Thank you for signing up to keep in touch with the Council of Europe Office in Chisinau. We are happy to share the June edition of our newsletter, presenting important events and activities implemented jointly with national partners and beneficiaries.

On 1st of June 2022, we joined the Ministry of Labour and Social Protection of the Republic of Moldova and the main stakeholders in the field of child protection to launch together the National Program for Child Protection 2022-2026. Another important event in June was the signature of the grant aiming to support the Congress of Local Authorities from Moldova to better analyse local democracy developments in the country and engage its members in effective dialogue and policy discussions at both local and central levels.

Over a hundred representatives of public authorities, Information Commissioners, civil society and media representatives, identified the most appropriate legislative and institutional solutions to improve the transparency of public institutions and access to information in the Republic of Moldova during the international conference organised on 10 June 2022 in cooperation with the Ministry of Justice.

On 1st of June 2022, the Ministry of Labour and Social Protection of the Republic of Moldova officially presented the National Program for Child Protection 2022-2026. The document sets out the objectives and priority actions for the next five years, which aim to strengthen the social protection system for children in the Republic of Moldova as well as to respond promptly and effectively to the needs of each child.

Baseline Study on preventing and combating hate crimes towards vulnerable groups in Moldova

The Baseline study of the project “Enhancing diversity and equality in the Republic of Moldova” was prepared as part of the inception phase of the project. The study identified and selected four districts in which the project team will be piloting activities related to preventing and combating hate crimes towards vulnerable groups. The aim of this activity is to support the creation and the development of a network of focal points that will protect the rights of vulnerable groups (Roma, people with physical and mental disabilities, LGBTI, religious minorities, among others) against hatred and prejudice and to strengthen the efforts to improve the legal framework, law enforcement and awareness-raising.

A pool of trainers on equality, non-discrimination and hate crimes was created jointly with the General Police Inspectorate
The second and the final phase of the Training of Trainers on equality, non-discrimination and hate crimes for police personnel was organised jointly by the Council of Europe and the General Police Inspectorate on 7 - 8 June 2022. As a result, the participants will be able to train their peers on the competences and knowledge acquired on working with the victims of biased-crimes, on effective investigation of the offenses motivated by prejudice as well as on proactive measures that should be undertaken by the authorities in order to protect persons belonging to the vulnerable group.

Enhancing transparency of media ownership, discussed with the Audiovisual Council
On 2nd of June, the Council of Europe organised a policy workshop jointly with the Audiovisual Council and the Competition Council to discuss the means through which the national audiovisual regulatory authority can supervise the transparency of mass-media ownership in the Republic of Moldova, in line with the standards and recommendations of the Council of Europe.

A pool of trainers on Motivational Interviewing techniques created within the prison system of the Republic of Moldova

15 specialists from the prison system gained professional skills in delivering training to peers on Motivational Interviewing. The Training of Trainers was a consolidation exercise following the piloting of a Risk and Needs Assessment tool in prisons, for a more accurate and responsive decision making on offenders’ rehabilitation and reintegration interventions. During a 2-day intensive training and another 2 days of supervised simulations, participants were guided through and presented with the Motivational Interviewing techniques and the Cycle of Change model.

The international conference “Making right to information work in practice: from new law on access to information to institutional changes in the Republic of Moldova” brought together over a hundred representatives of public authorities, Information Commissioners, civil society and media representatives. The stakeholders involved identified the most appropriate legislative and institutional solutions to improve the transparency of public institutions and access to information in the Republic of Moldova.

Council of Europe’s support to the prison and probation reforms, and the health care in closed institutions continues
Members and observers of the Steering Committee, beneficiaries and partner governmental institutions attended the third Steering Committee meeting of the Council of Europe Project “Strengthening the prison and probation reforms, provision of health care and the treatment of patients in closed institutions in the Republic of Moldova”.  The meeting served as a platform for exchanges and discussions on the developments at policy, legislative and institutional levels within the criminal justice and public health areas, including with reference to the health care provision in prisons and psychiatric institutions during the first half of 2022.

Election Administration of the Republic of Moldova improve their skills on cybersecurity and disinformation
The integrity of the electoral process is fundamental to maintaining public trust in the legitimacy of democratic institutions. In this context, staff of the Central Electoral Commission of the Republic of Moldova, Centre for Continuous Electoral Training and Central Electoral Commission of the Autonomous territorial Unit of Gagauzia, participated in a 3-day training to improve their competences in cybersecurity and disinformation prevention.

The perspective of the electoral complaints in electronic format is being opened in the Republic of Moldova
The Council of Europe offered consultancy support to the Central Electoral Commission of the Republic of Moldova (CEC) in designing the prospective subsystem “Electoral Complaints” of the State Automated Information System “Elections”. Its implementation will enhance the transparency in handling the complaints by electoral management bodies allowing both the petitioner and general public to follow the process of examining electoral complaints online.

Council of Europe Congress provides grant support to the Congress of Local Authorities from Moldova
The Congress of Local and Regional Authorities of the Council of Europe and the Congress of Local Authorities from Moldova (CALM) signed a grant agreement to strengthen the institutional capacity of CALM in evidence-based advocacy, coordination, communication, and monitoring. As a result, CALM will be able to better analyse local democracy developments in the country, support its members and engage in effective dialogue and policy discussions between the central and local levels of government.

State of affairs in the area of equality and non-discrimination presented at the Conference dedicated to the 10th anniversary of the Law on ensuring equality
A conference dedicated to the 10th anniversary since the adoption of the Law on Ensuring Equality reflected the achievements made possible by the Law on ensuring equality, challenges faced by relevant institutions while implementing it, as well as proposals for amendment geared towards the current needs of the society. The results of the Study on perceptions and attitudes towards equality, carried out with the support of the Strengthening the capacities of the justice sector actors to deliver justice in line with European standards, in particular to fight discrimination in the Republic of Moldova”, project were presented within the event.
