Central Asia: facilitating regional dialogue to modernise public administration

The Council of Europe and the European Union continue to promote efficient functioning of state institutions and public administration in Central Asia. This was reiterated during a 2-day regional conference “Modernisation of the public administration in Central Asia and respect of the rule of law principles” which was organised by the Venice Commission in co-operation with the Ministry of Justice of the Republic of Uzbekistan in the framework of the joint EU/CoE Central Asia Rule of Law Programme on 12-13 May 2022 in Tashkent, Uzbekistan.

Central Asia: expanding knowledge on Council of Europe human rights training tools

A delegation from national training institutions from all five states of Central Asia (Kazakhstan, Kyrgyzstan,

Tajikistan, Turkmenistan and Uzbekistan) came to the Council of Europe headquarters in Strasbourg for a one-day study visit on 29 June and to participate in the annual HELP Conference held on 30 June and 1 July 2022.

Kazakhstan: raising awareness on Council of Europe conventions

Representatives of public authorities of Kazakhstan expanded their knowledge on the mechanisms related to accession to Council of Europe Conventions during a 3-day training seminar in Strasbourg (France) in the Council of Europe headquarters on 23-25 May 2022.

Uzbekistan: increasing effectiveness of inspections conducted in the private sector

The main findings of the assessment of the legislative framework governing state controls in the business sector in Uzbekistan were presented during a round table on 19 May 2022.

Tajikistan: strengthening co-operation with legal community

A public lecture on the European Convention on Human Rights for 45 students of the law faculty of Tajikistan

National University and one-day seminar for 27 Tajikistan’s lawyers on the right to a fair trial in the case law of the European Court of Human Rights marked the launch of co-operation with Tajikistan in this area. A series of meetings with authorities allowed to discuss human rights training and expertise-sharing activities to be organised in Tajikistan in 2022.

Kazakhstan: constitutional and international aspects of the upholding of the rule of law

On the occassion of the 10th anniversary of Kazakhstan joining the Venice Commission of the Council of Europe, the results and achievements of fruitful co-operation were underlined and further prospects for partnership were identified.

Tajikistan: reinforcing constitutional justice and the rule of law

Representatives of the Constitutional Court of the Republic of Tajikistan debated the constitutional reforms in Tajikistan with the experts of the Venice Commission. Discussions benefited from the contribution of experts from Armenia, Georgia, Kazakhstan, Kyrgyzstan and Uzbekistan.

Turkmenistan: technical assistance priorities for 2022 in the field of economic crime

On 12 April 2022, a co-ordination meeting with the national authorities of Turkmenistan was held online aiming at presenting and discussing technical support activities for the current year as well as identifying additional assistance needs in the field of anti-corruption, anti-money laundering and combating financing of terrorism.

Kyrgyzstan: further prospects of co-operation in the field of rule of law

On 23 June 2022, the fundamental principles of the rule of law in the light of ongoing legal and institutional reforms in Kyrgyzstan were discussed during a round table organised in Bishkek in co-operation with the Ministry of Foreign Affairs of the Kyrgyz Republic and the Diplomatic Academy of the Ministry of Foreign Affairs.
