Pilot Programme for Series Co-Productions

1.  Who is responsible for data processing?

Eurimages is the “data controller” with respect to the processing of personal data in relation to the Pilot Programme for Series Co-Productions Applications portal, which means it has the decision-making power concerning the data processing. Processing of your personal data is governed by the Council of Europe Regulations on the Protection of Personal Data adopted by the Committee of Ministers on 15 June 2022.

2.  What data do we process and for what purpose?

We process personal data that we receive from applicants in response to the Call for projects for Series Co-production or to the Call for partnerships for Series Co-Production Development Awards for the following purposes:

2.1 Call for projects for Series Co-production

We process names, surnames, e-mail addresses, phone numbers and gender of contact person and legal representatives of the applicant company and of co-producing companies for the purpose of registering the application, assessing compliance with the exclusion criteria, evaluating the project, communicating the results to the applicant, and, should the applicant’s project be selected, for preparing for signature the grant agreement, effectuating transfer of funds under the agreement and the subsequent audit.

With regard to exclusion criteria, in relation to the applicant company’s owner(s) or executive officer, at a later stage we may ask for an extract from the record of convictions or an equivalent document and/or for a certificate issued by the competent authority attesting to compliance with their obligations as regards payment of social security contributions, taxes and dues.

We also process the names, surnames and gender of artistic and technical staff contributing to the project as well as biographies of creators, directors, writers, main cast and heads of departments, profiles of broadcasters and streamers, distributors and sales agents for evaluation of the project. In particular, we process the information on gender for the purpose of assessing the project against the gender mainstreaming criterion.

We communicate to the Board of Donors of the Pilot Programme the information about all the submitted projects, including names and surnames of the creators.

We communicate to the Board of Donors of the Pilot Programme the information about the ineligible, not supported and supported projects.

We will publish on the Internet the information about the projects supported under the Call for projects for Series Co-production, including names and surnames of the creators.

2.2 Call for partnerships for Series Co-Production Development Awards

We process the names, surnames, e-mail address, phone numbers, gender, of contact person and legal representatives of the applicant organisation for the purpose of registering the application, evaluating the project, communicating the results to the applicant, preparing for signature partnership agreement, effectuating transfer of funds under the agreement and the subsequent audit.

We communicate to the Board of Donors of the Pilot Programme the information about all the submitted applications.

We communicate to the Board of Donors of the Pilot Programme the information about the ineligible, not selected and selected partnerships.

We will publish on the Internet the information about the partnerships selected under the Call for partnerships for Series Co-Production Development Awards.

We also process the names, surnames, personal addresses, e-mail addresses, phone numbers, gender and nationality of external experts appointed to conduct the assessment of applications.

In particular, we process the information on gender for the purposes of (i) assessing the project against the gender mainstreaming criterion and (ii) ensuring that the experts are appointed in accordance with the gender mainstreaming. We process the information on nationality of the external experts for statistical purposes.

3.  What is the legal basis for our processing of data?

We process personal data on the basis of the Council of Europe’s legal instruments and its internal rules in order to carry out activities necessary for the performance of the Council of Europe’s tasks. In particular, with regard to the Call for projects for Series Co-production, we process personal data on the basis of Rule No. 1374 of 16 December 2015 on the grant award procedures of the Council of Europe.

4.  Who has access to data?

Only those persons within the Council of Europe and the external experts who assess the applications will have access to them.

5.  How do we store personal data?

Personal data submitted by applicants will be stored electronically on the Council of Europe’s servers located in the European Union. We have put in place measures to protect the security of your personal information, including appropriate security measures to prevent your personal information from being accidentally lost, used or accessed in an unauthorised way, altered or disclosed. These measures include encrypted servers, limited access to any databases only for those people who need it and secure backup of all data.

6. How long will data be stored?

In respect of projects supported under the Call for projects for Series Co-production and partnerships selected under the Call for partnerships for Series Co-Production Development Awards, the personal data will be stored for ten years from the date of submission of the application and then deleted.

In respect of projects unsupported or ineligible under the Call for projects for Series Co-production or partnerships not selected under the Call for partnerships for Series Co-Production Development Awards, the personal data will be stored for two years from the date of submission of the application and then deleted.

7.  What are your data protection rights?

You have the right to:

-  request access to your personal information held by us;

-  request that we correct incomplete or inaccurate personal information that we hold about you;

-  request that we delete or remove your personal information when there is no valid reason for us to keep it;

-  object to the processing of your personal information on specific grounds relating to your situation.
