European Union and Council of Europe reiterate their continued support to reforms to ensure human rights, democracy and the rule of law in Central Asia

The first Regional Steering Committee Meeting of the Central Asia Rule of Law Programme 2020-2023 was held online on 4 June 2021 and took stock of the Programme’s progress achieved over the past 17 months. The meeting was opened by the Ambassador of the EU Delegation to Kazakhstan Sven-Olov Carlsson and the Director of the Office of the Directorate General of Programmes of the Council of Europe Verena Taylor and attended by high-level representatives of the state authorities of Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan and Uzbekistan.

Common legal space and enhancing human rights protection

The work towards enhancement of human rights protection in Central Asia and improvement of the knowledge of legal professionals about the international human right standards is continuing:

37 legal professionals participated in the first HELP Training of Trainers in Central Asia and became the first certified HELP trainers in the region.
Representatives of 9 state authorities of Kazakhstan, the Kyrgyz Republic and Uzbekistan discussed integration of the HELP courses in the methodologies of national institutions and participated in the Annual in-service training for civil servants in Moscow.

Fighting economic crime

The Programme is continuing to assist the authorities of Central Asian countries in reviewing national legislation. A webinar on improving existing mechanisms of protection of the rights of entrepreneurs in the Kyrgyz Republic was hold on 16 April 2021 in co-operation with the General Prosecutor’s Office of the Kyrgyz Republic.

Institutional support

In the field of promoting efficient functioning of state institutions and public administration, the following activities have been conducted:

KYRGYZ REPUBLIC: on 6 April 2021, the joint Opinion of the Venice Commission and the ODIHR on the Draft Constitution of the Kyrgyz Republic was presented at the Donors’ Partners Co-ordination Council Working Group for Rule of Law and Human Rights for the Kyrgyz Republic.

UZBEKISTAN: On 22-23 April 2021, the President of the Venice Commission Mr. Gianni Buquicchio addressed the II International Legal Forum “Tashkent Law Spring” upon invitation by the Minister of Justice of the Republic of Uzbekistan, Mr. Ruslanbek Davletov. A number of high-ranking officials from different countries, international organisations and high-level national and international experts attended the 2021 edition of this biennial forum.

KAZAKHSTAN: on 25 June 2021, an international online seminar “Execution of the decisions of the Constitutional Courts and equivalent bodies – theory and practice” was organised online. The seminar was opened by the Chairman of the Constitutional Council of the Republic of Kazakhstan, Kairat Mami, the President of the Venice Commission, Gianni Buquicchio, and the Ambassador of the European Union to Kazakhstan – Sven-Olov Carlsson. Representatives of the Constitutional Courts and legal institutions of the Central Asian countries as well as the Venice Commission experts from Bulgaria, Georgia, Czech Republic and the Republic of Moldova attended the seminar.
