The roadmap for accreditation of Electoral Training Centre as an educational institution is being finalised

The Council of Europe, in co-operation with the Centre for Continuous Electoral Training (CCET) is defining the roadmap for accreditation of the CCET as an educational institution in line with the relevant legislation of the Republic of Moldova. As a result, election officials, trainers, police officers, journalists, political party treasurers, librarians, etc. will get qualified certificates issued by CCET.

The Council of Europe helps in improving electoral rolls and drafting relevant electoral regulations

The Council of Europe assists the Central Electoral Commission of the Republic of Moldova in drawing up electoral rolls and relevant amendments to electoral legislation. Thus, a new working methodology, including more accurate electoral lists and the adjustment of the relevant instructions, will increase public confidence in electoral administration.

The Steering Committee on preventing and protecting children from violence including in the digital environment met for the first time

The Council of Europe project Preventing and protecting children from violence including in the digital environment in the Republic of Moldova held the first meeting of the Project Steering Committee in order to present the new project and the work plan. The main institutions, together with local NGOs as observers, discussed the project objectives and activities with a focus on the workplan for 2022, including the stakeholders and partners’ needs and priorities.

The Council of Europe provides assistance in clarifying the legal status of the permanent electoral body of the Autonomous Territorial Unit of Gagauzia

The Council of Europe assists the Central Electoral Commission of Autonomous Territorial Unit of Gagauzia (CECG) in clarifying the legal status of the permanent electoral body in the region.

In this context, a Working Group (WG) within the CECG will draft the amendments to harmonize the legislation on the CECG status and examine the possibility of CECG being granted access to the State Automated Information System "Elections".

Provision of expertise in digitalising the electoral process and piloting e-voting in the Republic of Moldova

The Council of Europe is offering supports the Central Electoral Commission on the digitalization of the electoral process and in piloting electronic voting (e-voting) as an alternative voting method in the Republic of Moldova. CoE experts addressed questions regarding the legal framework for online-voting, focusing on the aspects of the online-voting, the feasibility of distant voting (including associated risks) and multiple voting, conciliation of secrecy with transparency and traceability, financial and human resources required to maintain a constitutionally acceptable online-voting, etc.

The updated Guide on Article 5 “Right to liberty and security” is available in Romanian

The Council of Europe Project “Strengthening the Human Rights Compliant Criminal Justice System in the Republic of Moldova” has updated and published the Romanian version of the Guide on Article 5 “Right to liberty and security” of the European Convention on Human Rights (ECHR).

The Guide analyses and sums up the case-law on Article 5 of the European Convention. As a result, the legal practitioners will be better informed about the fundamental judgements and decisions delivered by the ECHR.

Council of Europe HELP Course on CPT standards launched in the Republic of Moldova

41 legal professionals, including judges, prosecutors and lawyers have been enrolled in the HELP course on the standards of the Council of Europe’s Committee for the Prevention of Torture (CPT). The training is part of the cooperation activities with the National Institute of Justice.

The Course on CPT standards is now available in Romanian. It was designed to help professionals to familiarize with the CPT’s key standards concerning the five most important places of deprivation of liberty: police stations, prisons, immigration detention facilities, psychiatric establishments, and social care homes.

Judges and prosecutors enhance their knowledge on the procedure for the examination of motions on the application and extension of constraint measures

50 judges and prosecutors enhanced their knowledge on the interpretation and application of the legal provisions and relevant requirements of the European Court of Human Rights (ECHR) standards and case-law on pre-trial detention and house arrest.

The online workshop on the procedure for the examination of motions on the application and extension of constraint measures was organized on 23 February 2022 by the Council of Europe Project “Strengthening the human rights compliant criminal justice system in the Republic of Moldova” in cooperation with the National Institute of Justice of Moldova.

Competition on courts’ performance in the Republic of Moldova to be launched with the support of the EU/CoE CEPEJ project

A competition aiming at discovering and highlighting innovative and efficient practices concerning the functioning of justice, judicial procedures or the organisation of courts is to be conducted for the first time in Moldova in 2022.

On 3 February 2022, the Working Group composed of the representatives of the Superior Council of Magistracy, the Agency for Court Administration, the National Institute of Justice and national courts started working on the regulation for conducting a competition.

CEPEJ contributes to improving the communication policy of courts in the Republic of Moldova

A Working Group was created and met on 9 February 2022 to improve the regulations on media relations and the public between courts and other judicial authorities. Composed of representatives of the Superior Council of Magistracy, the Agency for Court Administration, the National Institute of Justice, national courts, and CEPEJ national experts, the group will be guided by the assessment of the Communication Strategy of the Superior Council of Magistracy and of the Guide for the judiciary on relations with mass-media developed with the Council of Europe support.
