Interview: Enhancing social and employment rights of persons from vulnerable groups in the Republic of Moldova

Vulnerable groups from the Republic of Moldova often face discrimination in the labour market and may have limited access to vocational education and training. To ensure their inclusion and provide them with equal opportunities to acquire skills and find employment, the Council of Europe, and the Austrian Development Agency together with national partners launched a project focused on enhancing the observance of social labour rights.

In this interview we will address the integration of VET students and vulnerable groups and ways to improve their access to the labour market and social rights. From a triangular perspective: donor support, international expertise and implementing national institution we will also discuss how the vocational education and training system can become more inclusive, gender sensitive and better able to identify, attract, girls and boys as well as women and men from vulnerable groups.

Republic of Moldova: Council of Europe-ECPAT Country Overview highlights the need for more resources to tackle child sexual abuse and exploitation

More resources need to be devoted in the Republic of Moldova to identifying and supporting victims of child sexual exploitation, including from the most vulnerable groups, according to a joint Council of Europe and ECPAT International Country Overview released in May 2023. The Country Overview contains suggested ways forward to further improve the protection of children from sexual exploitation and abuse in the country.

Practitioners and students assessed the impact of the “Education for society” subject after five years of implementation

The main achievements, challenges and lessons learned in the process of the gradual implementation of the “Education for Society” subject were discussed during the national conference “Promoting democratic values through education in the Republic of Moldova”. The conference was attended by about 200 people: representatives of district education departments, non-governmental organisations, diplomatic missions and international organisations, school directors, teachers, students, etc.

200 young people from all over the country conveyed awareness-raising messages on refugee and migrant rights through their artworks

Nearly 200 young people from all over the country participated in the national art competition “My house is also your house: together in safety”. The competition aimed at raising awareness through their creations on the rights of refugees and migrants and the need for their social integration. The finalists of the competition were awarded during a ceremony held at the National Institute of Justice.

Refugee children alongside representatives of state institutions and members of civil society teamed up in an art workshop dedicated to the World Refugee Day 2023. The workshop was organised by the Council of Europe Project on “Strengthening the human rights protection of refugees and migrants in the Republic of Moldova” in partnership with the National Institute of Justice and aimed to draw attention to the rights, needs and challenges faced by refugees in the Republic of Moldova but also to increase understanding of their situation.

Criminal justice actors further improve their knowledge on evidence collection and presentation in courts

Through a workshop organized by the Council of Europe project “Strengthening the human rights compliant criminal justice system in the Republic of Moldova”, 30 judges, prosecutors, lawyers and criminal investigation officers improved their knowledge and practical skills on evidence collection and presentation in courts for different types of offences, namely criminal death and allegations of police abuse, violent crime or sexual offences. The aim of the workshop was also to discuss the issues and challenges on these topics with the relevant criminal justice actors.

Enhancing social and employment rights of persons from vulnerable groups in the Republic of Moldova

The Council of Europe and the Austrian Development Agency together with national partners launched a project focused on enhancing the observance of social labour rights in the Republic of Moldova To be carried out from 2023 to 2025, the project will strengthen the capacities of public officials to promote and protect social and employment rights, particularly employment rights of persons from vulnerable groups, in line with international standards.

Local authorities contribute to the National Action Plan on Open Governance

Representatives of local authorities, the State Chancellery, the Congress of Local Authorities from Moldova (CALM), and the Open Government Partnership (OGP) discussed the priorities for local government within the 5th National Action Plan to the OGP during a workshop. The Republic of Moldova joined the Open Government Partnership already in 2011 but now the national commitments will include a local component developed with local authorities. Some of the priority areas preliminarily identified include innovative citizen participation, open data access, and strengthening governmental institutions.

10 years of promoting and protecting equality

The international conference “Equality bodies: new standards, new challenges” marked the 10th anniversary and presented the main achievements of the Equality Council throughout a decade of its activity in the Republic of Moldova. The conference was opened by the Prime-Minister of the Republic of Moldovao and the Ambassador of the European Union Delegation to the Republic of Moldova. The event offered a platform for discussion for participants - national and international experts, representatives of equality bodies, state, and non-state actors active in the field of combating discrimination about the functioning of the anti-discrimination redress mechanisms in the Republic of Moldova, and possibilities to improve responses, in line with European and international standards in the future.

