addressing digital citizenship within the Youth for Democracy programme of the Council of Europe, with a particular emphasis on non-formal education, youth work, human rights education, and youth participation.

The 20 experts and practitioners in digital citizenship matters, including youth work and human rights education practitioners, made proposals on how to consistently integrate and address digital citizenship within the Youth for Democracy programme for the period of 2024-2027, especially in connection with project Youth revitalising democracy.

The roadmap built on the proposals will be shared with the members of the statutory bodies of the Youth Department in the upcoming meeting of the Joint Council on Youth in October 2023.

A new Compass in Serbian language


The new Serbian language version of the Compass manual was presented in
Belgrade on 8 June 2023. 

A new Compass in Serbian language

The translation of the manual is an important step for human rights education of young people in Serbia, as it will help empower youth leaders, multipliers, and youth workers to support young people’s meaningful participation in democratic life. The launching event brought together representatives of youth organisations and bodies, youth workers and activists, public institutions, independent human rights, and civil society organisations led by, working with and for youth.

The publication of the Compass manual into Serbian will be followed by capacity-building of youth leaders, multipliers and youth workers to better provide human rights education in youth projects and activities, within the project “Citizenship and human rights education with young people in Serbia“, funded by the Ministry of Foreign Affairs of the Kingdom of Belgium and the Council of Europe and implemented by the Council of Europe.

The first residential seminar of the long-term training course TRAYCE (Training of Trainers for Youth in the Council of Europe) took place on 4-11 June in the European Youth Centre Budapest.

The group of 29 young trainers had been engaging with each-other online for three months before meeting in Budapest. During the week, participants explored concepts related to non-formal education and training, took a closer look at the work of the Youth Department of the Council of Europe and reflected on human rights issues that concern young people in today’s Europe.

The course also served as a kick-off for a one year long process, where participants will carry out their own projects and continue engaging with online learning modules.

Strengthening democracy with local youth councils
Strengthening democracy with local youth councils

The revised Charter on youth participation in local and regional life remains, 20 years after its adoption, the main standard for youth participation in the Council of Europe member states. Local youth councils are fundamental structures to secure youth participation in decision-making at local level, strengthening local democracy.

Their importance was also recognised by the participants in the Youth Action Week: Democracy Now! (2022), who started their Call for Action with priorities on short and medium term with: “Independent and youth-led youth councils should be created and supported in every municipality in every Council of Europe member State. Participation in decision-making is a cornerstone of both democracy and human rights.” 

The seminar on the role of local youth councils in strengthening democracy supported learning from different experiences of local youth councils and developed proposals for both local authorities and the youth sector of the Council of Europe to further strengthen local youth participation. The seminar brought together 41 participants from local youth councils and associations of youth councils, local authorities and youth policy decision makers in Strasbourg from 27 to 29 June 2023.

ANNUAL WORK PLAN BY THE INTERNATIONAL YOUTH NATURE FRIENDS (IYNF)


“How is it possible that climate change denial and scepticism related to human influence on climate change remain common opinions when evidence has become so clear? As a youth organisation that defines fair access to nature, climate justice and democratic principles as its core values, this tendency is a clear message - we must help young people to obtain skills and tools on how to fight the hostile environment of public discussion and how to stand against aggressive tone of the climate change deniers.” (quote from the project description)

An EYF-supported annual work plan project, IYNF help young people to recognise destructive speech patterns defined as anti-climate action or anti-environmentalism, to learn techniques of assertiveness on how to counter populist statements, to make young people’s voices heard, and to deepen young people’s knowledge about climate change and trends in environmental protection. Throughout 2023, YINF is organising 4 international youth gatherings to bring change in these topics.

A youth delegation of Kazakhstan paid a visit to the European Youth Centre in Strasbourg on 8 June 2023 at the occasion of the European Youth Event. The delegation consisted of representatives of public institutions , including the Senate of the Parliament of the Republic of Kazakhstan, research institutions and universities, local authorities and youth organisations and associations.

