Thank you for signing up to keep in touch with the Council of Europe Office in Chisinau. November was a busy and successful month, full of events, awareness campaigns, high-level meetings, workshops, closing and launching of new projects etc.

This month, the Secretary General of the Council of Europe, Ms. Marija Pejčinović Burić paid an official visit to the Republic of Moldova, meeting the representatives of Moldovan institutions and civil society.

Towards the end of November, the Council of Europe joined the “16 Days of Activism against Gender-Based Violence”, the international campaign to increase awareness on violence against women and girls in Republic of Moldova. The campaign also focuses on the Istanbul Convention, following the recent decision of the Moldovan Parliament to ratify the Convention.

The team of the Council of Europe Office in Chisinau engaged national partners, NGOs, and beneficiaries in activities in the electoral field, child safety and sexual abuse, evidence collection and presentation in courts for different types of offences etc. Read our newsletter to know more about this month’s highlights. The Secretary General paid an official visit to the Republic of Moldova on 22 November. She met the President of the Republic, Maia Sandu; the Prime Minister, Natalia Gavrilița; the Deputy Prime Minister and Minister for Foreign Affairs and European Integration, Nicu Popescu; the President of the Parliament, Igor Grosu; the State Secretaries to the Ministry of Justice, Veronica Mihailov-Moraru and Iulian Rusu; the Governor of ATU Gagauz-Yeri, Irina Vlah, as well as representatives of civil society.

The second online meeting on shaping a coordinated approach towards the implementation of the Lanzarote Convention in the Republic of Moldova

Shaping a coordinated approach towards the implementation of the Council of Europe Convention on the Protection of Children against Sexual Exploitation and Sexual Abuse in the Republic of Moldova was the key topic of an online meeting.

Relevant national stakeholders, partners and representatives of civil society exchanged views, voiced questions and comments related to the best approach to address the coordination aspect in the implementation of the Lanzarote Convention in a coordinated manner.

Online seminar on investigation of online child sexual abuse and exploitation for judges, prosecutors and the national police

40 police officers, judges and prosecutors participated in an online seminar on the “Investigation of online child sexual abuse and exploitation” organized by the Council of Europe project on Combating violence against children in the Republic of Moldova.

The seminar aimed to enhance the capacities of professionals in the field, in investigation and hearing of online child sexual abuse cases, in particular the most serious online child sexual abuse and exploitation offences according to the Council of Europe standards. Key aspects of the Training Modules were presented and discussed during the event.

Police officers learn applying the limits of the use of force, special means and firearms

26 police officers who ensure guard, detention and escort of persons in police custody have been trained on the principles on the use of force and special means during a 2-day online training organised by the Council of Europe Project “Strengthening the human rights compliant criminal justice system in the Republic of Moldova”.

Examples of good practice and case studies were part of the training in which the participants could assess concrete situations and apply the principles on the limits of use of physical force, special means, and firearms in police activity.

Workshop on results of piloting of the reorganisation of tasks in three prisons in the Republic of Moldova

The results of the pilot initiative for the reorganization of tasks with a focus on dynamic security and social reintegration of inmates in three prisons – Prison no. 7 - Rusca (women), Prison no. 10 - Goian (juveniles) and Prison 1 - Taraclia (male adults) – were evaluated during the final workshop of the pilot programme.

As a result of the pilot initiative, the involved prisons developed and started the application of Standard Operating Procedures on the social reintegration, security and sentence planning.  The workshop also served as a forum through which the follow-up recommendations for pilot prisons were discussed, as well as the roadmap for the NAP on how to extend these pilot initiatives to other prisons.

Medical staff from the pre-trial detention isolators enhance their knowledge on the medical examination of persons in police custody

20 medical staff enhanced their skills and knowledge, in particular on subjects related to emergency medical care and continuity of treatment in police detention (including tuberculosis, HIV infection, drug dependence, and other diseases), and medical examination as a procedural safeguard against ill-treatment.

