GRETA triggers positive changes in the fight against human trafficking: Council of Europe celebrates 15 years of its monitoring work
STRASBOURG, 22 MARCH 2024
On the occasion of its 50th meeting, the Group of Experts on Action against Trafficking in Human Beings (GRETA) organised an event on 22 March which provided an opportunity to reflect on the 15 years of monitoring of the Council of Europe Anti-Trafficking Convention and GRETA’s future work. “GRETA’s success is due to a large extent to the rigour of its monitoring work, with reports on issues ranging from gender equality to the needs of the most vulnerable groups, including children and minorities,” stated Bjørn Berge, Deputy Secretary General of the Council of Europe. “During these times of crisis, GRETA is playing an important part in ensuring that the Anti-Trafficking Convention is fully implemented. This is particularly relevant in the context of Russia's war of aggression against Ukraine,” stressed Helen Lorez-Schweig, Deputy Permanent Representative of Liechtenstein to the Council of Europe. “We are keen to continue our work with the 4th round of evaluation of the Convention, which is centred on vulnerabilities to human trafficking and measures taken by States Parties to prevent and detect them, including a focus on the use of information and communication technology,” concluded Helga Gayer, President of GRETA. The event included a panel discussion with former GRETA presidents and vice-presidents on the impact of GRETA’s work and its significance for other organisations. There was also a discussion about the future of the monitoring of the Convention, including GRETA members, Committee of the Parties members and civil society representatives.

GRETA holds its 50th plenary meeting
STRASBOURG, 18 - 22 MARS 2024

The Group of Experts on Action against Trafficking in Human Beings (GRETA) held its 50th plenary meeting from 18 to 22 March 2024 in Strasbourg, France.
GRETA adopted final reports on Finland, Germany, Monaco and Switzerland as part of the third evaluation round of the implementation of the Council of Europe Convention on Action against Trafficking in Human Beings and approved draft second round reports on Czechia and Türkiye, the draft third round report on San Marino, as well as a combined first and second round draft report on Aruba (Netherlands).

Practical impact of GRETA’s monitoring work
Practical impact of GRETA’s monitoring work
The publication on “Practical impact of GRETA’s work” highlights many positive measures taken by States Parties to strengthen their legislations and policies to combat human trafficking. Examples include changes to the criminalisation of human trafficking, the adoption of provisions on the recovery and reflection period and residence permits for victims of trafficking, and the adoption of a specific provision on the non-punishment of victims of trafficking. The monitoring work of GRETA has also triggered changes to the procedures for identifying victims of trafficking, the setting up of specialised shelters for such victims, and increased funding for victim assistance.

Practical impact of GRETA’s monitoring work
Stock-taking of GRETA’s third evaluation round
The stock-taking of the third evaluation round of the Convention presents a horizontal review of the 35 country evaluation reports adopted by GRETA under this round by the end of 2023. It features an analysis of the articles of the Convention that are addressed under the third evaluation round and identifies promising practices, common challenges and remaining gaps after three rounds of evaluation. GRETA’s recommendations to address the challenges identified are also cited.

CSW68 virtual parallel event on “Preventing exploitation of displaced women from Ukraine”: GRETA highlights the challenges and possible actions to protect Ukrainian refugees against the risks of trafficking

On the margins of the 68th Session of the Commission on the Status of Women (CSW68), a virtual parallel event was organised on 15 March 2024 by La Strada International, La Strada Ukraine, the Office of the Government Commissioner for Gender Equality Policy of Ukraine and the Anti-Trafficking Division of the Council of Europe.

The webinar aimed to expose the exploitative practices and risks of human trafficking and related forms of labour and sexual exploitation faced by Ukrainian refugees and internally displaced persons, and to encourage international agencies, national governments and other actors to continue to address their vulnerabilities.

