A.    Introduction

1.     The ad hoc working group entrusted with the harmonisation of the definitions used by CEPEJ held its 5th meeting in Lisbon (Portugal) with Laetitia Brunin (France) in the chair.

2.     The list of participants is attached in Appendix I to this report.

B.    Discussions

3.     Following the 4th meeting of the ad hoc working group held in Bologna in January 2019, the draft glossary (CEPEJ(2018)2PROV8) was submitted to the observer professional associations at the CEPEJ. The International Union of Judicial Officers (UIHJ), the European Union of Rechtspfleger and court clerks (EUR) and the European Expertise and Expert Institute (EEEI) commented on this text. The members of the ad hoc working group were then consulted by written procedure (document CEPEJ(2018)2PROV10). A new document (CEPEJ(2019)5Prov) summarizing these comments was prepared for adoption of the glossary by the CEPEJ meeting in plenary session on 12 and 13 June 2019.     

4.     During the CEPEJ plenary meeting, two delegations made comments, Switzerland and Germany. 

5.     The CEPEJ considered that in view of the last comments of the professional observers as well as the remarks of the experts of the ad hoc working group, a last meeting of the ad hoc group should be organised in order to finalise the glossary with a view to its adoption at the plenary meeting in December 2019.

6.     The working document (CEPEJ(2019)5rev) prepared by the Secretariat for this 5th meeting is examined by the experts of the ad hoc working group.

7.     The ad hoc working group is therefore continuing the discussions held during its first 4 meetings and following the same methodology of reviewing each definition.

8.     The group also elaborates, when it considers it relevant for the purposes of this glossary, certain definitions suggested by the experts of the working group but also by the delegations at the plenary meeting of the CEPEJ in June 2019.

9.     A new document (CEPEJ(2019)5rev1), containing nearly 70 definitions, is prepared by the ad hoc working group. This draft glossary will be examined by the CEPEJ with a view to its adoption at its next plenary meeting on 5 and 6 December 2019.

10.  The members of the ad hoc working group insist that this document should be presented as a "living" document that can evolve and be updated regularly. This update could be done by written procedure or during meetings.

11.  The working group warmly thanks Joao Arsenio De Oliveira and Sara Almeida for their excellent welcome and the perfect organisation of this meeting.
