Mr President of the Parliamentary Assembly,

Dear Ambassadors, dear Participants,

Le Congrès est actif depuis plus de 10 ans en Ukraine, pour coopérer au renforcement de sa démocratie locale et sa gouvernance.  

Le rôle des autorités locales et régionales dans le redressement et la reconstruction de l’Ukraine est crucial. C’est pourquoi nous sommes si impliqués, politiquement et à travers nos actions de coopération, avec les autorités nationales et locales ukrainiennes.

Naturellement, quand l’idée d’un registre des dommages à émerger, nous avons immédiatement réalisé, avec les autorités ukrainiennes et l’équipe du registre, le rôle que les autorités locales devraient jouer pour sa bonne mise en œuvre. Premièrement, en renseignant le registre elles-mêmes pour les dommages qu’elles auraient eu à subir, mais aussi, étant le niveau de gouvernement le plus proche des citoyens, en promouvant le registre auprès de leurs populations.

En réalité, les autorités locales sont déjà aujourd’hui des acteurs clés dans la mise en œuvre du registre national ukrainien puisque ce sont elles qui valident les demandes d’indemnisation des citoyens concernant les dommages aux biens immobiliers.

D’ailleurs, les Ukrainiens peuvent désormais transférer très facilement les demandes d’indemnisation qu’ils ont faites dans le registre national, vers le registre du CoE en quelques clics grâce à l’application Diia. Comme les autorités locales sont impliquées dans la procédure du registre nationale, elles devraient plus systématiquement encourager les citoyens à faire cette manipulation rapide, facile et si importante pour que les dommages soient correctement documentés et utilisés plus avant.

Notre registre a récemment atteint les 10,000 demandes d’indemnisations sous la catégorie des dommages et destruction d’habitation résidentielle. Ces demandes proviennent de 621 villes et villages de 20 régions d’Ukraine.

Ces chiffres doivent nous encourager. Le registre est un outil essentiel pour obtenir compensation et justice. Pour que ces chiffres continuent d’augmenter, nous devons nous assurer que le registre soit accessible au plus grand nombre.

To that aim, the team of the Register and I met last June in Kyiv with the four national associations of local and regional authorities of Ukraine in order to raise their awareness about the existence of the Register.

The same initiative was undertaken with the Committee for the development of de-occupied territories and temporarily occupied communities of the Association of Ukrainian Cities. This association and the Ukrainian Association of District and Regional Councils have expressed a strong interest in the Register and, as such, they are key partners for the much-needed outreach work.

This was a first step, and we will continue raising awareness for the submission of claims in the new additional categories.

Furthermore, we feel that it is also important to develop the capacities of local and regional authorities in providing support to citizens, notably for categories that go beyond the damage and loss of residential housing. The national associations should play an important role in this regard.

We therefore welcome the initiative of the Association of Ukrainian Cities to establish a Community Recovery Academy which aims at enhancing the skills of local authorities in the recovery process. Training modules on the register will be useful for local officials.

Another key aspect is the co-operation and dialogue with local NGOs. They will indeed be a very important partner of local and regional authorities in amplifying the outreach to the population and building on the alliances they have established locally.

The Congress and the team of the Register see great value in pursuing their cooperation. We will soon go to Ukraine again to present and raise awareness of the new categories of relevance to cities and regions, providing insights and details on how cities and regions can put forward claims.

We are determined to facilitate the outreach work of the Register’s team based in Kyiv. Better informed local and regional leaders and civil servants, will better use the register and better direct citizens on the use of the Register.

Finally, the plenary session of the Congress next week will also be an opportunity to further discuss the role of the register. Our debate and declaration on the destructions of cultural heritage in Ukraine, will stress the role of the register in listing and documenting these types of damages.

This is one of the many ways the Congress is contributing to the Council of Europe response to the war of aggression against Ukraine.