The European Youth Centre in Strasbourg hosted a meeting of the drafting group for the CMJ guidelines on young people's participation on May 25-26, 2023. The guidelines focus on two documents:  Congress Resolution 152 (2003) on the revised European Charter on the Participation of Young People in Local and Regional Life and CM Recommendation (2006)14 on citizenship and participation of young people in public life. These important documents require renewed attention due to changing conditions, such as crises in the financial, health, and security fields, as well as technological advancements

An innovative interactive seminar ‘Walk the Talk’  was organised on 4-7 July 2023 in Luxembourg in the framework of the 2023 programme of activities of the Partial Agreement on Youth Mobility through the Youth Card

Guests walked along a few selected Cultural Routes of the Council of Europe crossing Luxembourg accompanied by experts and simultaneously learning and exchanging about youth mobility, youth card and cultural heritage, and - what is most important - how to put all this together!

The event was organised by the Partial Agreement together with the European Youth Card Association (EYCA) and the National Information Agency for Youth of Luxembourg (ANIJ), in cooperation with the Enlarged Partial Agreement on Cultural Routes of the Council of Europe (EPA).

During their joint meeting, the CDEJ and CCJ addressed three important issues for the youth sector in the upcoming months, indeed years: the conclusions of the 4th Summit; the programme, budget and terms of reference for 2024-27; and the renewal of the Advisory Council on Youth.

Regarding the 4th Summit (Reykjavik 16-17 May 2023) and the Heads of State and Government’s commitment to “include a youth perspective in the Organisation’s intergovernmental and other deliberations”, the Bureaux welcomed the recognition that “youth participation in decision-making processes improves the effectiveness of public policies and strengthens democratic institutions”. They discussed the implications for the youth sector of this commitment and decided to set up a small group to prepare proposals, to be presented to the 49th CMJ meeting in October 2023.

The Programming Committee on Youth: results and decisions

Decisions were made on the study sessions  organised at the European Youth Centres in 2024 and EYF grants were awarded to international activities and annual work plans for 2024. The CPJ approved the draft programme of activities of the European Youth Centres for 2024.

The CPJ decided to increase the maximum amounts of the EYF grants to international activities and annual work plans, as well as of the EYF structural grants for youth organisations.

EYF reinforcing its support to international projects of youth organisations

Following consultations with youth organisations and beneficiaries of EYF grants on their needs and challenges to implement projects, the Programming Committee on Youth (CPJ) decided on several improvements in the EYF grants at its 49th meeting on 15 – 16 June 2023.

The aim of the EYF grant adjustments is to reinforce the EYF support to international youth co-operation of youth NGOs. The CPJ meeting found it necessary to increase the grant envelopes for International one-off activities, Annual work plans and Structural grants to compensate for the increased cost of goods and services and inflation which are having a severe impact on EYF funded projects and youth NGOs.

“With these timely changes, the EYF can a remain a reliable partner and supporter of youth organisations who strive to bring together young people across Europe and engage them in meaningful projects on supporting democracy, young people’s access to rights, peace and inclusion”, said Gordana Berjan, Head of the European Youth Foundation, at the meeting.

Bringing closer the youth sector of the Council of Europe and youth organisations from Germany


On 20 and 21 June 2023, the European Youth Foundation organised an online introductory session for youth organisations from Germany about the youth sector of the Council of Europe and the resources available for youth organisations, including grants.

Over 30 participants learnt more about the Council of Europe and the mission and work of its youth sector and about the grants of the European Youth Foundation. The session included practical sessions, networking with different teams of the youth sector and detailed sessions about the pilot activity and international activity grants of the EYF.

The session was organised in co-operation with the Federal Ministry for Family Affairs, Senior Citizens, Women and Youth and the German Federal Youth Council (DBJR).

On 20 June, European Commission, Council of Europe and youth sector representatives and organisations involved in the implementation of the youth strategies of the partner institutions met in Brussels to discuss the Youth Partnership’s workplan for 2024-25.

They discussed how the role and approaches of the Youth Partnership, a cooperation programme of the two institutions celebrating its 25th anniversary this year, can evolve for the next period to continue to respond well to the youth sector’s needs and possible synergies between the different organisations and stakeholders.
