In this edition of our newsletter, we will present our key projects activities implemented jointly with national partners and beneficiaries.

To give you an idea, a training course on enhancing the capacities of the employees of the Moldovan judicial system and the People’s Advocate Office, expert support in the field of elections and the policy workshop on European approaches to disinformation are listed among the activities organized for and together with the beneficiaries of our projects.

Reinforcement of the People’s Advocate Office mandate in the area of public policies and legislation

Key subjects related to the People’s Advocate Office’s mandate in the area of public policies and legislation were presented and discussed during a training on 2-4 March 2022. The course included practical exercises and case studies, which allowed the participants to strengthen their skills in examining, influencing and monitoring the public policies and legislation in line with best practices in the field.

Judicial staff in the Republic of Moldova enhanced their knowledge on remedies in cases of discrimination

98 employees of the Moldovan judicial system strengthened their knowledge on national and international remedies in cases of discrimination through an online training, held on 16 March. The training was focused on the international legal framework and the case law of the European Court of Human Rights pertaining to discrimination, as well as the right to an effective remedy in discrimination cases.

The Guide analyses and sums up the case-law on Article 5 of the European Convention. As a result, the legal practitioners will be better informed about the fundamental judgements and decisions delivered by the ECHR.

Improvement of the domestic remedy to challenge poor conditions of detention

The representatives of the Ministry of Justice, the Supreme Court of Justice, the National Administration of Penitentiaries, as well as investigative judges gathered in an expert meeting on 16 March to discuss the draft Guide on the implementation of the domestic remedy to challenge poor conditions of detention in the Republic of Moldova. The guide intends to contribute to the improvement of the practice of justice sector professionals in applying the remedy at national level.

The Council of Europe and the Audiovisual Council discuss new approaches to countering disinformation in the Republic of Moldova

A policy workshop organised on 24 March by the Council of Europe gathered the members and key staff of the Audiovisual Council. During the event the participants raised key issues and challenges in monitoring and regulating disinformation identified at the national level among media service providers, more so in the context of the Emergency State instituted in the Republic of Moldova on February 24th.

Better institutional capacity in financial monitoring by the Central Electoral Commission of the Republic of Moldova

The Council of Europe has launched its expert support to the Central Electoral Commission (CEC) in the process of elaborating a methodological framework for the new Division of Financial Monitoring and Control. Thus, the CEC will be able to strengthen its functional and institutional capacities to better exercise control and oversee the compliance with the legal provisions regarding the financing of the activities of political parties and election campaigns.

A new digital functionality under development to help prevent cyber threats

In the context of support offered by the Council of Europe to the CEC, additional assistance has been granted to further develop CEC’s internal record keeping.

The development of the new functionality for the application "Antechamber" is aimed at improving declassification of documents and transparency in activity of the CEC as well as at preventing unauthorised access.

Review of the normative framework for detention and escort of persons in police custody in the Republic of Moldova

A round table was organised on 24 March 2022 to discuss the findings and the recommendations of the review of the normative framework regarding the detention and escort of persons in police custody in the Republic of Moldova. The aim of the review was to analyse the operation of the national legislative and normative framework with regard to detention in police custody time limits, police escorting and transferring of detainees. The review also brought forward recommendations on how the law and the practice in the Republic of Moldova may be improved in compliance with Council of Europe standards.
