Resolution 67 (1998)1 on the state of local and regional democracy in Croatia

The Congress,

1. Having regard to the report on the situation of local and regional democracy in Croatia presented by the two co-Rapporteurs, Helene Lund (Denmark, L) and Josef Leinen (Germany, R), examined by the Chamber of Local Authorities and the Chamber of Regions;

2. Welcoming the proposals contained in the report and in Recommendation No. 46 on the same subject;

3. Resolves to:

- instruct the Bureau, the Working Group on the Situation of Local Democracy in Member States and the Working Group on Regionalisation in Europe to monitor the implementation by the Croatian authorities of the recommendations contained in the report prepared by Helene Lund and Josef Leinen and to envisage a further visit by the Rapporteurs to Croatia in the second half of 1998;

- call on the Congress to pursue the dialogue with the Croatian Government, local and regional authorities and the local democracy embassies in Croatia, with a view to identifying the priorities for programmes of co-operation especially designed to reinforce local and regional self-government, strengthen civil society and allow experience in the management of public affairs to be shared, as well as to examine the legal situation of immovable property of local and regional authorities.
