Thank you for signing up to keep in touch with the Council of Europe Office in Chisinau. We are happy to share the July edition of our newsletter, presenting major initiatives and activities implemented jointly with national partners and beneficiaries.

This year we celebrated the 27th anniversary of the country's accession to the Council of Europe by launching the Council of Europe Week in the Republic of Moldova, an initiative aiming to increase the public awareness on the work of the Council of Europe. In this context, the Human Rights Documentary Films Caravan was organised in partnership with Telefilm-Chisinau during 11-17 July. The Caravan attracted a large and varied audience from five localities in the Republic of Moldova, covering the North, South, and Centre of the country.

The Human Rights Documentary Films Caravan reached five cities and villages in the Republic of Moldova
To mark the 27th anniversary of the country's accession to the Council of Europe, the Council of Europe Office in Chisinau jointly with Telefilm Chisinau and the national broadcasting company “Teleradio-Moldova” organised the Human Rights Documentary Films Caravan, as part of the Council of Europe Week in the Republic of Moldova. During 11-17 July 2022 we organised 6 human right documentaries public screenings and successfully gathered a large and varied audience from five localities in the Republic of Moldova, covering the North, South, and Centre of the country.

Fruitful exchange of good practices between electoral administrations of the Republic of Moldova and Georgia
The representatives of the Central Electoral Commission and the Centre for Continuous Electoral Training of the Republic of Moldova met with representatives of Georgian election and state authorities in Tbilisi. Throughout the visit, participants had the opportunity to exchange views, and share experiences, on a number of topics focusing on digital solutions in electoral processes, transparency and legality of political parties and electoral campaign finances, gender-based issues, electoral reforms and the e-voting pilot projects in Georgia.

The Training Centre of the National Administration of Penitentiaries ready to deliver a new course on Prison Management for the senior managers within the prison system of the Republic of Moldova

During a 4-day session of a Training of Trainers, the team of the National Administration of Penitentiaries strengthened their knowledge and training delivery skills and, through a Human Rights Approach to Prison Management lenses. They also performed supervised simulations in delivering training sessions on safety and control in prison; concepts and skills of leadership; team building and motivation; strategic thinking, organising, and planning; as well as on decision-making in crisis situations, contingency planning and risk management.

First steps towards a new Strategic Development Programme of the Ombudsperson Institution for 2023-2030
The Council of Europe project “Strengthening the human rights compliant criminal justice system in the Republic of Moldova” organized a workshop jointly with the Ombudsperson Institution.The workshop was followed by other two workshops with the relevant central public authorities, civil society organisations and beneficiaries of the Ombudsperson Institution to discuss the most urgent issues in the field of human rights identified by the authorities and organisations in interaction with the Ombudsperson Institution, as well as to identify the Ombudsperson Institution’s priorities for the next Strategic Development Programme from the rights holders’ and duty bearers’ perspective.

Council of Europe provided an expert opinion to the Draft Law on amending certain normative acts on criminal investigation and trial of the criminal case in absentia of the Republic of Moldova

At the request of the Ministry of Justice, the Council of Europe prepared an expert opinion to the Draft Law on amending certain normative acts (criminal investigation and trial of the criminal case in absentia) of the Republic of Moldova (“the Draft Law”). The aim of the Draft Law is to improve the criminal procedural legislation of the Republic of Moldova in the part concerning the procedure of indictment in absentia, as well as the trial in absentia of the accused, for cases in which the person evades prosecution or avoids participation in the trial process.

New Guidelines were drafted to ensure the Independent Monitoring of Children’s Right to Protection from Violence and Abuse by the People’s Advocate for Children’s Rights in Moldova

The Draft Guidelines for the Independent Monitoring of Children’s Right to Protection from Violence and Abuse developed at the request of the People’s Advocate for Children’s Rights in Moldova (Guideline) was presented on 7 July to relevant national authorities, stakeholders, and partners in the field of children’s rights. The Guideline will support the People’s Advocate for Children’s Rights to fulfil its mandate for independent monitoring of children’s right to protection from violence, abuse, exploitation, and neglect.