Launching of the JUSTAT AIS – the national tool for publishing judicial statistics

The launching of the JUSTAT Automated Information System will help national authorities to improve the efficiency and the transparency of courts and facilitate the understanding and access to judicial data for professionals and the public. JUSTAT has been inspired from the CEPEJ-STAT database related to judicial systems of the Council of Europe Member States and developed by a working group with the involvement of representatives of the Moldovan central judicial administration, courts, national consultants, and the Secretariat of the European Commission for the Efficiency of Justice (CEPEJ).

National Administration of Penitentiaries staff strengthened their skills in working and supervising children in conflict with law

Council of Europe Project “Preventing and protecting children from violence including in the digital environment in the Republic of Moldova” organized a two days’ workshop for the staff of the National Administration of Penitentiaries (NAP), with 23 Professionals taking part in the event.

The aim of the workshop was to identify the challenges encountered by the institution in supervising and working with minors in detention and to strengthen additional knowledge and skills needed to address these challenges.

National Probation Inspectorate staff enhanced their knowledge and capacities in working with minors

The Council of Europe Project “Preventing and protecting children from violence including in the digital environment in the Republic of Moldova”  empowered 23 staff members of the National Probation Inspectorate in working with minors who committed child sexual abuse and exploitation crimes by providing practical knowledge through on-hand methods and techniques. The two-day training responded to the previously highlighted needs, covering the stages of cognitive development and of socio-emotional development, the implications for risk assessment and rehabilitation, together with the causes of juvenile offending and sex offender typologies.

Cooperation with local authorities in the Republic of Moldova on non-discrimination and protection of vulnerable groups

 Meeting between the Vlad Izman, Vice – president of the Dubasari district and Giulia Re, Head of the Council of Europe Office in Chisinau a.i. enabled discussion about possible cooperation and joint capacity building activities in the field of non-discrimination and protection of vulnerable groups, in cooperation with other relevant actors such local civil society organisation. The local authorities from Dubasari expressed their interest in taking part in the activities and underlined their commitment towards the implementation of the European standards in the area in promotion of equality, diversity and non-discrimination.

Prevention of ill-treatment and facilitating proper care in psychiatric facilities

The members of the National Preventive Mechanism and the Ombudsperson Institution of the Republic of Moldova enhanced their theoretical knowledge regarding mental disorder and related legal issues and standards. The extensive training on mental health issues, including on-site coaching on conducting monitoring visits in psychiatric facilities, aimed to improve their working approaches and thus assist them in effectively accomplishing their tasks regarding mentally disordered detainees, preventing ill-treatment and facilitating proper care.

Three short documentaries on social and human rights issues titled "The water inside us", "On my own" and "The price of history" were launched at the "Eugene Ionesco" National Theatre. The documentaries were developed by three young filmmakers with the support of the Council of Europe project Support for Media Pluralism and Freedom of Expression in partnership with Telefilm Chisinau and Irene Langemann – the renowned film director from Germany.

The International Day for Countering Hate Speech was marked with a regional seminar organised by the joint EU/Council of Europe Horizontal Facility and Partnership for Good Governance programmes. Two regional seminars, gathered 50 representatives from Governments and equality bodies from the Western Balkans and Eastern Europe. Read more on the discussions that focused on ways of dealing with individual redress of cases of discrimination, hate speech and hate crimes, and facilitating access to justice for victims.

Council of Europe supports prison and probation reform and improvement of health care in closed institutions in Moldova – 5th Steering Committee meeting

Representatives of the Ministries of Justice and Health, the National Administration of Penitentiaries and the National Probation Inspectorate took part in the Steering Committee meeting with the Council of Europe to discuss progress of the initiatives carried out with the Project’s support. The members of the Steering Committee and the Project’s beneficiaries also informed about the changes introduced at policy, legislative and institutional levels of the criminal justice and public health systems in the first half of 2023, as well as their priorities for the second half of the year.

20 representatives from the General Inspectorate for Migration, the General Inspectorate for Border Police and the Ministry of Internal Affairs of the Republic of Moldova enhanced their knowledge on the EU legislative instruments on migration and asylum during a 2-day training. The Fight against Corruption: state of play in the Republic of Moldova
In its 4th Evaluation Round Interim Compliance Report, GRECO concludes that the Republic of Moldova has implemented satisfactorily or dealt with in a satisfactory manner only six of the eighteen recommendations contained in the Fourth Round Evaluation Report. Of the remaining recommendations, nine have been partly implemented and three have not been implemented. On 15-19 May, GRECO conducted the 5th evaluation visit in Moldova. In this interview, we tackled the anti-corruption measures and state of things in the Republic of Moldova jointly with national stakeholders.
