Prepared by the Bureau Drafting group for the preparation of the mid-term report
The Strategic Action Plan on Human Rights and Technologies (2020-2025) provides for “the preparation of a midterm report …to be communicated to the Committee of Ministers. The midterm report will contain a review of progress in respect of the objectives and actions in the SAP, and an assessment of their ongoing relevance. “
Since the adoption of the SAP, the Committee has become a Steering Committee with strategic responsibilities including advising and providing expertise to the Committee of Ministers on all questions within its field of competence. It is thus suggested that the midterm report includes a strategic dimension reflecting the new status and responsibilities of the CDBIO.
It is proposed the report be structured in three sections:
A review of the progress made in the implementation of the SAP (including additional elements which have been undertaken but which were unforeseen at the time of drafting, albeit aligned with the goals of the SAP; what learnings have been garnered which will be applied to implementation to the remainder of the plan)
Assessment of the ongoing relevance of the specific objectives set
Building on Existing SAP (Follow up initiatives building on achievements and horizon scanning for new human rights issues)
Methodology
It is proposed to slightly enlarge the group set up within the Bureau, to include the current members of the CDBIO who had chaired the Committee (including CDBI and DH-BIO).
The group would mainly work online starting in January 2023. Online meetings will be scheduled every two months.
Timeframe
A preliminary draft would be presented to the CDBIO in Spring 2023 for discussion. The draft will then be revised and complemented with a view to the presentation of a final draft in November 2023 for adoption and communication to the Committee of Ministers for information.
