Thank you for signing up to keep in touch with the Council of Europe Office in Chisinau. This month we celebrated 26 years since the Republic of Moldova became a full-fledged member of the Council of Europe on 13 July 1995. The Council Office in Chisinau team, its projects and national partners have worked together on activities in various fields:  prosecution system, child protection, justice, awareness campaigns on hate speech, National Preventive Mechanism, elections etc. Read our newsletter to know more about this month’s highlights. The Republic of Moldova celebrated 26 years of Council of Europe membership
On 13 July 2021 we marked 26 years since the Republic of Moldova became a full-fledged member of the Council of Europe on 13 July 1995 - the leading human rights organisation in Europe. Since the Republic of Moldova accession, the Council of Europe is consistently supporting the development of the legislative and institutional framework of the country, which has ensured its transition to a democratic system. Since its membership, Moldovan citizens have free access to European human rights protection mechanisms and their rights are protected by the most important Conventions ratified by the State.
CoE supports the National Preventive Mechanism to improve its reports and recommendations
On 5 July 2021 representatives of the National Preventive Mechanism (NPM) and of the People’s Advocate Office of the Republic of Moldova (PAO) participated in an online workshop on the review of the NPM reports and provision of recommendations for their improvement. The workshop follows the development of a methodological guideline for the NPM on drafting effective post-visit reports, which includes recommendations and technical rules for drafting visit reports, structure of the post-visit report, as well as templates and alternative options for constructing these reports.
Workshop on reasoning of decisions in disciplinary matters organised for representatives of the prosecution system of the Republic of Moldova
On 9 July 2021, representatives of the Superior Council of Prosecutors and General Prosecution Office attended an online workshop on reasoning of decisions in disciplinary proceedings. During the event, the participants discussed with the Council of Europe experts the shortcomings identified in the process of disciplinary proceedings and ways to improve the legal reasoning of decisions, according to the findings and recommendations of the Group of States against Corruption (GRECO) issued in the Fourth Evaluation Round and Second Compliance Report on the Republic of Moldova.
Over 30 participants and an important number of followers on Facebook representing electoral stakeholders, media institutions and potential voters, learned how to cope with countering misuse of the administrative resources in electoral period in line with the best national and international standards.
Raising awareness on hate speech in the Republic of Moldova
Hate speech harms individuals and the groups it targets, and it harms the social cohesion and democratic principles of societies. To raise awareness about this problem in the Republic of Moldova, several activities are carried out in the second half of 2021 by the regional project “Strengthening the access to justice for victims of discrimination, hate crime and hate speech in the Eastern Partnership”,  and with the inputs of project beneficiaries, namely the Equality Council, the Ombudsman Office and Promo-LEX Association.
New functionalities to the electronic tools will make the courses in the electoral field more accessible
The Council of Europe, in co-operation with the Central Electoral Commission of the Republic of Moldova (CEC) and the Centre for Continuous Electoral Training (Training Centre) launched on 14 July 2021 the development of new functionalities for the two electronic tools of the Training Centre. E-learning platform and electronic Register of training and certified experts will make the electoral courses more accessible.
Online consultation event on the Methodology on child psychological assessment and Guideline for implementation of the GD 270/2014
On 22 July 2021 the Council of Europe project Combating violence against children in the Republic of Moldova, in collaboration with the Ministry of Health, Labor and Social Protection of the Republic of Moldova held an online event to consult the Draft Methodology on psychological evaluation and drafting the report on the psychological evaluation in cases of violence, neglect, exploitation and trafficking of the child and the Draft Guideline for the practical application of the intersectoral cooperation mechanism for the identification, assessment, referral, assistance and monitoring of child victims and potential victims of violence, neglect, exploitation and trafficking approved by Government Decision no. 270/2014.
International premiere of the documentary developed with Council of Europe support, “Our Eve” at TIFF Festival
Throughout 23rd of July and 1st of August, Our Eve, a long documentary addressing a series of human rights issues concerning people with disabilities in Moldova, developed with the Council of Europe support, will have its international premiere after being selected for screening at the 20th edition of Transilvania International Film Festival, in the category “What’s up, doc? world premieres”.
The documentary has been developed by the independent filmmaker, Ana Gurdis, and the national public broadcaster’s documentary film department, Telefilm-Chisinau, with the support of the Council of Europe Project “Promoting European standards in the audio-visual regulation of the Republic of Moldova.”
Moldovan National Institute of Justice trainers enhanced their skills to deliver both in-person and online interactive trainings
Twelve trainers of the National Institute of Justice (NIJ) learned how to create a more conducive learning environment in judicial training courses, whether they take place in classrooms or online. Development of skills aimed at reshaping the learning environment to better serve the interests of participants is closely interconnected with capability to deliver a more participant-centered, more problem-centered and finally a more interactive training.
