Thank you for signing up to keep in touch with the Council of Europe Office in Chisinau. May, popularly called "Florist" is a month of herbs, a month full of freshness and colour. It presents itself in an explosion of colors and positiveness. For Council Office in Chisinau, the most prominent color of this month was orange – a symbol to celebrate what the Istanbul Convention has achieved in the last 10 years and its changes on national legislation and practices, as well as - what is most important – its positive impact on victims. Marking the Istanbul Convention 10th Anniversary in the Republic of Moldova
11th May 2021 marked the 10th anniversary of the Council of Europe Convention on preventing and combating violence against women and domestic violence, known as the Istanbul Convention. On this occasion, the Council of Europe Office in Chisinau with the support of the project “Awareness-raising activities on the Istanbul Convention in the Republic of Moldova” implemented an awareness raising campaign bringing together different perspectives and experiences from a variety of actors engaged in combating violence against women and domestic violence in the Republic of Moldova.

Voices of practitioners around a landmark treaty on preventing and combating violence against women and domestic violence - Istanbul Convention
The campaign started with an online event to celebrate the Istanbul Convention 10th anniversary: Voices of practitioners working in the area of violence against women”. The event was organized in the framework of the German Presidency of the Committee of Ministers of the Council of Europe and brought together 182 participants from all over the country representing various sectors: public institutions, civil society, social workers, multidisciplinary teams, police, prosecutors, judges, academia, students, etc.
In the last three weeks, 14 videos with the voices of authorities, decision makers, legal practitioners, experts from civil society, the private sector, the media, social media influencers, art and sport celebrities were disseminated on social media.
Digital and animated brochures and infographics with the myths and facts of the Convention and how the system of assistance to victims of violence against women and domestic violence will need to be improved in the Republic of Moldova after the ratification of the Convention were published on the “10 years of the Istanbul Convention” dedicated web page and disseminated to all national stakeholders and partners involved in the national campaign. We take this occasion to thank all participants in the event, speakers, and interested parties who joined in to mark this important anniversary. Report on the responses to hate speech in the Republic of Moldova now available
A new report on the responses to hate speech in the Republic of Moldova has been published. The report maps the interaction individuals have with institutions, other public bodies, NGOs and private sector throughout the process of addressing hate speech.The findings and analysis presented in the report aim to increase the understanding of all stakeholders of all the variables that affect the current situation concerning hate speech in the Republic of Moldova, and to evaluate together their roles, relationships, opportunities, and solutions for co-ordinating further actions.

The Council of Europe has launched a Guide for Media Service Providers on the provisions of the Audiovisual Media Services Code
The Council of Europe Project "Promoting European standards in the audio-visual regulation of the Republic of Moldova" launched a Guide developed for media service providers and journalists interested in the provisions of the Audiovisual Media Services Code. The Guide, developed by national media experts, aims to provide a better understanding of the provisions of the Audiovisual Media Services Code by journalists and general public.

The legislative and regulatory framework on the disciplinary liability of prosecutors in the Republic of Moldova discussed with national authorities
The Action against Corruption in the Republic of Moldova presented the results of the assessment of the national framework on the disciplinary liability of prosecutors during an online workshop on 19th May 2021. During the event, representatives of national authorities and Council of Europe experts exchanged views on possible mechanisms to further consolidate the national framework governing the disciplinary liability of prosecutors, in line with GRECO recommendations and international good practices of independence applicable to prosecutorial councils.

Journalists from the Republic of Moldova have been trained on combating hate speech in the audio-visual and media environment
During the period 17-26 May 2021, the Council of Europe carried out a training course on combating hate speech in the audio-visual media for journalists from the Republic of Moldova, with 5 sessions focused on key concepts, national and international standards, and case studies on identifying and tackling hate-speech and discrimination practices in the audio-visual environment.

25 journalists, from the national public broadcaster, Teleradio-Moldova, and journalists from different media providers from the country, developed their practical abilities in applying the instruments for preventing intolerance in the audio-visual mass-media,  learned through practical exercises, and had an open dialogue on current problems in combating hate speech encountered in their current activity.

Pilot training on online child sexual abuse and exploitation for judges, prosecutors and the national police
The Council of Europe regional project End Online Child Sexual Exploitation and Abuse @ Europe and the project on Combating violence against children in the Republic of Moldova held a training on “Online child sexual abuse and exploitation (OCSEA)” for police, judges and prosecutors.
The training was attended by 160 judges, prosecutors and police officers, representatives of the National Institute of Justice and relevant NGOs. The course covered the topics of legislation, the investigative powers and international cooperation as well as the collection and handling of electronic evidence when dealing with this type of crimes and the protection of the child victim in criminal proceedings.

Moldovan Equality Council staff trained to better structure and articulate arguments and draft motivation on discrimination cases
The Council of Europe facilitated an online workshop to consolidate the capacities of the Equality Council staff to draft decisions for cases of discrimination. The workshop consisted of structural tips, persuasion techniques and methodological advice, provided by the facilitator, following the examination of decisions issued by the Equality Council in their case law.

Children's Day and International Day of Innocent Children Victims of Aggression will be marked in Chisinau and in the regions
The Council of Europe organized an artistic workshop with children in Balti on 29 May 2021 and an additional activity will take place in Cahul on 1st June 2021. These workshops mark Children’s Day, through drawing activities with children and their parents.In addition, on 4th of June, the International Day of Innocent Children Victims of Aggression will be marked by launching a mural in the Valea Morilor Park, in Chisinau. All three events aim to raise the awareness of children and adults on child abuse, including in the online environment, prevention measures, as well as to encourage children to report any kind of physical or verbal abuse.
