At their 981st meeting on 29 November (item 6.2a and b) the Deputies took note of the abridged report of the 17th meeting of the European Committee for Social Cohesion (CDCS) (Strasbourg, 7-8 November 2006). They adopted Recommendation Rec(2006)19 on policy to support positive parenting and took note of the Explanatory Memorandum thereto. They took note of the policy guidelines for the design and implementation of integrated models of social services, and of the opinions of the CDCS on Parliamentary Assembly Recommendations 1741 (2006) on the social reintegration of prisoners, 1749 (2006) on demographic challenges for social cohesion and 1755 (2006) on the human rights of irregular migrants as they appear at Appendix 4 to document CM(2006)194.

At their 978th meeting on 25 October (Item 6.2) the Deputies adopted the reply to Parliamentary Assembly Recommendation 1741 (2006) on social reintegration of prisoners.

At their 965th meeting on 24 May (Item 6.1) the Deputies took note of the abridged report of the 16th meeting of the CDCS (Strasbourg, 28-29 March 2006). They noted the opinion of the European Committee for Social Cohesion (CDCS) on the draft recommendation of the Committee of Ministers to member states on the promotion and participation of minority youth and the Explanatory Report thereto, submitted in accordance with the decision taken at their 952nd meeting (11 January 2006, item 8.5a).

At their 953rd meeting on 18 January (item 6.1) the Deputies took note of the abridged report of the 15th meeting of the European Committee for Social Cohesion (CDCS) (Strasbourg, 15-16 November 2005).

Social security

At their 972nd meeting on 6 September (Item 6.1a, b and c) the Deputies took note of the abridged report of the 1st meeting of the Committee of Experts on Social Security (CS-SS) (Strasbourg, 9-11 May 2006); They took note of the conclusions of the CS-SS on the application of the European Code of Social Security and, where applicable, its additional Protocol, by Belgium, Czech Republic, Denmark, Spain, France, Germany, Greece, Ireland, Italy, Luxembourg, Netherlands, Norway, Portugal, Sweden, Switzerland, Turkey and United Kingdom, in accordance with Article 75 of the European Code of Social Security, and accordingly adopted Resolutions ResCSS(2006)1 to 17. The Deputies approved the terms of reference of the CS-SS.

Family policy and children

At their 973rd meeting on 13 September (Item 6.4) the Deputies took note of the report by the Secretary General and of the final Communiqué and Declaration adopted at the 28th Conference of European Ministers for Family Affairs (“Changes in parenting: Children today, Parents tomorrow”, Lisbon, 16-17 May 2006). They agreed to transmit them to the European Committee for Social Cohesion (CD-CS) in order for this committee to bear them in mind in its future work.

At their 953rd meeting on 18 January (item 6.3) the Deputies adopted the reply to Parliamentary Assembly Recommendation 1698 (2005) on the rights of children in institutions: follow-up to Parliamentary Assembly Recommendation 1601 (2003).

Migration

European Committee on Migration (CDMG)

At their 981st meeting on 29 November (item 6.5) the Deputies adopted the reply to Parliamentary Assembly Recommendation 1755 (2006) on human rights of irregular migrants.

At their 973rd meeting on 13 September (Item 6.3) the Deputies adopted the reply to Parliamentary Assembly Recommendation 1737 (2006) on new trends and challenges for Euro-Mediterranean migration policies.

At their 971st meeting on 12 July (Item 6.2a, b, c and d), the Deputies took note of the abridged report of the 51st meeting of the European Committee on Migration (CDMG) (Strasbourg, 19-21 April 2006). They adopted Recommendation Rec(2006)9 of the Committee of Ministers to member states on admission, rights and obligations of migrant students and co-operation with countries of origin, and Recommendation Rec(2006)10 on better access to health care for Roma and Travellers in Europe. The Deputies approved the terms of reference of the Committee of Experts on Roma and Travellers (MG-S-ROM), and took note of the opinion of the CDMG on Parliamentary Assembly Recommendation 1732 (2006) on the integration of immigrant women in Europe and noted that its opinion on the draft recommendation of the Committee of Ministers on the promotion of the participation of minority young people and its Explanatory Memorandum would be submitted jointly with the opinions of DH-MIN and CDCS.

At their 961stmeeting on 5 April (item 6.5), the Deputies adopted the terms of reference for the Ad hoc Advisory Group on unaccompanied migrant minors (life projects) (MG-S-MNA) foreseen in the framework of the implementation of Project 2005/DG3/440 “Managing Migration” of the 2006 Programme of Activities.

At the same meeting, the Deputies adopted the reply to Parliamentary Assembly Recommendations 1718 (2005) on co development policy as a positive measure to regulate migratory flows

Health

At their 973rd meeting on 13 September (Item 6.1) the Deputies adopted Recommendation Rec(2006)11 of the Committee of Ministers to member states on trans-border mobility of health professionals and its implications on health care systems.

At their 965th meeting on 24 May (Item 6.2) the Deputies adopted Recommendation Rec(2006)7 of the Committee of Ministers to member states on management of patient safety and prevention of adverse events in health care.

At their 961stmeeting on 5 April (item 6.1), the Deputies adopted the reply to Parliamentary Assembly Recommendation 1725 (2005) on Europe and bird flu – Preventive measures in the health field.

At their 953rd meeting on 18 January (item 6.4) the Deputies adopted the reply to Parliamentary Assembly Recommendation 1715 (2005) on improving the response to mental health needs in Europe.

