Questions and Answers

1.       Question: Please could you provide a list of any additional Moodle plugins already in use in your current system and to be transferred in any migration, along with details of the current version of Moodle in use.

Answer: Please see enclosed a list of additional plugins. The current version of Moodle is 3.8.3.

2.       Question: Please can you also provide any details of any current integrations with external systems, eg Single Sign On.

Answer: Currently there are none. The SSO would be an asset.  

3.       Question: In the documents to be provided listing you have asked for a completed cloud computing checklist. However the provided checklist document appears to be an internal one and many of the sections can only be filled in by a CoE member of staff.

Please can you specify which elements of this checklist you are anticipating to be completed by the vendor.

Answer: Please see enclosed a version of the checklist with the internal questions painted over. The vendor needs to reply only to those visible in this version of the document.

4.       Question: I have a question about the « Multitenancy » (P.4) I don’t understand what is your expectation about this option. Could you please provide me more information about it ? Does this option is mandatory ?

Answer: In the tender documents, MULTITENANCY is described as follows: the possibility to include separate multiple tenants including custom theme and frontpage. Each tenant site could have a separate domain name, and a customised login page. The Council of Europe would set-up DNS for each tenant separately.

In other words, the option of multitenancy is supposed to allow that other entities within the Council of Europe have separate entry points to the Platform and separate ‘virtual spaces’/instances/parts of the structure of the HELP online platform. They could have the autonomy to administer/manage those spaces separately from the main HELP platform.

This option is not mandatory, but an asset. It will be taken into consideration when assessing the award criteria.

5.       Question: Is a hard copy still a requirement given the current remote working nature of many organisations due to covid lockdowns? Is an email copy sufficient for this process?

Answer: COVID-19: Information to bidders

Given the current circumstances, the Council of Europe will accept bids submitted in electronic format if the submission of paper versions is not possible. The Act of Engagement should be printed out, signed and scanned. Bidders who do not have scanners can take a photo of the signed AoE.

6.       Question: In the documents you refer to a migration of data from the current Moodle to the new Moodle. Is it your preference to migrate data and content from the current Moodle to a new Moodle instance, or is it envisaged that the supplier will migrate the current site in entirety, essential lifting the current Database, codebase and Moodledata folder and installing like for like on a new hosting environment?

Answer: The new platform needs to be isofunctional, meaning that the new platform needs to be exactly like the old platform. The migration should be performed in a way that the users do not notice any difference and encounter any problems. All the data of the old platform need to be available on the new platform.

7.       Question: Can you give me details of the size of the current Moodledata folder?

Answer: The current Moodledata amounts to 1517.61 GB.

8.       Question: What Server OS is running the current Moodle?

9.       Question: What database type is running the Moodle (MySQL or something else)?

Answer: MySQL 5.6.10

10.   Question: Can you provide a list of third party or custom plugins installed on the Moodle?

Answer: Please see the reply to Question 1.

11.   Question: Has there been any core code changes made to the Moodle?

Answer: Core Moodle functions are retained. Changes were made in respect of the Platform design/ in the interface.

12.   Question: Do you currently use a video streaming service for video content?

Answer: We do currently use a video-streaming service for video content. The Council of Europe is using Vimeo for streaming video content.

13.   Question: Are there any integrations on the current Moodle with office systems that use direct database connectivity rather than web services?

Answer: At the moment, the Platform is not integrated with any other systems.

14.   Question: I would like to know if it’s possible to send only an electronic copies of our answer ? Due to the crisis, I’m note sure to be able to edit a paper hardcopies and sent it by post.
