New Head of the Council of Europe Office in Chisinau

Dear subscribers,
We are happy to announce that the Council of Europe Office in Chisinau has a new management.  Thus, we are pleased to introduce you to the new Head of the Office, Falk Lange and the Deputy Head of Office, Marius Ciprian Toth. 

Falk Lange has an extensive experience, more than 25 years, in international relations and international organisations at the nexus of foreign and security policy, promotion of democracy, human rights, rule of law and good governance as well as supporting transition and reforms.

Marius Ciprian Toth has also thorough professional expertise in international relations and European Affairs, including the European funds management. He worked over 20 years in middle and top managerial positions at the European Commission Delegation in Bucharest, the Ministry of Agriculture and Rural Development and the Ministry of Foreign Affairs.

The Council of Europe Office in Chisinau, together with the Ministry of Foreign Affairs and European Integration, marked on 10-16 July the Council of Europe Week in 2023 through several events: a living Library, storytelling by victims of hate speech and hate crimes, a public art exhibition focused on migration and the need for safety, a Flash mob in collaboration with the General Police Inspectorate, and the screening of documentaries featuring social issues in rural areas. Read more on the dedicated webpage.

Moldovan Police officers equipped to combat violence against women and domestic violence

Moldovan police officers participated in a training focused on enhancing their skills in criminal investigation and community interaction, aligning with the principles outlined in the Istanbul Convention. The training covered various aspects of criminal investigation techniques, victim support, and community outreach strategies. The ceremony of handling of certificates for the HELP course for Law enforcement opened the event.

Sexist language and behavior in elections, discussed during two trainings with librarians and journalists

What is sexist language and behavior? How could it be identified? What would a citizen do when dealing with sexist speech or behaviour? What is the role of the media and how do journalists act when dealing with sexist speech? 

These issues were discussed during two-days  training course organised by the Council of Europe for 20 members of the Librarians Association of Moldova (ABRM) from 12 localities and 15 journalists from national and regional media outlets took part at the training.

„ We are the directors of our lives and in the end, we have the film of our life according to the scenario that we wrote ”. This was just one of the thoughts accompanying the third edition of the documentary films Caravan organized by the Council of Europe in partnership with Telefilm Chisinau.

The Human Rights Film Caravan took place during the Council of Europe Week of 10-16 July in three localities of the Republic of Moldova,  gathering audience eager to watch the documentaries and to discuss.

District electoral councils’ chairpersons enhanced their training competences on electoral systems, management and legislation
The 24 chairpersons of the district electoral councils (DECs) from the Republic of Moldova participated in a 5-day training of trainers’ course to enhance their knowledge and skills concerning electoral systems, management, and legislation. Special focus was given to the oversight and control of political parties financing in the context of the upcoming local general elections. Also, the participants addressed new aspects concerning the local general elections – validation of the mandates of the mayors and local councillors. Prior validation was attributed to the courts of law.

Awareness-raising workshop for psycho-pedagogical assistants to support women, victims of violence in the Republic of Moldova

38 specialists representing municipal psycho-pedagogical assistance services in the Republic of Moldova actively participated in the awareness-raising workshop. The aim of the three-day workshop was to enhance knowledge and expertise in supporting victims of violence against women and domestic violence. The workshop is designed to strenghten efforts in preventing and combating violence against women and domestic violence.

National Penitentiaries Administration staff enhanced their knowledge and capacities in working with minor

Council of Europe Project “Preventing and protecting children from violence including in the digital environment in the Republic of Moldova” organised a training for the staff of the National Penitentiaries Administration (NPA). The aim of the training was to empower the role of 22 staff members in working with minors in detention who committed child sexual abuse and exploitation crimes by providing practical knowledge through on-hand methods and techniques.

Dubasari District engaging with Council of Europe in promoting equality at local level

Dubasari District became the third district to join the project "Enhancing diversity and equality in the Republic of Moldova", by signing on 22 August a Memorandum of Understanding between the Council of Europe and Dubasari District Council. 

The Memorandum contributes to the safety and respect for fundamental human rights and freedoms in the Dubasari District. It is in line with the Republic of Moldova's international commitments regarding its non-discrimination policy and efforts to respect human rights at European standards.

The Council of Europe Office in Chisinau management hosted today a meeting with the UNFPA Country Representative in Moldova Ms. Nigina ABASZADA. They discussed further collaboration to prevent digital violence in the Republic of Moldova. Both Council of Europe and UNFPA representatives expressed their interest to work together on the prevention of digital violence in the Republic of Moldova, including the legislation on preventing and combatting all forms of violence.
