Czechia and the Netherlands extend the protection of their regional or minority languages under the Charter

Since the beginning of the year Czechia and the Netherlands have extended the protection of their respective regional or minority languages. The Netherlands have accepted to apply the provisions of the Charter to the Papiamentu language on the Island of Bonaire (Part III provisions), as well as to the Papiamento (Papiamentu) language used in the European part of the Kingdom (Part II provisions). Moreover, Czechia has extended its undertakings under the Charter with regards to German in several districts within areas where German is traditionally used (Part III provisions). These commendable initiatives should encourage other states parties to regularly review their level of commitment under the Charter to reflect improvements in the situation of their regional or minority languages.

Vesna Crnić-Grotić, former Chair and current member of the Committee of Experts of the Charter was selected as one of the 75 women who have contributed to the Organisation’s goal throughout history by upholding democracy, human rights and the rule of law across Europe and beyond. The awareness-raising project, co-organised by the EU delegation to the Council of Europe and the Permanent Representations of the Kingdom of the Netherlands and the United Kingdom, was launched in March on the occasion of the 75th anniversary of the Council of Europe and has featured over several months inspiring women’s portraits and stories on social media. Vesna Crnić-Grotić’s portrait was presented on 26 March and her remarkable contribution to the monitoring process of the Charter and the work of its Committee of Experts put forward.

Latest COMEX reports and visits

2024 started off with two on-the-spot visits: in January, a delegation of the Committee of Experts travelled to Spain to meet with the representatives of regional and minority languages speakers and authorities. In February, the COMEX visited the United Kingdom and the Isle of Man in the frame of the sixth monitoring cycle. In June, a visit to Cyprus took place. Four evaluation reports were published during the first semester of 2024: the 6th evaluation report on Denmark in January 2024, the 5th evaluation report on Czechia and the 7th evaluation report on Croatia in May, and the 6th evaluation on Finland in June. In addition, the evaluations by the Committee of Experts of the implementation of the recommendations for immediate action contained in the Committee of Experts’ 8th evaluation report on Sweden, 7th evaluation report on the Netherlands and 7th evaluation report on Germany were adopted and published.

At their 79th plenary meeting in June, the members of the Committee of Experts adopted the 6th evaluation report on Spain and the 6th evaluation report on the application of the Charter by the United Kingdom and Isle of Man. The Committee also adopted the mid-term reports on the implementation of its recommendations for immediate action by Germany and the Netherlands and held an exchange of views with researchers from the European Centre for Minority Issues on the initial results of their research ‘A pathway to expanding the ratification of the European Charter for Regional or Minority Languages’, which identifies key obstacles to ratification in seven Council of Europe Member States and propose strategic recommendations for overcoming these obstacles.

New Charter publications

The Charter brochure released in 2023, which presents the treaty itself, the work of the Committee of Experts and the monitoring process in a nutshell, has been translated in more languages to reach an even wider public. In addition to the English and French versions, it is now available in German and Italian. Translations into Hungarian, Romanian, Spanish and Ukrainian are currently underway and more language versions are to follow soon.
