Enhancing human rights protection in the Kyrgyz Republic and Uzbekistan

The work towards improvement of the knowledge of legal professionals of the international human right standards is continuing:

     
    • KYRGYZ REPUBLIC, UZBEKISTAN: the HELP courses to be launched in the Kyrgyz Republic and Uzbekistan as well as further plans for co-operation in enhancing human rights protection were discussed in person between the delegations of national authorities from the Kyrgyz Republic and Uzbekistan and the representatives of the Council of Europe. This interaction was made possible through the participation of the national delegations in the HELP Annual Network Conference on 1-2 July 2021 in Strasbourg.
    • UZBEKISTAN: translation of the HELP course "Rights of persons with disabilities" into Uzbek language was completed in summer 2021. The course is to be launched for the High School of Judges under the Supreme Council of Judges of Uzbekistan in co-operation with the OSCE in Uzbekistan by the end of the year 2021.

    Improving legal frameworks of Kazakhstan

    Two Technical Papers were prepared by the Council of Europe which contain a legal review of the legislative and institutional frameworks of Kazakhstan in the areas of whistleblower protection and conflict of interest prevention and resolution. The Council of Europe presented the Technical Papers, draft amendments and recommendations to the representatives of the Anti-Corruption Agency of the Republic of Kazakhstan in the course of two webinars in July 2021.

    Improving legal frameworks of Kazakhstan
    Supporting Uzbekistan in criminal matters

    The Council of Europe experts drafted a legal review of Uzbekistan’s legislative framework in the sphere of mutual legal assistance and developed a model bilateral agreement on mutual legal assistance. This work was facilitated through a number of working meetings with the representatives of the General Prosecutor’s Office of Uzbekistan as well as through a high-level conference “The Council of Europe Convention on Mutual Assistance in Criminal Matters” held in July 2021.

    On 27 August 2021, the President of the Venice Commission, Gianni Buquicchio, participated in the Symposium “The Internet Era: the Rule of Law, the Values of the Person and the State Independence” in Kazakhstan.

    Engagement with national authorities
    Engagement with national authorities

    The Programme maintains close contacts with national authorities of Central Asian countries in order to discuss the ongoing work. Regular meetings have been held with the government officials including the authorities of Turkmenistan and Tajikistan. In particular, the Programme organised a meeting with the First Deputy Minister of Justice of Tajikistan – Ms Nigina Alizoda.
