Welcome to the Chisinau Office Newsletter!

Thank you for signing up to keep in touch with the Council of Europe Office in Chisinau. We are back with a double edition of our newsletter, but we will delve into each month to present our results and activities jointly implemented with national partners and beneficiaries. In this edition, we are launching a new feature - the interview of the month. Thus, every month we will interview experts, grantees, our beneficiaries to discuss in detail their experiences, point of view and added value regarding the activities carried out by the Council of Europe.

September interview. Focus: Preventing and combating violence against women and girls

The magnitude of the phenomenon of violence against women and girls, especially domestic violence, denotes a reality in which everyday safety is threatened. Despite legislative and political progress in this field in the Republic of Moldova, research, and official data show that it remains a problem. In this context we interviewed a lawyer who has been providing state guaranteed legal assistance in family violence cases for 3 years, and a prosecutor, with 33 years of work experience, to share their impressions and experience of the HELP Programme course they attended and about their professional experience in general.

Paralegals were trained to provide primary legal assistance to refugees, stateless persons, and asylum seekers

35 paralegals from across the country were trained to provide primary legal assistance to refugees, stateless persons, asylum seekers, beneficiaries of international protection, as well as undocumented persons. The training was organized by the Council of Europe Project "Strengthening the human rights compliant criminal justice system in the Republic of Moldova"  to strengthen the skills of the paralegals on how to provide primary legal assistance in a timely, qualitative and efficient manner, within the limits of competence established by law.

Young filmmakers trained on best European practices on producing documentaries on human rights

The Council of Europe project “Support for Media Pluralism and Freedom of Expression in the Republic of Moldova”  jointly with the public broadcaster’s Documentary Film Department “Telefilm-Chisinau” organised a school of documentary films "Planning and shooting of Human Rights Documentary Films" throughout 19-23 of September.  The participants had the opportunity to develop their knowledge and capacities on storytelling, documentary styles, visualisation, and other important elements in the production of a documentary.

Central Electoral Commission’s staff are improving their knowledge and capacities in political finances oversight

The Council of Europe Project Improving Electoral Practice in the Republic of Moldova, Phase II developed a tailor-made two-day training on how to implement methodologies on political finances oversight. The Council of Europe experts engaged the staff of the new Division on Control and Oversight of Financing of Political Parties and Electoral Campaigns (Central Electoral Commission) in a practical training.

The key actors in preventing torture in the Republic of Moldova have improved their capacities to organize preventive visits in penitentiaries

The Council of Europe Project " Strengthening the Human Rights Compliant Criminal Justice System in the Republic of Moldova" contributes to further strengthening the criminal justice system of the Republic of Moldova in the areas of combating ill-treatment and establishing a basis for a more humane approach towards sentencing in criminal cases. In this context, the members of the Council for the Prevention of Torture and the representatives of the People's Advocate Office participated between 13 and 16 September 2022 in an extensive training and an on-site coaching to improve their capacities to conduct preventive visits in penitentiaries. They studied in practice how to organize a preventive visit step by step, including the actions before, during and after the visit.

The Council of Europe supports the People’s Advocate for Children's Rights in Moldova to improve the process of independent monitoring of children's right to protection against violence and abuse

On 8 September, 16 employees of the Office of the People's Advocate for Children's Rights from the Republic of Moldova participated in the pilot training dedicated to the Guide for ensuring independent monitoring of children's right to protection against violence and abuse. The guide was developed by national and international experts between April and July 2022, at the request of the Office of the People's Advocate for Children's Rights with the support of the Council of Europe project “Preventing and protecting children from violence including in the digital environment in the Republic of Moldova”.

Judges, prosecutors, and lawyers enhanced their knowledge on application of alternatives to imprisonment

35 judges, prosecutors and lawyers enhanced their knowledge and professional skills on applying alternatives to imprisonment. The participants had the opportunity to exchange views and share experience on the current gaps between the practice in the Republic of Moldova and the Council of Europe standards and recommendations, the existent mechanisms for application of alternatives to imprisonment and the implementation of the legal framework in the field.
