Council of Europe Framework Convention on artificial intelligence
and human rights, democracy, and the rule of law

Madam Secretary, Madam Vice-president, Commissioner,
Excellencies, Distinguished Guests, Ladies and Gentlemen,
Today’s signing of the Council of Europe Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law marks a moment of profound significance for our societies as all of us here today stand to witness an advancement of human rights standards, that will strengthen the rule of law and balance our innovative growth.
The Convention sets out the legal framework that ensures artificial intelligence systems operate ethically and responsibly.
It solidifies a requirement for human rights impact assessments, enforces standards for transparency and accountability, and includes protections against discrimination, safeguarding our democratic values in a world where artificial intelligence, new technologies, and innovations reach us everywhere and anywhere.
Embodying the interconnected and global society we all live in, countries from all over the world have come together in the preparation of this document. That is why this Convention stands as a testimony of the remarkable achievements we can accomplish working together.
I extend my deepest compliments to the Council of Europe for its initiative and for facilitating the negotiations that have made this Convention possible.
I also extend my heartfelt congratulations to all of us for leading the way into a new era where human rights are inherent in the development of artificial intelligence.