European Health Committee (CDSP)

At their 979th meeting on 8 November (Item 6.1a to e) the Deputies took note of the abridged report of the 59th meeting of the CDSP (Strasbourg, 13-14 June 2006). They adopted Recommendation Rec(2006)15 on the background, functions and responsibilities of a national transplant organisation (NTO) and took note of the Explanatory Memorandum thereto. They also adopted Recommendation Rec(2006)16 on quality improvement programmes for organ donation, Recommendation Rec(2006)17 of the Committee of Ministers to member states on hospitals in transition: a new balance between institutional and community care, and Recommendation Rec(2006)18 of the Committee of Ministers to member states on health services in a multicultural society.

At their 959th meeting on 22 March (item 6.1) the Deputies took note of the abridged report of the 58th meeting of the CDSP (Strasbourg, 15-16 November 2005) in the light of the discussions at the meeting of the GR-SOC on 21 March 2006.They approved the terms of reference of the Committee of experts on developing a Council of Europe mental health reference tool (SP-MNH) in the light of comments made at the present meeting, and took note of the European Health Committee's (CDSP) opinion on Parliamentary Assembly Recommendation 1725 (2005) – Europe and bird flu – preventive measures in the health field. The Deputies invited the CDSP to submit proposals for the implementation of the provisions of the Action Plan related to the Health Sector before their 971st meeting (12 July 2006), and requested the Secretariat to finish, for 21 April 2006 at the latest, the feasibility study on the proposal of the Secretary General to transfer the project on health care and quality standards to a Partial Agreement so that the members of the European Health Committee (CDSP) Bureau may examine attentively the question at the meeting of 26-28 April 2006 and make them an appropriate proposal.

Public Health Committee (Partial Agreement) (CD-P-SP)

At their 979th meeting on 8 November (Item 6.2) the Deputies took note of the abridged report of the 77th session of the CD-P-SP (Strasbourg, 15 June 2006). In their composition restricted to Representatives of the States members of the Partial Agreement in the Social and Public Health Field, they adopted Resolution ResAP(2006)1 on a vigilance system for undesirable effects of cosmetic products (“cosmetovigilance”) in Europe in order to protect public health.

At their 961stmeeting on 5 April (item 6.3) the Deputies took note of the abridged report of the 76th session of the Public Health Committee and brought it to the attention of the Representatives of the other Council of Europe member states.). In their composition restricted to Representatives of the States members of the Partial Agreement in the Social and Public Health Field, they took note of the Committee’s decision to prolong the terms of reference of its subordinate bodies, namely:

- the Committee of Experts on pharmaceutical questions (P-SP-PH);

- the Committee of Experts on the legal classification of medicines as regards their supply (P-SP-PHO);

- the Committee of Experts on cosmetic products (P-SP-CO);

- the Committee of Experts on nutrition, food and consumer health (P-SP-NU);

- the Committee of Experts on flavouring substances (P-SP-AR);

- the Committee of Experts on materials coming into contact with food (P-SP-CDA);

for two years, subject to revision at any time.

Committee on the Rehabilitation and Integration of people with disabilities (Partial Agreement) (CD-P-RR)

At their 973rd meeting on 13 September (Item 6.2) the Deputies adopted the terms of reference of the European Co-ordination Forum for the Council of Europe Disability Action Plan 2006-2015 (CAHPAH) in conformity with the Council of Europe Disability Action Plan to promote the rights and full participation of people with disabilities in society: improving the quality of life of people with disabilities in Europe 2006-2015.

At their 961st meeting on 5 April (item 6.4a), the Deputies adopted Recommendation Rec(2006)5 on the Council of Europe Disability Action Plan to promote the rights and full participation of people with disabilities in society: improving the quality of life of people with disabilities in Europe 2006-2015. They invited their Rapporteur Group on Social and Health Questions (GR-SOC) to examine, at one of its forthcoming meetings, draft terms of reference for the forum to be designated in conformity with the Disability Action Plan, and allowing for the fullest participation of all member states, and invited the Secretary General to examine ways and means of implementing relevant actions, as set out in the Council of Europe Disability Action Plan 2006-2015, within the Organisation.

At the same meeting (item 6.4b), the Deputies took note of the abridged report of the 28th session of the Committee on the Rehabilitation and Integration of People with Disabilities (Partial Agreement) (CD-P-RR) and brought it to the attention of the representatives of the other Council of Europe member states. In their composition restricted to the Representatives of the member states of the Partial Agreement in the Social and Public Health Field, and taking into account the discussions held during the meeting, they took note of the revised terms of reference of the Ad hoc Group on Community Living (Deinstitutionalisation) of Children with Disabilities (P-RR-CLCD)

Population

At their 953rd meeting on 18 January (item 6.2) the Deputies took note of the abridged report of the 10th meeting of the CAHP (Strasbourg, 1-2 December 2005), and of the memorandum to the Committee of Ministers on future activities of the Council of Europe in the population field. They instructed the Secretariat to examine the possibility of maintaining, within the existing budgetary means, certain activities as proposed in paragraph 5 of the memorandum.

At their 978th meeting on 25 October (Item 6.1) the Deputies decided to discontinue the Programme “Health care and quality standards” within the Ordinary Budget and to recommend the States Parties participating in the work of the European Directorate for the Quality of Medicines (EDQM) to carry forward this programme within the EDQM. In their composition restricted to Representatives of the States Parties to the Convention on the elaboration of a European Pharmacopoeia, they agreed to the transfer of the Programme to the European Directorate for the Quality of Medicines, and noted that the budgetary implications of the transfer would be discussed, and the relevant decisions taken, in the framework of the examination of the 2007 draft budgets for the European Pharmacopoeia and its Subsidiary Budget – Biological Standardisation, on the understanding that this would not give rise to an increase in members states’ contributions. The Deputies invited the Secretariat to prepare draft terms of reference for two new committees on blood transfusion and on organ transplantation, for examination by their Rapporteur Group on Social and Health Questions (GR-SOC) at a forthcoming meeting.