Free online course on combating human trafficking: a new version available on the Council of Europe HELP platform
STRASBOURG, 28 MARCH 2024
A new edition of the online training course on combating trafficking in human beings has been published by the Council of Europe's European Human Rights Training Programme for Legal Professionals (HELP). The course is tailored to meet the learning needs of judges, prosecutors, lawyers, law enforcement officers and other professionals working on the identification and protection of victims of trafficking.
The course focuses on the Council of Europe standards, in particular the Convention on Action against Trafficking in Human Beings and the guidance and recommendations of GRETA, the expert group set up to monitor the implementation of the Convention.

GRETA carries out fourth evaluation visit to the Slovak Republic
BRATISLAVA, 26 FEBRUARY - 1 MARCH 2024

GRETA delegation carried an evaluation visit to the Slovak Republic from 26 February to 1 of March 2024, as part of the fourth evaluation round of the Anti-Trafficking Convention, which focuses on vulnerabilities to human trafficking and measures taken by States Parties to prevent them, detect and support vulnerable victims, and punish the offenders.
The delegation met with the National Anti-trafficking Co-ordinator and representatives of relevant ministries, agencies, NGOs and intergovernmental organisations.
Further, the GRETA delegation visited two centres for children and families which can accommodate victims of trafficking and an assistance centre for Ukrainian refugees.

GRETA carries out third evaluation visit to Liechtenstein
VADUZ, 05 - 07 MARCH 2024

A delegation of GRETA carried out an evaluation visit to Liechtenstein on 5-7 March 2024 as part of the third evaluation round of the Convention on Action against Trafficking in Human Beings, with focus on trafficking victims’ access to justice and effective remedies.
The delegation met the Chairman of the National Roundtable on trafficking in human beings, other relevant officials, members of Parliament and representatives of NGOs.
The delegation also visited a refugee reception centre which accommodates vulnerable asylum seekers, including unaccompanied children and possible victims of human trafficking.

Round-table on Portugal's progress in combating human trafficking
LISBON, 19 FEBRUARY 2024

Some 25 representatives of Portuguese government agencies and civil society met in Lisbon on 19 February 2024 to discuss the implementation of the recommendations of the third evaluation report by the GRETA and the related Committee of the Parties’ recommendation concerning the implementation of the Council of Europe Convention on Action against Trafficking in Human beings by Portugal.
The meeting was organised by the Anti-Trafficking Division of the Council of Europe and the Commission for Citizenship and Gender Equality (CIG), which co-ordinates national action against human trafficking in Portugal.

Round-table meeting on combating human trafficking in Bosnia and Herzegovina

Some 30 representatives of government agencies, public bodies and civil society of Bosnia and Herzegovina met in Sarajevo on 27 February 2024 to discuss the implementation of the recommendations from the third evaluation report on Bosnia and Herzegovina by the GRETA and the related Committee of the Parties’ recommendation.
The round-table meeting was organised by the Anti-Trafficking Division of the Council of Europe and the Sector for International Relations and European Integration of the Ministry of Security of Bosnia and Herzegovina, which co-ordinates national action against human trafficking.

The meeting was organised by the Anti-Trafficking Division of the Council of Europe and the Interministerial task-force on combating violence against women and human trafficking (MIPROF).

CAPACITY BUILDING AND CO-OPERATION PROJECTS

Supporting countries in the implementation of the Council of Europe Anti-Trafficking Convention

Cooperation projects on preventing and combating trafficking in human beings have continued being implemented in Bosnia and HerzegovinaMaltaNorth Macedonia, SerbiaKosovo* as well as in the framework of the South programme. A range of activities have been carried out as part of these projects. By way of example, the State Commission on Compensation for Victims of Violent Crimes was constituted in North Macedonia, which marked a turning point for better protection of the human rights of victims of violent crimes, including human trafficking. Online and technology-facilitated trafficking in human beings was the topic discussed at seminars in Bosnia and Herzegovina and Serbia. Preventing and combating labour trafficking, and empowering its victims, was the focus of a multi-disciplinary round table in Bosnia and Herzegovina as well as of a capacity-building event in North Macedonia. In Malta, the preparation of the draft National Anti-Trafficking strategy is at its final stages. The Council of Europe will support the preparation of the implementation phase with guidance and tools
