Gender equality is an important goal for the Council of Europe and an indispensable part of human rights. It is also an essential element in the functioning of democracy and the rule of law. To further gender equality, the Council of Europe and the Partnership for Good Governance II programme implement gender mainstreaming in their work, guided by the Council of Europe Gender Equality Strategy 2018-2023.

The European Union and the Council of Europe are working together to raise awareness on hate speech in the Republic of Moldova

Hate speech harms individuals and the groups it targets, and it harms the social cohesion and democratic principles of societies.

Through this awareness raising campaign, we aim to explain the phenomenon of hate speech and provide proposals for actions to prevent and combat it. Find out more about this campaign through the series of web articles, developed in co-operation with the independent journalism platform "Oameni si Kilometri", and a video on ways to address the issue of hate speach available in English, Romanian and Russian.

Azerbaijan

  • Capacity building sessions organised for Azerbaijani authorities and civil society representatives working in the field of violence against women and domestic violence. Our aim, to develop jointly an awareness raising campaign on the issue.
 

Ukraine

  • A video has been disseminated through social media, aiming to raise awareness about LGBTI people and their rights in alleged cases of hate crimes in the country.  
  • Two training courses organised for the police officers on the theme “Policing hate crimes against LGBTI people." The training was highly appreciated as it introduced the law enforcement agents to the issues LGBTI people face and provided practical skills on how to face those.
  • The creation of a pool of trainers to cover the needs of the Legal Aid system in the country was marked by a closing seminar after a six-month online training. As a result of this training of trainers, a practical compendium to increase the sustainability of the training processes will be developed by our project.
 

Eastern Partnership countries

  • new e-learning tool was launched and a pilot group of representatives of Ombudsperson offices and equality bodies from the region will follow a new online course on combating hate speech.

Strengthening anti-money laundering and asset recovery in Azerbaijan
The impact of the project on anti-money laundering and asset recovery in Azerbaijan was assessed during the second Technical Project Committee meeting. The main results of the project include the development of legal amendments to introduce non-conviction-based confiscation, the increase in the number of money laundering and terrorism financing cases, and the improvement of institutional capacities.

A new Criminal Procedure Code of Armenia adopted in line with Council of Europe expertise
The Armenian Parliament adopted a new Criminal Procedure Code. The new criminal procedure legislation incorporating most of the Council of Europe recommendations is a result of several years of complex legislative work in joint co-operation with the Armenian authorities. The Council of Europe supported the preparation of the new Code with legal expertise.

  • The report “Unprotected grounds. Report on the study's results of the effectiveness of legal protection against crimes based on sexual orientation and gender identity intolerance in the context of Ukrainian legislation and law enforcement practice” is published in English and Ukrainian.
  • The manual “Constitutional Complains' Admissibility Standards” aiming to ease individuals’ access to Constitutional Justice in Georgia is now available in Georgian.
