This overview highlights key activities and achievements in the Eastern Partnership region from September to December 2024, in the framework of the EU/Council of Europe joint programme Partnership for Good Governance.

FOCUS

The third Mariupol Forum held in Kyiv, Ukraine, focused on the constitutional identity of Ukraine and its alignment with the European integration process, especially amidst the ongoing war. The event was organised with the support of the Constitutional Court of Ukraine, the OSCE Support Programme for Ukraine, and the EU/Council of Europe joint programme “Partnership for Good Governance”.

PROMOTING EQUALITY AND NON-DISCRIMINATION

To foster ethical journalism and combat hate speech, a two-day training for 20 Armenian journalists was organised in co-operation with the Human Rights Defender’s Office of the Republic of Armenia. The training aimed to equip journalists with the skills to distinguish between hate speech and freedom of expression, ensuring that reporting is accurate, sensitive, and impactful, thus enhancing their vital role in shaping public opinion and supporting democratic processes. By providing reliable information, they can contribute to promote mutual understanding and a tolerant society.

CO-OPERATION WITH BELARUSIAN DEMOCRATIC FORCES AND CIVIL SOCIETY

Belarusian democratic forces and civil society representatives enhanced their understanding and advocacy efforts on equality and anti-discrimination issues, in line with European standards, in Vilnius, Lithuania. This event was part of the EU and Council of Europe joint programme “Partnership for Good Governance” and the Council of Europe’s “Activity on co-operation with Belarusian democratic forces and civil society in the field of anti‑discrimination”.

REPUBLIC OF MOLDOVA
Legal professionals, police officers and representatives of national authorities working in the field of equality exchanged on practical aspects of investigating cases of discrimination, hate speech and hate crimes to enhance the protection of victims during a workshop held in the country’s northern region.

A tailor-made training was organised for 51 judges, prosecutors, and judicial staff. The training aimed to support the work of these professionals to combat discrimination by the identification of prejudices and stereotypes, legal practice in handling discrimination cases, as well as working with the victims of hate speech and bias-motivated offences.

A pioneering training brought together for the first time representatives of Ukraine's police, prosecution, and judiciary from various regions. The training aimed to help these professionals identify, classify, and counteract hate speech in their work. By gathering different professional groups, this initiative broadened their perspectives and understanding of hate speech.

REGIONAL

Law enforcement institutions and civil society organisations (CSOs) from Bosnia and Herzegovina, Montenegro, and the Republic of Moldova met in Podgorica on 26-28 September with the aim to address racism, discrimination, and the protection of minority groups, especially the LGBTI community. This regional exchange is the result of the network established between the law enforcement institutions and civil society organisations in October 2023 with the support of the EU and Council of Europe.

Activists and representatives from civil society organisations in the Eastern Partnership and Western Balkans regions met in Sarajevo, Bosnia and Herzegovina. The conference aimed to discuss key strategies for creating a safer environment for the LGBTI communities in the regions and fostering further collaboration among involved parties. COUNTERING ECONOMIC CRIME

Legal professionals, representatives of non-banking financial organisations of the real estate sector, accountants and auditors attended four consecutive days of training sessions, organised by the Council of Europe with the support and collaboration of the Financial Intelligence Unit of the Republic of Moldova, to help them identify and report money laundering or terrorist financing. Each of the four sessions was tailored to the specifics of the profession and participants were guided by Council of Europe experts.

The Consultative Council of European Prosecutors collection of opinions, now available in Armenian, was presented in Yerevan, jointly with the Prosecutor General's Office of the Republic of Armenia. The importance of the access to these Opinions was highlighted as they enable the country’s prosecutors to align their work with the standards of the Council of Europe, ensuring consistency within domestic legal systems.

GENDER EQUALITY AND WOMEN'S ACCESS TO JUSTICE

Dialogue on gender-based violence was promoted through the innovative approach of a café discussion in Baku. The event gathered civil society members, legal professionals, and youth to exchange ideas and raise awareness about gender equality and international standards. Participants shared experiences and emphasised the need for systemic change to combat domestic violence.

QUICK RESPONSE MECHANISM

The Quick Response Mechanism (QRM) is a Partnership for Good Governance tool, by which the European Commission for Democracy through Law (Venice Commission) and other Council of Europe bodies may provide ad hoc legal and policy advice to Armenia, Azerbaijan, Georgia, the Republic of Moldova and Ukraine, linked to priority reforms on: strengthening justice, countering economic crime, promoting equality and non-discrimination and advancing women’s access to justice and combating violence against women.