Medical staff participated in an online training on the medical examination of persons in police custody for the medical staff, including medical assistant from the pre-trial detention isolators organized on 16 November 2021, by the Council of Europe project “Strengthening the human rights compliant criminal justice system in the Republic of Moldova.

The members of Precinct Electoral Bureaus enhanced their skills in conducting elections

The members of Precinct Electoral Bureaus (PEB) from 15 administrative-territorial units of the Republic of Moldova enhanced their skills in organization and conducting elections.

Training materials are designed in co-operation between the Council of Europe and the Centre for Continuous Electoral Training, with the aim to prepare the members of election management bodies for the new local mayoral elections involving more than 150 thousand citizens. The training materials and hand-outs, in Romanian and Russian languages, were launched in the context of the local elections taken place on 21 November 2021.

Criminal justice actors improve their knowledge on evidence collection and presentation in courts for different types of offences

68 judges, prosecutors, defence lawyers, free legal aid lawyers, and criminal investigation officers improved their knowledge on evidence collection and presentation in courts for different types of offences during an online workshop organised by the project “Strengthening the human rights compliant criminal justice system in the Republic of Moldova”.

The workshop focused on effective criminal death investigations, the prohibition of torture and effective criminal investigations into allegations of police abuse, violent crimes and sexual offences. The participants also got acquainted with the specific requirements regarding the fair criminal trials and the obligation of courts to give reasons for their judgments and convictions based on evidence obtained through torture and convictions based on police entrapment.

First Meeting of the Working Group for the development of a training module for the prison staff working with young offenders

The management of the National Administration of Penitentiaries of Moldova (NAP), representatives of NAP specialised departments (security and penitentiary regime, social reintegration) representatives of NAP Training Centre, directors from individual penitentiaries no. 10 Goian, no.5 Cahul, no.17 Rezina, no.11 Balti and no. 13 Chisinau, and heads of specialised units from these prisons attended  the first meeting of the working group for the development of a training Module for the prison staff working with young offenders.

The meeting resulted in a clear plan of distribution of tasks and deadlines among the members of the working group. At the substance level, the outline of the module and the benchmarks for its development as well as the template module descriptor were presented and agreed.

Results of the Action against Corruption in the Republic of Moldova presented at the final Steering Committee Meeting and Closing Event

The Action against Corruption in the Republic of Moldova organised its final Steering Committee (SC) meeting and the Closing Event. The online events gathered representatives from beneficiary institutions, SC members, partners, and civil society.

Implemented over 18 months, the project delivered assistance in the legislative, policy and institutional areas concerning pending recommendations from the Fourth Evaluation Round of the Council of Europe’s Group of States against Corruption (GRECO). As a result, 22 activities, involving 327 participants were successfully implemented.

National Conference on Protecting children in the Republic of Moldova from violence: achievements and remaining challenges

Over 80 representatives of public institutions, professionals working with children, representatives of international organisations and civil society attended the online National Conference on protecting children in the Republic of Moldova from violence: achievements and remaining challenges.

The Conference aimed to present key achievements and remaining issues, as well as exchange views, voice questions and comments related to the best approach to address existing challenges in the child protection system regarding violence against children in the Republic of Moldova.

Final meeting of the Steering Committee of the Council of Europe Project Combating violence against children in the Republic of Moldova
The Council of Europe project Combating violence against children in the Republic of Moldova held the final meeting of the Project Steering Committee in order to present project achievements, discuss the feedback and further steps.

The project Combating violence against children in the Republic of Moldova supports strengthening the country’s child protection framework and judicial system with focus on the protection of children against sexual violence, promotion of child-friendly justice practices and the rights of the child in the digital environment.

A new project “Enhancing diversity and equality in the Republic of Moldova” has been launched by the Council of Europe

A new co-operation initiative on enhancing diversity and equality in the Republic of Moldova has been launched in the framework of the Council of Europe’s Action Plan for the Republic of Moldova 2021 - 2024.

The three-year project ”Enhancing diversity and equality in the Republic of Moldova” funded by the Ministry of Foreign Affairs of the Netherlands, targets broadly stakeholders at both national and local level, authorities, law enforcement officers and civil society.
