Launching of the video spot on child sexual abuse for doctors
The video spot "The response of the medical system to child sexual abuse" was launched on January 27, 2021 during a press conference by the National Centre for Child Abuse Prevention (NCCAP), within the grant agreement with the Council of Europe project “Combating violence against children in the Republic of Moldova”. The video will be promoted and used as a methodological tool during online trainings to be delivered to medical workers by the NCCAP in the coming months.
Key findings and conclusions of the Report on the assessment of two Governmental Decisions no 143 and 270 were presented
The Council of Europe project “Combating violence against children in the Republic of Moldova” held an online meeting to present the Assessment Report of two  Governmental Decisions: respectively on 1) the approval of the Instructions on the inter-agency cooperation mechanism for the identification, assessment, referral, assistance and monitoring of child victims and potential victims of violence, neglect, exploitation and trafficking and 2) for the approval of the Instruction on the cross - sectoral cooperation mechanism for primary prevention of child welfare risks. According to the representative of the Ministry of Health, Labour and Social Protection, the findings and recommendations of this Report will be taken into consideration in the process of drafting future strategic documents.
Mechanisms for integrity checking of judges during appointment and promotion in the judiciary assessed in the Republic of Moldova
Within the framework of an assessment of existing mechanisms for the integrity checking of judges, the Project “Action against corruption in the Republic of Moldova” (funded by the United States of America, Bureau of the International Narcotics and Law Enforcement Affairs) held a series of online consultative meetings with key actors in this area. From December 2020 to January 2021, the representatives of the Superior Council of Magistracy and its professional boards, Ministry of Justice, National Anticorruption Centre, National Integrity Authority, National Institute of Justice, civil society organisations and journalists participated in the meetings and provided input to the assessment.
Promoting a human rights compliant criminal justice system in the Republic of Moldova: Where do we stand?
The Council of Europe Programme “Promoting a human rights compliant criminal justice system in the Republic of Moldova” is in the last meters of the implementation. The Programme is being implemented as part of the Council of Europe Action Plan for the Republic of Moldova and funded by the Government of Norway. In its implementation, beneficiaries, partners, and the project team are guided by European human rights standards, based on the principles of humanisation, resocialisation and restorative justice. We invite you to follow the discussion with two members of the programme team, namely the Programme Manager, Anastasiia Saliuk and Senior Project Officer, Violeta Frunze for the Component 2.
Workshop to help the People’s Advocate Office to monitor more effectively places where children are deprived of liberty
A two-day workshop on monitoring places where children are deprived of liberty was carried out for the representatives of the People’s Advocate Office of the Republic of Moldova. Key aspects related to monitoring places where children are deprived of their liberty were presented and discussed, namely international and national monitoring mechanisms, preparation of visits, conducting monitoring visits, reporting of violence, actions following the monitoring visits, the use of findings and reports for preventing children’s rights’ violations etc.
Optimal organizational structure for the People’s Advocate Office of the Republic of Moldova
The Council of Europe held an online round table to present the results of the assessment of the organizational structure, job categories and competencies of the staff of the People’s Advocate Office (PAO) of the Republic of Moldova. The round table provided an opportunity to discuss the assessment findings and recommendations with representatives of the PAO and reflect on the possible measures to enhance the PAO’s institutional, operational and professional capacity.
Improving judicial communication to increase the public confidence in the judicial system of the Republic of Moldova
The assessment Report of the Communication Strategy of the Superior Council of Magistracy in the Republic of Moldova and the Guidelines on the relations between the judiciary and the media was presented and discussed with the justice sector stakeholders in Moldova. As a result, the institutional capacities of the national courts to develop better communication practices, both internally and in relations with mass-media and the large public, will be strengthened.
Recommendations on strengthening the access to justice for vulnerable groups in the Republic of Moldova
On 20 January 2021, representatives of key justice sector actors, international partners and NGOs actively engaged in promoting the protection of vulnerable groups met in an online event to discuss the expert Report on strengthening the access to justice for vulnerable groups in the Republic of Moldova. These recommendations will help the justice sector actors to ensure a more equal access to judicial services for all citizens, especially for the vulnerable groups – victims of discrimination, persons with disabilities, women, children etc.
Recommendations made by the Equality Council in Cases where there is a Finding of Discrimination: Efficiency and Effectiveness Report
A report commissioned by the Council of Europe to assess the efficiency and effectiveness of recommendations made by the Equality Council in the Republic of Moldova concerning discrimination cases, is now published online. An international consultant proposed solutions contributing to change in the fields of culture, systems, organization and individual situations, in terms of combating discrimination and ensuring equality.
