Thank you for signing up to keep in touch with the Council of Europe Office in Chisinau.

The beginning of 2022 has started with excellent news: three new projects in the field of preventing and protecting children from violence, media pluralism and freedom of expression and implementation of the Istanbul Convention were launched in the Republic of Moldova.

January began with an analysis of the previous year's results and the establishment of new actions for 2022. The team of the Council of Europe Office in Chisinau and its projects worked together with national partners to lay the foundations for future results and to continue supporting progress and reforms in various fields, such as electoral practices and internal record management, the development of policies and standard operational procedures for the prison system and the application of non-custodial preventive measures among criminal justice actors.

Highlights 2021

2021 was an intense year for both national partners and the Council of Europe Office in Chisinau. The office team, together with our beneficiaries and partners managed to achieve good results.

We thank our national and international partners for their involvement and cooperation in identifying the most innovative solutions to make our common goals a reality. At the same time, we want to thank the donors for their trust and support.

In 2022 we will continue working closely with all national stakeholders to advance in the implementation of the Council of Europe Action Plan for the Republic of Moldova 2021-2024.

3 short stories about people who can make a difference in their communities thanks to the support of the Council of Europe

The Council of Europe Office in Chisinau released a video presenting the story of 3 people who are trying to improve the situation in their country, starting from them.

Maria Iabangi, director of Izvoraș Kindergarten in Bashcalia village, Irina Barbiros, the Head of the Medical Department, National Administration of Penitentiaries, and the filmmaker Roman Gațcan share the knowledge, experience and support provided through the Council of Europe Action Plan for the Republic of Moldova.

Legal professionals enhance their knowledge on the application of non-custodial preventive measures

39 judges, prosecutors, defence lawyers and free legal aid lawyers enhanced their knowledge on the application of non-custodial preventive measures thanks to an online workshop. The event was organized by the Council of Europe project “Strengthening the human rights compliant criminal justice system in the Republic of Moldova”, on 19 January 2022.

The participants got acquainted with the application of provisional release under judicial control, the provisional release on bail, alternative measures of arrest and other non-custodial measures.

Second Meeting of the Working Group for the development of Policies and Standard Operational Procedures for the prison system of the Republic of Moldova

The second meeting of the working group (WG) for the development of policies and standard operational procedures (SOPs) focused on four thematic areas - dynamic security, treatment of vulnerable groups of detainees, preventing and combating inter-prisoner violence (for prison frontline staff), and combating the expansion of the criminal subculture phenomenon in juvenile detention centres.

The sub-groups formed within this WG presented the draft versions of policies and the pertinent SOPs developed so far, specifically the SOPs on adaptation to custody, on the style of communication with prisoners, on multidisciplinary teams, on staff wellbeing, on responsibility for managing inter-prisoner violence, on dealing with bullying, on core prison day and on prisoner peer-to-peer support.

Improvement of the Central Electoral Commission’s internal record management

The Council of Europe supported the Central Electoral Commission of the Republic of Moldova (CEC) in the development and implementation of a new functionality for the CEC’s internal record management application called “Antechamber”.

The goal of the new functionality is to improve the flow of data, thereby ensuring better data security and access to data for the public, while preventing possible leaks of sensitive/confidential information.

Research on the application of criminal sanctions in the Republic of Moldova
The humanisation of criminal law and criminal justice and the promotion of human rights compliant criminal justice system are among key priorities within the reforms of the justice sector in the Republic of Moldova.

In this regard, to review the harshness of imprisonment-related and overall criminal sanctions, their range, types, application, actual conviction to imprisonment, a research on the practical application of different types of criminal sanctions in the Republic of Moldova was conducted covering the period from 2018 to 2020.
